Presidents Putin and Xi Jinping Give Strategic Meaning to “Never Again”

Leaders representing a vast majority of humanity were in Moscow on May 9 to commemorate the 70th anniversary of the victory over Nazism and fascism. Following a powerful commemorative speech, President Putin joined an estimated 8 million other Russians who participated in the “Immortal Regiment March,” commemorating family members who had fought in the war.

Among those who chose to boycott the commemoration were Barack Obama and almost all Western European leaders, with the notable exceptions of the Greek President and Prime Minister, as well as Serbian President Nikolic. President Putin, however, made a point of expressing his gratitude and that of the Russian people to Great Britain, France and the United States, and to all the anti-fascists in the resistance, including in Germany.

Heads of state who did attend included Xi Jinping of China, Pranab Mukherjee of India, Jacob Zuma of South Africa and Abdel Fattah el-Sisi of Egypt, as well as UN Secretary General Ban Ki-Moon. A number of bilateral meetings took place on the sidelines of the ceremonies to consolidate economic and strategic cooperation.

Most remarked was the presence of Xi Jinping, who sat next to Putin in the reviewing stand for the largest military parade in the post-Soviet era.

At their bilateral summit meeting the day before, the two leaders announced that the Eurasian Economic Union (EEU) would be integrated into the New Silk Road project to “reach a new level of partnership” as Putin put it. A number of other stunning agreements were signed by the two leaders, including in rail transportation, energy, aviation and financing facilities for Russian companies.

A powerful symbol of the emerging Russia-China cooperation was the participation of Chinese soldiers in the official parade, and the plan by the two Eurasian giants to commence joint naval maneuvers in the Mediterranean a few days later.

Putin pointed out in one speech that the world of equal security for all, which underlies the Chinese-Russian collaboration around the EEU/New Silk Road plans, stands in stark contrast to the efforts to create a unipolar world which are threatening world peace today.

Although the Russian President did not name any names, the Anglo-American faction and their allies are clearly intent on imposing their unipolar world, with war in necessary. Germany is caught in the middle, as are other European countries. On May 18, the German WDR television is supposed to air a documentary film produced by Propellerfilm on the “volunteer” batallions�������������������������������������������������������in Ukraine, which are linked to the Islamic State terrorists and other neo-Nazis who supported the Feb. 2014 coup in Ukraine. That coup, in turn, was meant to be a prelude to “regime change“ in Russia.

Both Xi Jinping and Putin, whose countries suffered the highest casualties in World War II, solemnly vowed to oppose attempts to revive fascism today.

Sputnik News Interviews LaRouche on Soviet Contribution to Victory over Fascism

On the occasion of the Victory Day celebrations in Moscow, Sputnik News Agency in Washington interviewed Lyndon LaRouche on May 7 and then published the following release on that basis, under the title “Soviet Army ‘Defended Civilization’ in WWII - Lyndon LaRouche”.

[Blurb] Eight-time US presidential candidate Lyndon LaRouche said that the role of the Soviet defense of civilization during the so-called World War II period still remains a crucial element of a struggle for all mankind.

The Soviet Union and Allied Forces’ victory over Nazi Germany made a critical contribution to the development of mankind, eight-time US presidential candidate Lyndon LaRouche told Sputnik on Friday.

“The role of the Soviet defense of civilization during the so-called World War II period still remains a crucial element of a struggle for all mankind,” LaRouche said.

He added that the celebrations held in Moscow to mark 70 years since the victory in World War II “should be considered as necessary.”

LaRouche also lamented the lack of education among the adult and post-adolescent population of the “transatlantic powers” regarding the history of World War II.

The West has been impacted by a “political, moral, and scientific degeneration,” according to LaRouche.

He said that all of this led to “virtually little to no comprehension of the meaning of human life.”

LaRouche is a veteran of World War II and writes about improving US-Russia relations in the Executive Intelligence Review weekly, published by the LaRouche movement.

LaRouche claims he was used by the US President Ronald Reagan administration as an unofficial “back-channel” for negotiations with the Soviet Union in the 1980s.

LaRouche: No Need of War, if Europe and the U.S. Cooperate with Russia and China

The Political Action Committee of Lyndon LaRouche held a special commemorative event in Manhattan on May 9, in solidarity with the celebrations taking place in Moscow on the same day, to highlight the need for cooperation with Russia, China, India and other powers. For that occasion, LaRouche prepared a declaration, underling the alternative to the current dynamic of confrontation.

