The Climate Policy Zombies and the Green Finance Bubble The Extinction Rebellion movement (XR) has scored its first success in the United Kingdom, where the House of Commons adopted its demand of declaring a Climate Emergency on May 1. XR is now shutting down traffic and defacing monuments, but it can be expected that, similar to the 1968 anarchist pro- test movement, its irrational ideology will spawn a violent off- spring. The psychotic ideology is already there: Members of XR are brainwashed by an army of behavioral psychologists into believing, as its founding statement declares, that governments are guilty of “failing to acknowledge that infinite economic growth on a planet with finite resources is non-viable.” This is Malthus’ 19th century proposition, which has been refuted by facts over and over during the past two centuries. 

The change which XR is deployed to help enforcing is the deindustrialization of western economies, through the imple- mentation of radical “climate policies,” such as the policy re- cently announced by new EU Commission President Ursula von der Since Leyen, this of policy achieving will a throw CO2-neutral the continent by 2050. 

European population into poverty, preparations are being made towards a police-state system, helped by the introduction of “climate crimes” in con- stitutions, as it has been proposed in Germany (see below). 

The Climate Emergency policy shift must be seen in light of the decision, recently taken, by central banks, to re-start Quan- titative Easing and keep expanding liquidity further into the realm of the already absurd negative interest rates (see SAS no. 31/19). New financial instruments will be issued to sustain the system through a new bubble, called Green Finance. 

Coordinating the creation of the new bubble is the City of London, through the Green Finance Institute (GFI), which was created in 2018, and officially launched during the „Climate Action Week” last July 1-8 in London. Presenting the new insti- tute, initially funded by the U.K. Treasury and the City, former Barclay’s banker and GFI CEO Rhian-Mari Thomas explained that the GFI mission “is to accelerate the domestic and glob- al transition to a zero carbon and climate resilient economy through mobilizing capital.” The main focus of the GFI will be to build “capacities and financial products to finance resilient [green] infrastructure” globally, “financing sustainable commod- ity production across the supply chain,” and “enforcing leading financial institutions to co-create the revenue-generating and profitable solutions with business, with policy makers.” 

In other words, the financial industry will produce new se- curities and derivative instruments to draw liquidity issued by central banks. Part of those securities will even be purchased by the ECB in its next asset purchase program. 

This makes it all the more urgent to implement the Glass- Steagall reform of the international financial system, in order to bankrupt the City of London, and save the productive sys- tem. 

Stop the Green Fascist Global Coup In 1983, Lyndon LaRouche authored the book There are No Limits to Growth, which refuted the attempt by the Club of Rome to stop agro-industrial development on the basis of his- torically discredited Malthusian theories. That text is, more than ever, valid today, in light of the new effort to implement a global deindustrialization campaign under the pretext of “cli- mate policies.” 

As Schiller Institute founder Helga Zepp-LaRouche wrote in an article appearing in issue no. 32 of the German weekly Neue Solidarität, “The aim of this transatlantic campaign is to use an orchestrated climate hysteria (‘We have only 18 months left!’) to get the population to willingly accept a collapse in their living standards, while simultaneously channeling all investments into green projects.” 

The center of the project is the City of London, as we docu- ment below, and the battering ram to enforce the project politi- cally are the “Extinction Rebellion” (XR) and “Friday4Future” movements, created with methods of mass brainwashing. In particular, XR prides itself on being modeled on “The Commit- tee of 100,” Bertrand Russell’s civil disobedience movement from 1960. It was Russell, described by Lyndon LaRouche as the “most evil man of the 20th century,” who described “mass psychology” as the most important tool for politics. 

“Its importance has been enormously increased by the growth of modern methods of propaganda,” Russell wrote in his 1952 book The Impact of Science on Society. “Of these the most influential is what is called ‘education.’ Religion plays a part, though a diminishing one; the press, the cinema, and the radio play an increasing part. What is essential in mass psychology is the art of persuasion. If you compare a speech of Hitler’s with a speech of (say) Edmund Burke, you will see what strides have been made in the art since the eighteenth century. What went wrong formerly was that people had read in books that man is a rational animal, and framed their arguments on this hypoth- 

esis.... It may be hoped that in time anybody will be able to persuade anybody of anything if he can catch the patient young and is provided by the State with money and equipment.” 

