The Principle of Statecraft for the New Year For most of our contemporaries in the trans-Atlantic world, the year 2020 will be remembered as an annus horribilis. The seemingly unstoppable spread of COVID-19, feeding mass unemployment, yet more economic collapse, and overall in security over the future, has generated a profound feeling of doom and despair. And it has led to an unprecedented mis trust of those in government and positions of power.
In this situation, Helga Zepp-LaRouche chose to devote her Dec. 26 international webcast to the subject of statecraft, and the need to elevate what is commonly understood as “politics” to that level. The Schiller Institute itself was explicitly founded almost 37 years ago, she recalled, not as a normal think tank or NGO, but as an institute to promote statecraft.
To key to understanding the concept, Helga Zepp-LaRouche explained, is given by Friedrich Schiller, in particular in his Aesthetical Letters, largely written in response to the failure of the French Revolution, due to the fact that “a great mo
ment found a small people”. Schiller asks why society is “in such a terrible condition”, where “governments are depraved and corrupt, and the masses of the population are passive, and do not act.” What is needed to free society from a system of oligarchy that tramples on the common good? The answer, for Schiller, lies in great art, in the aesthetic education needed to uplift all citizens to a higher quality of thinking. He states explicitly that the highest form of art is “the building of true political freedom” among citizens. In that sense, Helga Zepp LaRouche stressed, the role of statecraft is to improve the character of the people such that they ensure “that the repub
lics are actually functioning”.
That principle certainly applies to the challenges confront ing us in the new year, which Helga Zepp-LaRouche reviewed in her webcast. We are facing, for example, the attempt by the financial oligarchy to implement the “Great Reset”, the issue of fraudulent elections in the United States, the means to fight the current pandemic, or the hunger catastrophe “of biblical proportions” that threatens the world.
She went on: “There are many other things which will hap pen in the course of this year, but the most important is to come back to this idea of statecraft. We have to get a com pletely different idea of what politics is all about. It cannot be bureaucratic arrangements; it cannot be just keep your power
for power’s sake; keep the population stupefied by silly enter tainment. No, the opposite has to occur. We have to have a population around the world uplifted by Classical culture and finding the roots of their own creativity. That must also guide relations among nations.” She stressed that we must make a shift in thinking to a completely new paradigm, focused on respect for the creativity of every individual and for the poten
tial of every other nation, in order to avoid catastrophe. Therefore, Helga Zepp-LaRouche proposed to start the new year with reading the masters of statecraft such as Shake speare and Schiller, with studying Leibniz, Plato, Lyndon La Rouche and Schiller’s Lycurgus and Solon, “where he discusses the difference between a republic and an oligarchy. I think we have to elevate the level of discussion of the population as the most urgent task if we want to get safely and successfully through the coming year.”
New Website Set Up
for “The LaRouche Organization”
In the run-up to the New Year, a new organization called The LaRouche Organization, was created in the United States and operates under the website www.laroucheorganization.com. According to its Dec. 23 founding document, “the sole pur
pose of The LaRouche Organization (TLO) is the dissemination of the ideas of Lyndon LaRouche and the spread of his life’s work, his analytical and scientific method of thinking, with the intention of realizing the solutions he offered to the many crises now facing mankind.”
The new website will post the daily briefings by Harley Sch langer and the weekly webcasts by Helga Zepp-LaRouche, as well as the relevant news and videos of the movement, to gether with international news items.
The founding document further states that the task of the organization is “to work towards the implementation of the remedies, both domestically and internationally, which La Rouche advocated when he was alive, a mission which has now been taken up by his widow and closest political associate for half a century, Helga Zepp-LaRouche.The U.S. must go back to the American System of economics, as it was devel oped by Alexander Hamilton, by fostering the physical econo my for the benefit of the common good. It was this tradition, continued by Henry Clay, Friedrich List, Mathew and Henry C.
Carey and revived by Franklin D. Roosevelt and his policy of the New Deal, which enabled the U.S. to overcome the Great Depression.
“The TLO will emphatically promote the idea to which La Rouche devoted his entire life, namely that the U.S., together with other industrial nations, will act to overcome the under development and poverty of the so-called developing sector with the aid of advanced technologies. This economic policy is in accordance with FDR’s original intention for the Bret ton Woods System to increase the living standards of all hu man beings on the planet as the only viable precondition for enduring peace -- a policy which was never realized due to Roosevelt’s untimely death.

The United States Faces Uncertainty and Chaos With the New Year approaching, Americans are faced with a multiplicity of crises, which go far beyond the uncertainty of who really won the presidential election -- though there is still a chance that something unprecedented and unexpected may occur before Inauguration Day on January 21. Although President Trump’s options are narrowing, he and his allies are still seeking to force an investigation of vote fraud, which they say has so far been suppressed by the courts and undermined by hostile mass media.