The problem, LaRouche said, is that “we have a President here in the United States, who, like his immediate predecessor -- another Bush case -- is a real enemy of our own United States, the enemy from within. And it’s only because of those enemies from within that we have a mortal conflict threatened to us, against Russia and other places.” Were war to break out now, LaRouche went on, “the probability would be the extermination of the human species -- not the certainty necessarily, but the probability.”

At the same time, LaRouche went on, “Europe is disintegrating, in terms of its capabilities. France is in a mess, and Germany’s in a period of decline... But the point is, we could solve these problems if we wanted to work at them.”

On the other hand, China and Russia are moving forward with their cooperation, in spite of the differences they have, while India represents “a remarkable complement to what has been unified with Russia and China.”

As for Greece, LaRouche said, it is only a problem at this time “because some people in Germany in particular, but also other countries, want to abuse the Greeks. And there’s no reason for them to put up with that. And you have people in Germany who are insisting that the Greeks must surrender, by allowing themselves to be raped. And there are some people in Germany who insist on raping the Greeks. And that’s not a good idea.”

However, LaRouche is convinced that if those factors are removed, and if the United States joins forces with Europe and China, and others, there will be no war. Of course, he said, there will still be conflicts, and problems, but nations will not consider themselves as “inherently enemies. The question is, how can we work together to produce the results we want.”

And that perspective, LaRouche noted in conclusion, make this “a good day for celebration.”

Impulswelle Conference in Zurich: “Does the Future of Switzerland Lie in Eurasia?”

The conference organized May 9 in Zurich by the Association Impulswelle (Impulse Wave) raised the challenge for Switzerland, as a formally neutral, sovereign country in Western Europe, to become a model of cooperation with the BRICS countries. This could be realized through the introduction of a credit system modelled on that of Alexander Hamilton, a national bank belonging to the people, and Glass-Steagall-style bank separation.

Helga Zepp-LaRouche began the conference by giving the some 80 participants a strategic overview of the projects of the New Silk Road and the BRICS, which 40% of the world population have now opted for as an alternative to the dying trans-Atlantic system. That the next crash is coming is clear to anyone who reads the right news, outside of the mass media that are steered by trans-national corporations.

The wars of the financial oligarchy that pull the strings of George W. Bush and Barack Obama, she said, have created millions of desperate refugees, -- a polarizing issue in Switzerland for years. They could be helped more efficiently and sustainably locally, through the development plans of the BRICS.

The Honorary Consul of the Russian Federation in Zurich, Dr. Karl Eckstein, spoke in his private capacity as a long-time business consultant, of the history, culture and policies of the former Soviet Union. He showed that the Anglo-Saxon world is based on the hegemonial geopolitics of the British Empire strategist Halford Mackinder to prevent cooperation with Eurasia. Russia has proposed numerous options for cooperation, he said, as with a joint missile defense system in the Caucasus, but they have been systematically rejected due to the geopolitical dictates against Russia and Eurasia.

The next speaker was Prof. Marc Chesney of the Zürich University Institute of Banking and Finance, a well-known expert of financial markets, who has publicly proposed solutions to financial crisis for years now. He showed the strategic parallels between World War I, with its senseless death and destruction via trench warfare, and the ongoing financial war against humanity which is decimating lives and the real economy by means of financial derivatives as weapons of mass destruction.

The presentation of Zurich teacher René Machu, a founding member of Impulswelle was titled “A Swiss National Bank in Service of the Real Economy and the Citizenry.” He described the difference between a central bank on the model of the First Bank of the United States under Alexander Hamilton, and the system of so-called “independent” central banks as well as the hybrid represented by the Swiss National Bank. A true National Bank for Switzerland, he said, must be dedicated to the Common Good.

The President of Impulswelle Doris Honegger presented the audience with the intriguing insight into the culture of Iran, which she had gained during her two-week cultural trip to this fascinating and optimistic land.

Biologist Ruth Frei, a founding member of Impulswelle, emphasized in her introduction, as did Wilhelm Augustat of the Peace Through Culture association in his presentation, that the causes of conflicts, and the solutions, lie in the realm of spiritual values, which are the foundation of every culture.