That is the method by which the climate policy lobby has con- vinced large sections of the population that the snow is black, despite the fact that increasing numbers of scientists are sign- ing petitions insisting that climate change is not man-made, but is an astrophysical phenomenon. Among those, F. Seitz, the former president of the U.S. National Academy of Sciences, the Non-governmental International Panel on Climate Change (NIPCC), as well as hundreds of Italian, Swedish and Japanese scientists. 

“What neither EU bureaucrats nor financial sharks under- stand,” Helga Zepp-LaRouche wrote, “are the principles on which physical economy is based. There is a direct correlation between the energy flux-density applied in production process- es, the productivity of the economy, and the number of people that can be sustained by those parameters.” Scaling back the energy flux density means provoking a collapse of society. 

The whole climate hysteria movement needs to be exposed and rejected, but that will only be successful, if the populations of Europe and the U.S. are, at the same time, given the tools to break through the cultural and psychological warfare. There is a great opportunity to do exactly that today, as a primary result of the enthusiasm and optimism awakened by the celebration of the 50th anniversary of the Apollo Moon landing and future space exploration. We reproduce a sample of that optimism in the testimony by Fred Haise, a veteran of the famous Apollo 13 mission (see below). 

The Financial Industry Dictates EU Climate Policy Christian Thimann, a former AXA manager, and a past advi- sor to the EU Commission and to the ECB, revealed that the EU climate policy has been dictated by the financial industry. In a speech at an event sponsored by the House of Finance in Frankfurt on June 7-8, Thimann said: “If you read the [COP21] agreement, suddenly in Article 2, the financial sector is being mentioned. It was an issue for ecologists, industrialists, sci- entists. And suddenly in the 21st year you have a remarkable sentence about finance. It says the following: The climate tar- gets will only be achieved, if we start to reorient capital flows towards a low emission world.” 

“This is now a process that is going on where the European Commission is asking experts from the private sector: can you please tell us, how we would do that...? (...) And this is the program that the commission has been working for two years, which is now cast into law.“ 

Thimann goes on to praise the “Friday for Future” and “Ex- tinction Rebellion” movements, saying “And then come the political lessons, then come 12 million young people on the streets and suddenly you have this big topic going.” https:// www.youtube.com/watch?v=mxFrVyEdWiU 

Angela Merkel Completes the Greening of the German Government German Chancellor Angela Merkel stated at a press conference in Berlin on Aug. 1, that the pro-climate rallies of the Friday4- Future movement had “undoubtedly contributed to an accel- eration” of her government’s own climate protection agenda. The measures on that agenda are to be decided by her “climate cabinet” in its Sept. 20 session, she said, and one of the key ones involves setting a “carbon dioxide price,” so that polluting the atmosphere with CO2 will no longer be free of charge. As 

for the special “climate cabinet,” it is made up of the Chancellor herself, the Finance, Environment, Transport, Interior, Econo- my, and Agriculture ministers, plus the head of the chancellery and the government spokesman. 

Moreover, on Aug. 3, Christoph Schmidt, the chairman of Merkel’s chief economic advisory council, lent high-level insti- tutional support to the F4F’s five-day national congress that brought together 1,400 activists of the movement in Dort- mund. The main focus of Schmidt’s remarks was the “carbon dioxide price,” perhaps to be combined with an emissions tax. Otherwise, the congress discussed and mapped out new pro- test actions for the autumn, culminating on Sept. 20, the day when Berlin’s new climate-protection legislation is supposed to be finalized. 

Jumping on the hype bandwagon, Bavarian State Minister President Markus Söder announced on July 27 that his gov- ernment will launch the “most modern climate protection law in Germany,” with the “road cleared for renewable energies.” Among the measures mentioned are a crash program for new photo voltaic installations, a special tax that makes driving in high-emittance cars costly, and a reorganization of architectural projects and urban development planning. 

