Schiller Institute Becomes Founding Member of CGTN Think Tank China’s English language international media organization, CGTN (China Global Television Network), founded on Dec. 4 the “CGTN Think Tank” as part of the third annual Global Media Summit, with over 300 people attending from the world’s political, business, media and technology circles. The new think tank will have “cooperative relationships with 50 renowned think tanks worldwide, with goals to offer insights on world development and promote communication among different cultures,” according to a statement from the net- work. 

Among the founding members at the event was Helga Zepp-LaRouche, as the “Founder and President of the Schiller Institute.” Other prominent members include the heads of as- sociations dedicated to a dialogue of civilization, Chambers of Commerce, and other similar institutions. 

Helga Zepp-LaRouche addressed the first panel at the event, focusing on the rapidly unravelling Western financial system and the urgency of a new Bretton Woods conference to establish a new system coherent with the spirit of the New Silk Road. She stressed the necessity for the United States and Europe to cooperate with the Belt and Road Initiative in the industrialization of Africa and in the reconstruction of South- west Asia. Extending the BRI into a global World Land-bridge conception, she explained, would also lay the basis for rem- placing NATO. “Not only is NATO ‘braindead’, but it is obso- lete, because it does no longer express the self-interest of its member countries. Now, once we have a global Belt & Road Initiative cooperation, we can also create a new international security architecture. And while people may think that this is a utopian conception, it is the only way out an existential crisis for all of humanity.” 

Helga Zepp-LaRouche also held many private meetings, and was interviewed by the English-language China Radio Inter- national (http://chinaplus.cri.cn/podcast/detail/1/190097, starting at 13’15’’.) 

In a private discussion with collaborators on Dec. 7, Mrs. Zepp-LaRouche reported how upset her Chinese interlocutors are, about deteriorating relations between the U.S. and China, and the vile attacks on China from the United States, fearing that relations are not likely to be restored for a long time. 

Although they are aware of the impeachment drive against Donald Trump, most have no sense of the coup being carried out. Nor are they generally aware of the severity of the finan- cial crisis and the looming crash, she added, although those she spoke to tend to be well informed. Therefore, she focused on those issues in her interview with CRI. 

Democrats in U.S. Congress Rush Headlong into Trump Impeachment On Dec. 9, the case for and against impeachment was pre- sented in the Judiciary Committee by counsels of the Intel- ligence and Judiciary Committees from both parties. This is expected to be followed by the final drafting of articles of impeachment by the Democrats -- which could be submitted as early as the end of this week. 

The quickening pace was ordered by Speaker of the House Nancy Pelosi, who told a press conference on Dec. 5 that she was asking the chairman of the Judiciary Committee Jerr- old Nadler “to proceed with articles of impeachment.” She charged that Trump “abused his power for his own personal benefit” by threatening to withhold funds from Ukraine unless the Zelensky government agreed to investigate possible cor- ruption by then Vice-President Joe Biden and his son, Hunter Biden who worked for the Ukrainian oil company Burisma. “The president leaves us no choice but to act.” In conclusion, she said, “The facts are uncontested.” 

Nadler backed up Pelosi in a tweet on Dec. 7, in which he stated that Trump “abused his power, betrayed our national security and corrupted our elections, all for personal gain.” According to the notoriously anti-Trump Washington Post, three likely articles will include “abuse of power”, “obstruc- tion of Congress” (for withholding evidence and not allowing officials to testify), and “obstruction of justice,” which implies the possibility of returning to the discredited investigation led by Robert Mueller which, after over two years, failed to find any evidence of collusion with Russia. 

The facts cited by Pelosi and supporters of the regime change coup against Trump are only “uncontested” in their circles, within corrupted segments of the intelligence and dip- lomatic community, and in the mainstream media. Typical of their modus operandi is the assertion that the story of Ukraine’s involvement in the 2016 campaign against Donald 

Just consider the latest ECB research bulletin: (Finance and Decarbonization: Why Equity Markets Do It Better)Authors Ralph De Haas and Alexander Popov (from the EBRD and ECB respectively) argue that money put in the stock market helps stop climate changes! “As it turns out, stock markets are superior to banks in decarbonizing the economy,” is their conclusion. 