Will Spying Scandal on Behalf of NSA Topple the German Government?

Leaks from inside the U.S. intelligence establishment three weeks ago, likely from co-thinkers of Edward Snowden, revealed that the German foreign intelligence agency BND has maintained close collaboration with the American NSA since at least 2008, in spying on industrial companies in Germany and France, such as EADS, Eurocopter, etc. Apart from the several dispatches from Paris to Berlin requesting clarification, the new affair has created strong dissension inside the government coalition of Chancelor Angela Merkel, whose “I know nothing” attitude has prompted Vice-Chancellor and Economics Minister Sigmar Gabriel (SPD) to publicly demand that she finally come clean on what she does or does not know.

The Chancellor’s position has been weakened by revelations that the chief intelligence coordinator at her office was informed as early as 2008 about the NSA phone-tapping operation against German industrial companies -- which implies that all official denials on the subject have been but evasion and cover-up. Meanwhile, intense hearings are to take place at the intelligence oversight committee of the Bundestag, and at the special sub-committee on NSA activities in Germany.

Gabriel’s move against Merkel is viewed as a serious threat to the cohesion of the CDU-SPD coalition, with Volker Bouffier, the vice-chairman of the CDU, warning that the coalition may not survive another two-and-a-half years, until the scheduled national elections of September 2017.

Relations among the two coalition partners have already been severely rocked over the issues of Ukraine, the NATO buildup and expansion to the east and the Russian sanctions. The SPD has been calling for a resumption of a top-level dialogue with Russia and a timetable of sorts for dropping the sanctions, but the CDU and Merkel have been stonewalling, while pursuing a contrary agenda. The new phone-tapping scandal may just be enough to tilt the balance, sending the coalition into collapse.

Merkel is also facing increasing protests from entrepreneurs over her inaction on the NSA’s industrial espionage, and from the overall population, almost two-thirds of which think her reputation has severely suffered from the latest revelations. Lawsuits from industry, complaints filed by Bundestag members at the Constitutional Court to force the government and the BND to present documents on the affair to the relevant committees, as well as possible court action by French companies and institutions, are just some of the headaches Merkel now has to confront. That the initial leaks from the United States are sound was confirmed by none other than Edward Snowden, in an exclusive interview with the Spiegel website on May 8.
Hollande Goes to Oil Monarchies for Money

Under François Hollande and Laurent Fabius, France’s foreign policy has lost its coherence and principle. Lacking the courage to fight for a financial reform allowing a return real growth, the government is now reduced to scrambling for money abroad in order to survive.

This is not only a sorry state of affairs for the once proud and independent country of Charles de Gaulle, but it becomes deadly for the world, when the only thing France has to sell is its highly advanced military sector, and when those weapons are sold to the Wahabbite oil monarchies of the world’s tinderbox, the Middle East.

At the same time, François Hollande refused to participate in the Victory Day commemorations in Moscow, blaming Vladimir Putin for a Ukrainian crisis orchestrated by the City of London and Wall Street financial powers, bent on imposing their imperial rule on Russia since the fall of the Berlin Wall. Hollande did, however, lay a wreath at the Charles de Gaulle statue in Paris on May 8 together with... U.S. Secretary of State John Kerry!

However, his defense of “peace and democracy” in Ukraine does not stop him from cozying up to the most repressive, undemocratic monarchies in the world, such as Qatar and Saudi Arabia, the main financiers of jihadist terrorism worldwide, which Paris now presents as the “moderate” Sunni camp.

On May 4, François Hollande signed a $6.3 billion dollar contract in Doha, Qatar, for the sale of 24 Rafale fighter jets. He then flew to Saudi Arabia, where he had the “honor” of being the first Western head of state to participate in a summit of the Gulf Cooperation Council, a select club of all the Sunni, oil rich countries of the Persian Gulf.

Paris is pursuing a strong partnership with Riyadh for economic and strategic reasons. Its economic assets include hundreds of billions of dollars in oil income, an ongoing demographic boom, and the decision to build a civilian nuclear energy sector of 16 nuclear power plants. Negotiations are now ongoing for 20 contracts worth tens of billions of euros in the areas of energy (nuclear and solar), transportation, weapons and aerospace.