In Berlin, the chairman of the CDU group in the Bundestag Ralph Brinkhaus, has also supported substantially upgraded policies on the climate issue. He calls for the establishment of a special “future budget” comprising “several hundred billion euros over the next 10 years,” and administered at the level of cabinet minister, to make big steps forward in reducing carbon dioxide and other emissions. Brinkhaus claims that the develop- ment of climate-friendly new technologies will offer German industries new options for exports and make the country re- silient against future crises. In fact, the entire climate policy is aimed at deindustrializing the currently still industrial nations, and preventing industrialization of those still underdeveloped (cf. above). 

London’s Famous Victoria and Albert Museum Exhibits XR “Artifacts” As if to underline the British hand behind “Extinction Rebellion” (XR), the Victoria and Albert Museum in London is running two special exhibits devoted to praising the protest movement for creating “welcoming spaces for all.” Among the “artifacts” of the XR movement on display, one finds banners with slo- gans, the original copy of the very first XR leaflet from October 2018, an internet clock symbolizing that “time is running out,” as well as an open-source file allowing XR supporters to join an internationally recognizable visual identity. 

The “Museum for Childhood,” a branch of the Victoria and Albert Museum in a separate building, exhibits a child’s “high- visibility jacket,” ostensibly symbolizing the role of children alongside their parents in the protest actions. 

The museum is simultaneously running another exhibit on the bicentenary of the births of the museum’s namesakes, who ruled over the “glorious” British Empire, Queen Victoria and Prince Albert. 

Riots in Hong Kong: Just Another Western Power Play? The world was quite shocked by the level of violence exhibited in Hong Kong, in what were initially peaceful demonstrations against an attempt to introduce extradition laws in Hong Kong. The law was a project of Hong Kong Chief Executive Carrie Lam, who decided to try to push it through, in spite of opposi- tion from business people in Hong Kong and on the mainland,

who feared the public reaction. The specific case cited involved a person who had committed a murder in Taiwan and fled to Hong Kong, and Lam wanted the person sent back to Taiwan for trial. 

Demonstrations occurred very soon, with many people fear- ful that such legislation would be used by the Chinese govern- ment to extradite dissidents, in spite of the fact that China had no say in the proposal. Under the formula “One Country, Two Systems,” by which China governs Hong Kong, such legislative matters are in the hands of the Hong Kong authorities. 

But the protests quickly led to violent clashes with small groups of demonstrators, who were obviously prepared for violence (cf. SAS 28/19). Many of the demonstrations began calling for Hong Kong independence, and American flags began to appear. In clashes with police, both policemen and demon- strators were seriously injured. The demonstrators were able to get into the Hong Kong legislature and completely ransacked the building. 

The Chinese government initially limited itself to calling for an end to the violence and expressing support for Carrie Lam. However, statements by then British Foreign Secretary Jeremy Hunt criticizing the actions of the Hong Kong police and by U.S. Secretary of State Mike Pompeo, who met with some of the Hong Kong opposition leaders in Washington, received strong rebukes from Beijing. At her regular press briefing on July 31, Chinese Foreign Ministry Spokeswoman Hua Chunying called the demonstrations “all the work of the United States.” 

On Aug. 2, State Councilor Yang Jiechi was even more spe- cific, accusing the U.S. and others of stirring up trouble, by arranging meetings with leading anti-China figures and senior officials, and supporting the illegal activities of extreme, violent protesters. He strongly urged those Western governments to abide by “the basic norms of international relations” and refrain from interfering in Hong Kong affairs. 

The fact of the matter is that Hong Kong was for all-too long a British colony and the British influence still remains a force to reckon with on the island. U.S. President Trump, on the contrary, reportedly told officials in his administration not to put pressure on China over Hong Kong, and told journalists on Aug. 1 that the Chinese have to deal with the situation them- selves, and “don’t need advice.” A few days earlier, he had said publicly that President Xi had been acting “very responsibly” in dealing with the protests. The neocons in Washington, how- ever, are intent on undermining a solid working relationship between Presidents Xi and Trump, which may poison the well of bilateral relations for some time to come. 

