I took it apart and found the intake valve stuck open. Had quite a time loosening that up without increasing the stem clearance too much. Other problem; carburetor linkage was screwed up. So I fixed everything and put a new set of rings in it. Now it runs like new but required 3 attempts to get that valve loose enough for it to rev up. Carburetor linkage hooks to the governor lever [below;]. Must be on right to work properly. For an engine that looked almost new it sure had a stubborn problem.