Strategically, Hollande has aligned France with the bulwarks of the obscurantist Sunni camp, against Iran and its allies in Syria and Lebanon. That although French leaders are fully aware that the palace coup conducted by King Salman last Jan. brought to power the Sudairi clan, a hardliner Sunni faction of which Prince Bandar was a part. The war against Yemen consolidated this faction in power.

Paris is of course also attempting to take advantage of the relative falling out between that faction and Washington, where pressure is mounting to get out the truth of the Saudi implication in the 9/11 attacks. The French have apparently not learned from the terrorist attacks in Paris of last Jan. that it is advisable to avoid a pact with the devil.

Crucial Ruling by Italian Constitutional Court Overturns Cut in Pensions

The Italian Constitutional Court declared unconstitutional on April 30 the freezing of pensions implemented by the Monti government in 2012. Now, the government must pay the sum back to retirees. The payment, which amounts to somewhere between 9 and 16 billion euros, threatens to blow out the budget. The European Commission has already sent a letter to the Renzi government, demanding to know what the government intends to do to fix the mess.

Italian pensions have traditionally been pegged to inflation. But in 2012, the Labor Minister of the Monti government, banker Elsa Fornero, implemented a tough pension reform which included, among other measures, the elimination of inflation-adjustment for pensions higher than 1440 euros a month. That, in turn, helped the government to submit a budget law complying with EU dictates. In a recent interview, Fornero revealed that “the pension reform was the main request made by the ECB [as a condition] to purchase sovereign bonds and help Italy.”

National legislation, however, inside the EU has not yet been completely overridden by the supranational EU structures, and the pension reform in Italy has just been declared unconstitutional by the Constitutional Court. The government may not appeal the decision. When Under-secretary of State to the Finance Ministry Enrico Zanetti said that only lower pensions would be reimbursed, because it is “unthinkable” and “immoral” to reimburse pensioneers “who get 3500-4000 euros a month”, which he considers to be “high”, the Constitutional Court warned the government that it must reimburse everything, and that the Court ruling is effective immediately.

Obama Administration Acts Against Turkish-Greek Stream Gas Pipeline

Following a meeting with Turkish Minister of Energy and Natural Resources Taner Yildiz on May 7, the deputy board director of Gazprom, Aleksey Miller, released a statement announcing that an agreement had been reached on “operational commissioning and the start of gas deliveries via Turkish Stream in December 2016.” The company also announced plans to refurbish the Blue Stream pipeline, which also pumps Russian gas to Turkey under the Black Sea.

On the same day, Greek Prime Minister Alexis Tsipras and Russian President Vladimir Putin held a telephone discussion, during which the Russian leader said Russia was ready to consider providing finances to Greek companies that will participate in the construction of Greek section of the pipeline.

Within hours of that discussion, President Obama’s Special Envoy and Coordinator for International Energy Affairs at the U.S. Department of State, Amos Hochstein, arrived in Athens for talks with ministers and energy company officials.

He told the Greeks that the US “is concerned that Greek consideration of an extension of a ‘Turkish Stream’ pipeline across Greece will not increase energy diversification, may be of con

cern to EU competition authorities, and is not a long-term solution to Greece’s energy needs.”

However, Hochstein’s alternative offers Greece no advantages whatsoever. He merely reaffirmed Secretary of State Kerry’s and the U.S government’s support for Greek energy diversification, which includes the so called Trans Adriatic Pipeline, the Greece-Bulgaria Interconnector (IGB), and expanded use of Liquefied Natural Gas (LNG).

The problem is, that there is no gas available for any of these options. The so called Trans Adriatic Pipeline is supposed to get its gas from the second stage of the Azerbaijan’s Shah Deniz gas field, where drilling has yet to begin with the first gas not expected before late in 2018. The IGB is also to get its gas from Shah Deniz. By contrast, Gazprom promises to finish the pipeline and begin pumping gas by 2016. As for LNG, new processing plants would have to be built.

U.S. Court Of Appeals Rules NSA Bulk Collection Program Illegal

On May 7, a judicial panel of the Second Circuit of the U.S. Court of Appeals ruled against the NSA’s bulk collection of “metadata” concerning U.S. citizens’ telephone calls, on grounds that it “exceeds the scope of what Congress authorized” in Section 215 of the Patriot Act. The ruling came in a case brought by the American Civil Liberties Union.