Schiller Institute Rep Participates in Fact-Finding Mission to Xinjiang Trade war, the Huawei scare, riots in Hong Kong, and now repression in Xinjiang, the Anglo-American oligarchy has been using every flank possible to try and block China’s rise to the status of world power. Concerning the latter situation, rumors have been spread for months now that 1 to 3 million Uighur Muslims have been imprisoned and are subjected to torture, brainwashing and even organ harvesting in the Xinjiang Uighur Autonomous Province (XUAR). 

To counter the propaganda and present China’s policy to- wards ethnic minorities, as well as the counteroffensive against terrorism in Xinjiang, a group of eight experts -- including Christine Bierre as a representative of the French Schiller Insti- tute -- took part in a fact-finding mission from July 7–14. At seminars organized for them in Beijing, Lanzhou and Urumqi, they were briefed on China’s self-conception as a centralized, 

but multi-ethnic and multi-religious state, going as far back as 5000 years ago, where the minorities enjoy equal rights with the majority Han ethnic group (92%). Cultural and religious practices are strongly protected by the government as long as they steer clear of separatism and extremism. In Xinjiang alone, there are no less than 25,000 mosques, while China counts 20 million practicing Muslims, 100 million Buddhists and as many Christians. 

The delegation was told by Xu Jianying at the Institut of Chi- na’s Borderlands of the Chinese Academy of Social Sciences that China’s main problems today are “religious extremism, separat- ism and terrorism.” But the solution to all of them resides in “economic development,” in order to put an end to the poverty on which those evils thrive. Indeed, as Christine Bierre told us, she could see a significant improvement in the transport infra- structure in both Gansu and Xinjiang provinces, in tandem with the poverty alleviation programs being carried out. 

Contrary to western propaganda, the Chinese government in Xinjiang is not fighting Muslims or Uighur, but the terror- ism which infiltrates the province through its eight different borders, an official explained to the delegation. During the war against Bashar al Assad, some 8 to 15,000 Uighur joined ISIS, and have announced their intention to use their experience against the Beijing government when they return! No less than 14,000 bloody attacks occurred in this province between 1992 and 2016, but almost none in the last three years, according to the Chinese authorities. They attribute the success to their preventive offensive against terrorism which involves a strict separation between “severe” punishment limited to those who committed major crimes, and a “lenient” approach towards those who committed minor crimes. 

Provided they confess, repent and show willingness to rein- tegrate society, the latter are taken into a professional training programs, lasting from a few months to a few years, involving 1) mandarin lessons together with their own language, 2) the fundamentals of criminal law to distinguish right from wrong, 3) vocational lessons to improve their chances to get a job. Most striking for the Schiller Institute rep was the positive character of the training, with its many multi-ethnic artistic workshops, which bring an element of joy and beauty to the process. 

The root of the problem, Christine Bierre told us, is the fact that Western countries decided at the end of the 1990s to unleash Wahhabite extremism against their “enemies” in Af- ghanistan, Libya, and Syria, which created pockets of extrem- ism that are now ready to be deployed against their current adversaries, i.e., China and Russia. It is not by chance that the Uighur and Tibetan liberation movements are both financed by the “National Endowment for Democracy” and housed at the same address in Washington, and that their main propaganda outlet is Radio Free Asia. 

Mankind Must Think Millions of Years into the Future to Avoid the Fate of the Dinosaurs Astronaut Fred Haise has a very optimistic view of mankind’s future, as he explained in an interview with elementary and high school students in Huntsville, Alabama, back in May 2011. Haise was the Lunar Module pilot on the 1970 Apol- lo 13 mission, which was unfortunately aborted before the landing on the Moon could take place. Asked if he thinks we need to go to Mars, and should we travel back to the Moon first, Haise replied: “I think we ought to go, continually go, as far as we can go, based on the technology we have at hand. If you look very, very long range, and I’m talking maybe millions of years, the Earth is a dynamic body, as we’ve seen recently

I think this is also important to the peace of the world.”