“If a country wants to decarbonize its economy, it should not only promote green finance initiatives such as green bonds, but also develop its equity markets,” they say. Their argument is based on a comparative study of performances by economies with different financial structures. “Our esti- mates suggest that increasing the share of equity financing by 1 percentage point, while holding the size of the financial system constant, reduces aggregate per capita carbon emis- sions by 0.024 metric tons.” 

Therefore, they recommend greatly inflating the equity bubble with public sector subsidies (taxpayers’ money) in or- der to green the economy. In other words, reduce or elimi- nate bank credit and channel funds into stock markets! 

Fortunately, EIR is not alone in exposing the swindle. Ga- bor Steingart, former editor and shareholder of Handesblatt, wrote in his daily newsletter: “The ECB in Frankfurt, the Eu- ropean Investment Bank in Luxembourg and the EU Commis- sion in Brussels are pursuing together a big plan, with risks and collateral effects that no national Parliament has been informed about. Europe will rescue the world climate -- and it will do it with the printing press. Whatever it takes”.

France Rocked by Strikes and Demonstrations The Dec. 5 national strike in France, was a massive success, in particular in the transport sector. In addition, a huge number of people took part in demonstrations nationwide, estimated at 800,000 to 1.5 million according to the official figures or those of the trade unions respectively. The main focus of protests is the pension reform, which would do away with the special schemes applied to certain categories, although the discontent is much more widespread and includes many other issues (cf. SAS 49/19). 

Public transportation in the Paris area (subways, buses, subway trains) was virtually shut down. And the strikers de- cided to continue the total strike movement over the week- end, until Dec. 9. The national and regional train company, SNCF, was very heavily affected, with 61% of the workers on strike according to the unions, but 86% among the drivers and 73% among ticket controllers. 

The majority of the trade-unions (CGT, FO, Solidaires, FSU) called for a new day of strikes for Dec. 10. A convergence of struggles, which is what the government most fears, has already begun to occur: students have joined the workers’ unions, the Yellow Vests joined the protest actions, while the farmers have been mobilized for weeks now. According to the latest polls, 67% of the French population supports the strike actions, despite the inconveniences. 

It remains to be seen how the government will deal with the protests. It decided to postpone announcing the specifics of the pension reform until Dec. 11, to see how strong the mobilization would be. Negotiations are likely to ensue, with 

Trump is a “fictional narrative,” and there is “no evidence of wrongdoing on the part of either Biden.” What proof is of- fered to back these assertions? That the “intelligence com- munity” says so. But those very same intelligence operatives are now under investigation by Attorney General William Barr and prosecutor John Durham, for their possible role in or- chestrating the whole Russiagate affair. It is the intent of the coup plotters to reject the investigation into these matters, by belittling them as “conspiracy theories.” 

It should be no surprise, therefore, that the hearing was scheduled for Dec. 9, i.e., on the same day that the long- awaited report by Justice Department Inspector General Horowitz was to be released. While Horowitz lacks the man- date to bring about criminal charges, he did present evidence of widespread corruption by top FBI officials in their submis- sions to the FISA Court, to obtain warrants to spy on the Trump campaign during the 2016 election. The impact of the release of the report may be lessened by the media’s drum- beat for impeachment. 

Trump’s response to Pelosi’s flight forward was to accuse the Democrats of going “crazy....If you are going to impeach me, do it now fast”, so a real trial can occur in the Republican controlled Senate. A trial there will shred the fabricated sto- ries of Russiagate and Ukrainegate against Trump, especially when the Barr-Durham findings are released. The Democratic leadership is nevertheless hoping to drag out the procedure in order to weaken Trump’s re-election chances. 