On Jan. 6, Congress is supposed to certify the Electoral College results -- which officially give the office to Joe Biden – and both sides have mobilized supporters to come to Wash ington on that day. It is not to be excluded that rioting could
ensue, with skirmishes escalating to armed confrontations. But there is a growing undercurrent of unrest which re flects much deeper fissures in society, related to unequal ac cess to health care and income disparity. Some of this is re lated to the COVID-19 pandemic, which has now taken more than 330,000 American lives, and is out of control in parts of the country, including large population centers such as greater Los Angeles, which has no available ICU rooms for newly in fected patients.
While some relief is expected with the roll-out of vaccines, many are expressing skepticism about being inoculated, as “anti-vaxxers” are using alternative media sites to frighten many into taking a “wait-and-see” attitude.
The economic effects of the pandemic are magnifying the insecurity. Small businesses have been hit especially hard, un employment is still over 11% officially despite a drop in the last two months, and many of those who have found jobs are working shorter hours and for lower wages than before the lockdowns.
Moreover, the relief bill finally passed by Congress offers far less than President Trump wanted. He eventually did sign it last week, but he is still demanding more cash payments per adult, and more unemployment benefits. The moratorium on home evictions that was implemented, will expire on Dec. 31, meaning more than 12 million renters who are behind in rent payments could be evicted, affecting up to 30 million people. There are estimates that an additional 2 million hom
eowners may face foreclosure when government forbearance programs expire, leading to a dramatic increase in homeless ness during winter months, in the midst of a pandemic.
One further factor adding to the overall uncertainty is that no one knows what Joe Biden will do when faced with this onslaught of crises, should he become President. Both he and the prospective Vice President Kamala Harris have been mostly invisible in recent weeks, and the economic cabinet and advisory posts are being filled with an assortment of for
mer members of the Obama Administration, with a record of putting the interests of insolvent banking and financial institutions ahead of the needs of those losing jobs, homes and health care. The one program Biden has been touting, a Green New Deal, would replace productive jobs which pay decent wages with low-wage non-productive jobs.
The Nazi Concept of “Creative Destruction” That Drives the Great Reset Policy
The new report issued by the Group of Thirty recommends “creative destruction” as the means to implement the global transition to a carbon-free economy. The G30 is a gathering of former and current central bankers, together with academ
ics and representatives of the private banking sector. On Dec. 14, former European Central Bank head Ma rio Draghi presented the 2020 report, and its leitmotif of “creative destruction” (https://group30.org/publications/ detail/4820). The world economy is on the edge of a cliff, he said. Whereas in the first phase of the pandemic crisis, the problem was liquidity, the coming crisis will be over insolven cies. As governments will not be able to bail out all activities, they will have to choose who should live and who should die. “This may require a certain amount of ‘creative destruc tion’”, the report states, and uses the same term no less than six times. Here, a short historical clarification is needed. It credits economist Joseph Schumpeter with the concept, un der which “market laws” demand that companies not fit to survive in the struggle for economic evolution, must disap pear to give way to competitive ones. In reality, the man who first promoted the concept of “creative destruction” was a Marxist-turned-Nazi named Werner Sombart (1863-1941), who correctly credited Friedrich Nietzsche with the origin of the term and concept.
Sombart himself, who was denounced by Rosa Luxemburg as a one-time Marxist who became an apologist for Ger man imperialism, was a close friend of both Hitler’s “Crown Jurist” Carl Schmitt and the Nazi Party’s semi-official phi losopher, Martin Heidegger (cf. https://larouchepub.com/ other/2010/3733why_obama_stache.html).
Coming back to the G30 report, we quote:“Attitudes to ward firm failure and employment: Policymakers will vary in their weighting of preserving the status quo and existing jobs, versus allowing or encouraging the process of ‘creative destruction,’ in which firms fail, allowing jobs and resources to flow from unsuccessful firms to ones that are better suited for the new economy....”.
The blueprint for that “new economy” is laid out in the “Great Reset” scheme promoted by the British Crown and the World Economic Forum, or the Green Deal pushed by the EU Commission, or the Green New Deal pushed by Joe Biden’s team. As we have repeatedly explained, it will promote un
productive systems under the ideological banner of “climate policies”, thus killing high-density, carbon-related modes of production.
While Draghi was presenting the G30 recommendations,

his colleague Mark Carney was busy issuing recommendations on how to make CO2 disclosure mandatory by law at the 2020 COP26 climate conference. Carney, the former head of the Bank of England and current UN climate czar, is of course also a member of the G30.
Although both chairmen of the Federal Reserve of New York are members of the G30, that institution was kept out of the Great Reset “creative destruction” team under Presi dent Trump. But after the November 3 elections, the U.S. central bank immediately joined Mark Carney’s “Network of Central Banks for Greening the Financial System”. Federal Reserve chairman Jeremy Powell, speaking before Congress on Dec. 27, invented a new mandate for his bank: fighting climate change. He claimed that “the public will expect that we do figure out what are the implications of climate change for financial stability, and that we do put policies in place.”