As written, Section 215 allows investigators to obtain “business records” or “other tangible things” maintained by businesses (such as telephone companies) which pertain to a particular terrorism investigation being worked on, much the way search warrants and record-requests are used to obtain evidence in more common criminal investigations. The government had successfully argued to the FISC that Section 215 applied to the bulk collection and analysis of metadata to find targets previously unknown to the government.

But the Second Circuit ruled against that interpretation: “The government takes the position that the metadata collected -- a vast amount of which does not contain directly ‘relevant’ information, as the government concedes -- are nevertheless ‘relevant’ because they may allow the NSA, at some unknown time in the future, utilizing its ability to sift through the trove of irrelevant data it has collected up to that point, to identify information that is relevant. We agree with appellants that such an expansive concept of ‘relevance’ is unprecedented and unwarranted.”

Because Section 215 reaches the end of its statutory life (unless extended by Congress) on June 1, 2015, the Court did not stop the NSA program by injunction, but merely returned the case to the lower court for further consideration. What the Congress will decide after that date remains to be seen.

However, there is substantial opposition to a simple reauthorization in the House of Representatives, and the Second Circuit’s ruling has immediately stoked the debate.

The author of the original Patriot Act passed after the September 11, 2001 terrorist attacks in the United States, Republican representative Jim Sensenbrenner said that the Second Circuit ruling “reaffirms what I’ve been saying since the Snowden leaks came to light. Congress never intended Section 215 to allow bulk collection. This program is illegal and based on a blatant misinterpretation of the law.”

Republican representative Justin Amash wrote on Facebook concerning that the ruling “makes clear that the executive branch’s interpretation of the statute -- interpreting records ‘relevant’ to a terrorism investigation to mean all records everywhere -- is ‘unprecedented and unwarranted’ ...” During the last Congress, Amash introduced an amendment to the National Defense Authorization Act (NDAA) to repeal the entire Patriot Act, which was nearly voted up,

Moreover, a bill has been introduced in the House to repeal the entire Patriot Act, and the FISA Amendments Act of 2008.

Look to the “Galactic Principle” to Find Water for the Earth

The drought in California is continuing, unabated, while the only response from the “political class” is not only incompetent, but deliberately so. The state water authorities approved, last week, Gov. Jerry Brown’s mandate for a 25% reduction in water usage, although local authorities are convinced it cannot be done. If the new order is enforced, local water districts and communities face large fines if use is not curtailed, and possibly cut-off of water.

There have been protests from farmers, and from some rural communities, but these primarily take the form of calls to “cut someone else’s use.” And from neo-cons and free market fanatics come the cry to let “market forces” impose conservation, i.e., raise the price of water to make it prohibitive to use, except in the most wealthy communities.

Neither government-mandated conservation nor punitive pricing mechanisms address the real problem: while there is a drought, there are ways to get water. The real problem is a failure of science and political/economic mobilization to develop new infrastructure, to bring oceanic and atmospheric water into use.

The LaRouchePAC Basement team, led by Ben Deniston, has presented a series of webcasts, in which they have outlined both the problem, and the solution. They began by crushing the argument that the drought is caused by “man-made climate change.” Droughts occurred in what is now the southwestern U.S. long before man arrived on the planet, as a result of solar cycles, and the position of our solar system in the galaxy. We must begin with this knowledge, so we can take up the challenge of how human creativity can act, under these galactic conditions, to produce more water.

Deniston and his colleagues have pointed out that human stupidity, in the form of “environmentalism”, has worsened the damage, by rejecting large-scale water transfer solutions, such as the North American Water and Power Alliance, and attacking advanced energy technologies, such as nuclear fission, which could allow for massive desalination of ocean water -- a lot of which exists off the California coast!

More important, by looking at how the Sun fills the atmosphere with water vapor, through evaporation, Deniston reported in the May 8 EIR, it is possible to deploy so-called ionization systems, “to influence how water behaves up there”, so that we can bring new flows of atmospheric moisture, from above the oceans, to land, increasing rainfall significantly.

In other words, no one has to die, to protect the lie that there are “too many people” -- provided the Keplerian “galactic principle” is adopted by policy makers.