Central Banks Look to “Green Finance” Schemes to Refinance Unpayable Debt Faced with the worst ever global financial crisis, the behavior of central banks is characterized by a dangerous combination of denial and flight forward. 

Denial: The Vice Chairman of Supervision of the Board of Governors of the Federal Reserve, Randal Quarles, claims that the U.S. banking system has never been so healthy. In written testimony to the House Financial Services Committee prior to his appearance on Dec. 4 at a hearing on “Oversight of Pru- dential Regulators,” Quarles wrote: 

“The Board’s latest Supervision and Regulation Report, which we published last week, confirms the current health of the banking system. It depicts a stable, healthy, and resilient banking sector, with robust capital and liquidity positions.... It describes steady improvements in safety and soundness, with a gradual decline in outstanding supervisory actions at both the largest and smallest organizations.” 

In response, Pam and Russ Martens asked in their Wall Street on Parade blog: “How healthy can the banking system be when it requires hundreds of billions of dollars in loans from the Federal Reserve on a weekly, ongoing basis?” They are referring to the interbanking market, which has been de facto defunct since Sept. 17, and been replaced by direct Fed- eral Reserve funding, which has now reached a cumulative trillions figure. Such liquidity injections have refinanced the debt and inflated the stock market bubble, while global trade and production figures decline. But how long can it last? 

Flight forward: Central banks know perfectly well that the bubble is already bursting, but rather than accepting reality and proceeding with the solution (Glass-Steagall bank sepa- ration), they are engaged in a flight forward, such as into “green finance” to keep the financial bubble alive.

Setting the Record Straight on China’s Combat against Terrorism The “China-bashing” campaign in Europe and the United States is reaching new heights. Beyond the scare stories about China buying up and taking over national economies, the fo- cus has been on fomenting a color revolution in Hong Kong and denouncing the alleged “concentration camps” for Muslim extremists in Xinjiang province. 

After the U.S. Congress passed the Hong Kong Democracy Act two weeks ago (cf. SAS 49/19), the House of Represen- tatives just adopted on Dec. 3 a bill to protect the “human rights” of the Uighur population in Xinjiang, which is very to the one passed in the Senate in September. It condemns China for the centers set up to provide vocational training and edu- cation for the Uighur youth who have fallen prey to terrorist propaganda, and provides for sanctions against those Chinese officials responsible for the program. 

Contrary to the reports circulated in most western media, those centers were created in response to the growing threat of Islamic terrorism in the eastern province of China, after a major terror wave in 2014 that left scores dead and hundreds wounded, carried out by terrorists returning home after be- ing trained in Pakistan and Southwest Asia. 

Thousands of Uighur fundamentalists also joined the jihad in Syria, and were reportedly among the most zealot fight- ers of Islamic State, and many are still there. (After being trained and armed by western services, we could add.) But their “Great Satan” is not the United States or “the West”, but the central government of China. 

The purpose of what Western media have wrongly labeled “detention camps” is to help integrate into society those who have been influenced by the fundamentalist cause, by provid- ing job training, language courses, an understanding of Islam- ic teachings as opposed to the terrorist subversive versions, as well as classes in Chinese and Islamic history and law. 

In addition, President Xi recognized early on the importance of bringing economic development to the region. In that re- spect, he is working to make Xinjiang a hub of the New Silk Road, as the gateway to Central Asia. 

Since the re-education program began, there have been no major terrorist incidents in the region. It is useful to compare that to the methods of counter-terror implemented over the past decades by the Anglo-Americans in particular. The wars carried out in the name of combating terrorism, be it in Iraq, Libya, Syria or elsewhere, led to mass bombings of cities, economic centers, and infrastructure, and millions of deaths, mainly of civilians. And the result? Yet more violence, extrem- ism and instability, as well as a growing hatred of the West. 