Brexit Deal Brings No Big Surprises for the City of London
The European Union and the United Kingdom finally reached a post-Brexit agreement just one week before the transition period came to an end. Many suspect that the chaos caused by the cordon sanitaire the EU set up in reaction to the news of the new Coronavirus mutation also served to increase the pressure on London.
A conclusive judgment on the agreement will only be pos sible after reading and examining the 1000 pages of text. But from what has been made known, the EU side has un doubtedly won some concessions, although the UK is now free to take sovereign decisions in major matters outside of the EU. One such matter is trade with non-EU partners. Largely overlooked by the media, it means that from now on, while de facto remaining a member of the EU single market, and carrying out tariff-free trade with EU countries, the UK can reach bilateral agreements with all other countries in the world, without the constraints of the “one-size-fits- all” policy dictated by Brussels.
Another major aspect is that the supranational European Court of Justice will no longer have jurisdiction on legal and economic disputes, that are to be settled through arbitrage mechanisms between Britain and the EU.
Apparently, British fishermen did not get what they want ed, i.e. an 80% cut of European fishing in British waters. There will be a cut of 25% over five and a half years, which is considered unsatisfactory. However, in five years, the deal can be renegotiated. The UK could then introduce tariffs, which the EU could respond to with counter-tariffs.
As for the financial sector, it has been kept out of negotia tions from the beginning, in a tacit agreement that reflects the power of the financial markets on both systems of “gov ernance”, i.e., Downing Street and. Berlaymont Palace (Euro pean Commission HQ).
And finally, the deal seems to offer the UK a loophole for avoiding radical climate policies. Indeed, while it does contain provisions for keeping pace with EU levels of “environmental protection”, that is to be based on “reliable evidence” and not mere “conjecture or remote possibility”. And so-called “rebal
ancing measures” could be referred to an arbitration tribunal by one or the other side before they can be introduced, mak ing them difficult to enforce.
However, this does not imply that the British government will stop supporting imperial climate policies and begin acting as a nation state committed to defending the general welfare of the population. For that, it would have to challenge the City of London, the main driver behind the “Great Reset” scheme pushed by central banks and wrapped in the “climate emer
gency” ideology manufactured in in the UK.
A major virtual event on that theme will be held by the World Economic Forum on Jan. 25-29, under the title, “The Davos Agenda”. This is not its annual summit, which is sched uled this year for the month in May in Singapore, where the pandemic has been handeld much better than in Europe.
Nuclear Power: Much of Europe
Refuses to Follow Germany’s Suicidal Lead So far, the German government has given no indication that it might reconsider its current energy policy providing for a complete exit from nuclear energy by the end of 2022, and from coal power by 2035-2038. The issue is of concern to all of Europe, since the collapse of a reliable power supply in the continent’s leading economy would have serious consequences for all the others. Other EU member countries are more cau tious about their industrial future.
France, for example, is a leading of exporter of power from its nuclear reactors to Germany. Visiting the Framatome site at Le Creusot on Dec. 8, French President Emmanuel Macron declared, “The nuclear industry will remain the cornerstone of our strategic autonomy.Our energy and ecological future depends on nuclear power.” He also stressed that France’s “strategic future lies with the nuclear industry.”
In addition to France, six Eastern European countries (Bul garia, Czechia, Hungary, Poland, Romania, and Slovakia) are committed to nuclear energy, which has forced the European Commission to include (reluctantly) the nuclear option among its climate protection targets for the next three decades. In the Netherlands, pro-nuclear positions will be defended in the campaign for the March 17 national elections, in which the governing VVD party proposes the construction of up to 10 new reactors.
An interesting case is that of newcomer Poland, so far largely dependent on coal power plants. Its energy plan for 2040 envisages the construction of 10 or more reactors, which would finally bring the country into the nuclear power age. In that context, a group of Polish climate scientists and political activists have called on Germany to reverse – for the sake of decarbonisation -- its phase-out strategy. The new initiative, called FOTa4Climate, delivered an open letter to the German Embassy in Warsaw last week, which declares: “We are aware of the on-going discussion on the place of nuclear energy in the long-term sustainable energy model and believe that it still needs to be complemented by complete scientific data. However, the abandonment of low-carbon nuclear en ergy before a complete shift away from coal and lignite com
bustion causes in the short term very difficult to overcome technical and technological problems, and leads to the need to use other fossil fuels, with natural gas at the forefront. This, in turn, does not give the expected results in the form of ef
fective and rapid decarbonisation.” Therefore, the signers call on Germany to reconsider the decision to abandon nuclear power, or at least to delay it.