At this point, where hundreds of brain-washed, highly trained ISIL fighters originally from Europe have been chased from Syria, and are attempting to regain their native coun- tries, the vilification for geopolitical reasons of China’s efforts to curb the spread of international terrorism can have very serious consequences. 

Chinese-Latin-American Relations: El Salvador Aims for Examplarity El Salvador President Nayib Bukele’s Dec. 1-6 state visit to China opens a potentially-strategic flank in the fight to bring the Americas into the Belt and Road Initiative (BRI), and to 

some concessions proposed by the government. Members of the Solidarité et Progrès party participated in the demonstra- tions, distributing a leafet headlined “Project for a True Revo- lution”. 

It warns the demonstrators against accepting dangerous compromises, by clearly recognizing what the real enemy is, namely the neo-liberal system which puts short-term financial gains above the general welfare. The leaflet includes Jacques Cheminade’s warning on the “three mistakes to be avoided”, which we covered in last week’s issue. 

Germany: the SPD Turns against Neoliberalism in Fight for Survival For the first time in fifteen years, the new leadership of the German Social Democracy (SPD) is dominated by opponents of the neo-liberal profile of the party. The new party chairs elected Dec. 6 at the national convention, Norbert Walter- Bojans and Saskia Esken, as well as the new vice-chair Kevin Kühnert, are outspoken critics of the “Hartz IV” labor market and welfare reform, which has led to the impoverishment of several million Germans and cost the SPD a good part of their traditional voter base. 

They were elected with a total of 89%, 73% and 70% respectively, after a majority of delegates at a special delegate convention held one week before nominated all three against the designs of the party establishment. Thus, the time is ripe for a new policy orientation in the SPD, which means the par- ty must also demand changes from the coalition government in Berlin, in which it is the junior partner. The changes needed involve abolishing the infamous “black zero” austerity drive, increasing the minimum wage and launching an infrastructure investment program in the range of up to 50 billion euros an- nually over the next ten years. 

The party convention in Berlin okayed the commitment to such policy changes, but it remains to be seen whether the SPD can push them through against the views of the CDU. It is also uncertain whether the current Finance Minister Olaf Scholz, whose candidacy for the party chair was defeated, will be kept in the coalition government. It cannot be ruled out that the national coalition might fall apart over such issues. 

The commitment of the new SPD leaders to do away with the “black zero” policy is undoubtedly a good thing. But the stated intent to commit a good portion of the funds allocated to infrastructure to green projects, is an orientation doomed to fail, particularly in terms of re-attracting voters. The fi- nancial burden on citizens and the industrial sector of “sus- tainable” scams, such as the CO2 tax, which will drive up the prices of energy and goods, is highly unpopular, as reflected in the recent massive losses of both the CDU and the SPD. 

While voter support for the SPD was in the upper 30% 15 years ago, it is now down to 14-15%, and falling. According to a Civey team opinion poll published on the eve of the Berlin party convention, 37% percent of those polled think that the SPD will no longer be around in 10 years from now. 

If the Social Democrats really want to become a major force again, they will have to commit themselves to a defense of in- dustry against the ecology radicals, and ensure investments in the real economy, in productive jobs, and in public health and other sectors which have suffered from the drastic austerity drive of the past 15 years.

combat poverty and drugs. Not only were bilateral economic agreements of significance for a small country like El Salvador reached, but Bukele informed his Chinese hosts of his gov- ernment’s “readiness to actively join in building the Belt and Road,” and to act as a hub for China in the region. 

This is a major setback for the U.S. State Department and geopolitical hacks, who had been crowing for months that given Bukele’s pre-inauguration attacks on China, his govern- ment would likely break the diplomatic ties established by the previous government with the People’s Republic of China in Aug. 2018, end participation in the BRI, and reestablish re- lations with Taiwan. This would deliver the message to the rest of Central America that they, too, should not dare to play a role in history, but remain the backward, looted client states of decades past. Before Bukele left on his Asia tour, U.S. Embassy Public Affairs Counsellor Tobias Bradford, even threatened publicly that Washington could cut off aid, if any agreements were signed that affected U.S. programs. 

Nayib Bukele, however, has proven himself to be an in- dependently-minded President with a fierce commitment to developing his country. Since taking office in June, he has established good relations with both Presidents Trump and Mexico’s López Obrador, and now with China’s Xi Jinping. This opens the door to crafting the only possible long-term strat- egy for ending the horrible poverty and drug cartel terror which drives Central Americans to migrate by the millions: cooperation between the United States, Mexico, the Central American nations and China in the great global Belt and Road Initiative. 

The bilateral economic agreements signed, as well as the rapport and mutual understanding clearly established between leaders of the two countries, are key for future developments. China plans to build a modern national library, two large wa- ter-treatment plants, a sewage plant, and a national stadium in El Salvador, and expand and upgrade two tourist projects -- all financed by Chinese grants. Agreements for cooperation in agriculture, science and technology, education, poverty reduc- tion, sports and culture were also signed. In Shanghai, Bukele met with leaders of multiple Chinese companies, discussing potential investments and exports to China. 

In multiple tweets to his countrymen, Bukele conveyed his excitement at China’s “technological and futuristic develop- ment,” reported on his trip from Beijing to Shanghai by high- speed rail, praised scholarship agreements for “hundreds of our youth” to study in China, and emphasized that “invest- ments in El Salvador = more jobs.” 

“Environmental Cult” Meets in Madrid to Discuss a “Nonexistent Climate Emergency” As the COP25 conference opened in Madrid on Dec. 2 amid great pomp, the “climate-skeptic” Heartland Institute held its own conference in the Spanish capital to “Rebut the UN’s Cli- mate Delusion.” The keynote speaker there was William Hap- per, former Senior Director of Emerging Technologies on the United States National Security Council, and former head of the Physics Department at Princeton. He wasted no words at the outset, calling the attendees of the COP25 members of an “environmental cult” gathered to debate a “nonexistent climate emergency.” 

“It’s hard to understand how much further the shrillness 

can go, as this started out as global warming, then it was cli- mate change or global weirding, climate crisis, climate emer- gency--what next? But stick around; it will happen. I hope sooner or later enough people recognize the phoniness of this bizarre environmental cult and bring it to an end,” Happer said, “[W]e have a climate crusade ... this is not science. It’s a religion.” And remember, he said, “crusades have a bad way of ending. Typically many, many people are hurt, no good is done, but a few cynical opportunists profit and most people pay the price. Pat Lang’s Sic Semper Tyrannis. “After our daughter of fifteen years of age was moved to tears by the speech of Greta Thunberg at the UN the other day,” he wrote, and became angry with the older for doing nothing, “we de- cided to help her prevent what the girl on TV announced of massive eradication and the disappearance of entire ecosys- tems.” 

This includes: “From now on she will go to school on a bi- cycle.... Since the girl on TV demanded we need to get rid of our dependency on fossil fuels and our daughter agreed with her, we have disconnected the heat vent in her room. We have promised to buy her an extra sweater, hat, tights, gloves and a blanket.... She will wash her clothes by hand, with a wooden washboard, because the washing machine is simply a power consumer and since the dryer uses natural gas, she will hang her clothes on the clothes line to dry, just like my parents and grandparents used to do. 

“Speaking of clothes, the ones that she currently has are all synthetic, so made from petroleum. Therefore on Mon- day, we will bring all her designer clothing to the secondhand shop. We have found an eco store where the only clothing they sell is made from undyed and unbleached linen and jute. She can’t have clothes made of wool, because the emissions from farting sheep are supposedly causing bad weather.... 

“Zero CO2 footprint means no meat, no fish and no poul- try, but also no meat substitutes that are based on soy... Only homegrown potatoes, vegetables and fruit that have been grown in local cold soil, because greenhouses run on boilers, piped in CO2 and artificial light...”