Coronavirus: A Call to Action
to Make Vaccines Available Worldwide Following the development of vaccines against COVID-19 in record time, a large-scale the vaccination campaign has now begun in most European countries and in the United States. But the prospects for developing countries look much grim mer. According to the World Health Organization, of the some 12 billion Western-developed vaccines expected to be produced in 2021, 9 billion have already been reserved by so-called wealthy countries.
While the number of cases in Africa seemed at first to be relatively low, they are now rising at an alarming rate, in par ticular in South Africa, where the diagnostic and reporting ca pabilities are far more advanced than in most of the continent. The new cases are suspected to be a mutation of COVID-19, but not the same as the one first detected in the UK. This underscores the necessity to make vaccines accessible to all countries, in order to successfully combat a pandemic which knows no borders, no religions, and no ideologies.
A pressing, new call on containing the virus was issued on Dec. 24 by the Committee for the Coincidence of Oppo sites, a coalition of healthcare professionals, educators and other concerned citizens founded last July by Schiller Institute Chairwoman Helga Zepp-LaRouche, (cf. SAS 37, 41, 51/20). The statement was written on behalf of the Committee by Dr. Joycelyn Elders, the former Surgeon General of the United States.
She reiterates a number of public health measures that need to be taken worldwide, as soon as possible, and calls upon “community organizations, universities, medical institu tions, religious groups, and others” to help implement certain aspects of them immediately. The measures include: • Get vaccinated. “While this cannot be a mandatory require
ment and is not without legitimate questions and concerns, it is highly recommended, as the best option, at present.” • Rapidly recruit, train and employ thousands of young peo ple to work as community health care workers “to educate people regarding the public health measures cited above and to overcome ‘vaccine hesitancy and fear’.
• Conduct mass testing on a regular basis, especially in areas of “vulnerable populations, i.e., the elderly, the impover ished, and in hot spots,”.
• Isolate and quarantine infected individuals, in safe, secure environments with good food and medical treatment pro vided.
• Begin public protocols immediately on promising prophy lactic treatments, including Alpha-interferon and Vitamin D-3 supplements.
• “Get everything moving as rapidly and on as large a scale as possible.”

Appeal to President Trump: Exonerate LaRouche, Pardon Assange and Snowden On Jan. 4, a British court is to announce its decision on wheth er or not to extradite Julian Assange to the United States to face charges of espionage and a possible sentence of 175 (!) years in prison. In anticipation of the verdict, there has been a growing number of calls on President Trump to pardon him.
The UN Special Rapporteur for Torture Nils Melzer pointed out in his Dec. 22 poignant open letter that during his incar ceration in the high security prison of Belmarsh in London, As sange’s “health has seriously deteriorated, to the point where his life is now danger”.
The international Schiller Institute also issued a new state ment on Dec. 18 titled “Exonerate LaRouche! Assange, Snowden Pardons Can Expose 2016-2020 Russiagate Hoax” (https://schillerinstitute.com/blog/2020/12/18/). It begins by noting that the possibility that President Donald Trump “may pardon Wikileaks founder Julian Assange, now being slowly
killed in a London prison, especially in the aftermath of the re cent resignation of Attorney General William Barr, has raised a tantalizing question. Will the Russiagate ‘computer hack that never was’ so central to the present Assange incarceration and torture finally be brought to light if he is released from prison?
“Will the criminal conspiracy against the US Presidency that involved ‘Five Eyes’ intelligence agencies, and City of London/ Wall Street financial interests, be exposed, through the declas sification and release of all documents essential to revealing the Russiagate hoax?...”
“Swift, unexpected and unorthodox action by the President could now be the only way to reveal the true nature, and reverse the present outcome of the 2020 Presidential elec tion.” It would provide “a platform for Snowden, an ailing Assange, National Security Agency whistleblower William Bin ney and others, to reveal how the surveillance state has nearly mortally wounded the American electoral process, just as it has manipulated and fixed elections throughout the planet for decades...”
The SI statement further notes that the case of Lyndon LaRouche and the legal witchhunt against him “is the single most efficient means” to understand the nature of the so called “deep state” or “British Empire” for whom LaRouche’s policies represent a mortal threat. Thus, “whether Julian Assange is successfully kept alive and released from prison in the next weeks, or whether Edward Snowden is soon al lowed to return home and assist in the process of cleaning out the ‘secret government’ that has run the United States, is intimately tied to whether Lyndon LaRouche, economist, statesman, and Presidential candidate, is finally exonerated. Though LaRouche died on February 12 2019, his exoneration now plays an even greater role in rectifying the destruction of the American Presidential system that has gone on for over a half-century.”
The SI stresses that only “a vigorous campaign on behalf of justice in all forms -- electoral justice, economic justice, defense of the right to know -- can save the United States, the trans-Atlantic world, or the world as a whole.”
