Hong Kong: A Color Revolution Doomed to Fail The defining issue in international relations today is the out- come of U.S.-China relations. On the trade front, Washington imposed on Sept. 1 a new round of tariffs on more than $360 billion of Chinese goods exported to the U.S., to which the Chinese reciprocated by targeting $110 billion of U.S. exports to China. Nonetheless, after constructive discussions among negotiators, both sides agreed to hold a new round of talks in in Washington in early October. 
In addition to the ups-and-downs of these talks, strategic tensions have been growing, exacerbated by U.S. arms sales to Taiwan, confrontations over the South China Sea, charges of human rights violations in China, as well as sanctions on the telecommunications giant Huawei for cyper-spying. 
The greatest immediate flashpoint in relations, however, is the support from institutions in Washington (and other west- ern capitals) for the violent protests in Hong Kong, which have continued to escalate. While virtually all media coverage and political statements in the West focus on demands for greater freedom and democracy, there can be no doubt that this is a classical case of a “color revolution”, the ultimate purpose be- ing to bring about a “regime change” in Beijing. The methods used are the same as those that were deployed recently on the Maidan in Kiev, as Helga Zepp-LaRouche pointed out in a discussions on Sept. 3. 
Although in the beginning, some in Hong Kong may have gone out to demonstrate against the extradition laws which they opposed, or to demand better living conditions, Zepp- LaRouche explained, such legitimate demands become “in a sense irrelevant”, because once a little demonstration is or- ganized for whatever reason, provocations are immediately orchestrated to co-opt it. This is then picked up by the inter- national media, and the classical script of Gene Sharp is set into motion. “This is what has happened many times in color revolutions elsewhere.” 
In the case of Hong Kong, the U.S. National Endowment for Democracy, which is financed by the US Congress, openly admitted it had spent $1.7 million to train the provocateurs. The fact that many violent demonstrators began waving Brit- ish or American flags, and singing the US National Anthem, is a classical element of the Gene Sharp scenario. So, we should not be confused, Helga Zepp-LaRouche insisted, this is an at- 
tempted color revolution, and the purpose is regime change. 
The Chinese authorities are well aware of this script, and have indicated in no uncertain terms, that they will not al- low the violence to hit the mainland. The television network CGTN posted a 9 minute video (https://www.youtube.com/ watch?v=TrZvlhizKb0) on its website on Aug. 22, entitled “Who’s Behind the Hong Kong Protests?” It asserts that there are literally thousands of British and U.S. intelligence agents freely operating in Hong Kong, which has earned the city “the nickname of the ‘Asian Division of the CIA’.” 
For those who still have doubts, Jimmy Lai, the Hong Kong mogul who supports the riots and has close ties to the neo- cons in the U.S. and U.K., made it very clear in a Sept. 6 in- terview on Fox Business News that the target of the protests is to spread to China as a whole, and to bring down President Xi in particular. 
EIR and SI Seminar: “The Role of the BRI in Peace and Stability in West Asia and Africa” The above title was the theme of a high-level seminar spon- sored by EIR and the Schiller Institute in Berlin on Aug. 29, with a delegation of scholars from the Chinese Academy of Social Sciences (CASS). The event was moderated by Stephan Ossenkopp of the SI, who emphasized the urgent need for a “rational dialogue” on what the Chinese are actually doing, as opposed to the ideologically-tainted negative reports in the western media. 
An overview of the Belt and Road Initiative was given by SI Chairwoman Helga Zepp LaRouche in her keynote address, in which she stressed that it is “the most important strategic policy on the agenda.” The speed of its growth in the last six years has been amazing, she noted, and is of particular importance for rebuilding the war-torn nations of southwest Asia, and developing the nations in Africa. Europe, in her view, could and should play an important role in the BRI provided leading nations free themselves from the geopolitical strate- gic orientation. In that context, she raised the tremendous potential for German and other European SMEs (small and medium-sized enterprises), which is now being sabotaged by the EU. 
The participants, among whom were many representatives of German SMEs, the diplomatic community, and other insti- tutions, particularly welcomed the objective presentations of 
the CASS delegation, which contrasted with the ideological considerations that cloud most reports in Europe. The leader of the delegation, Prof. Tang Zhichao, provided a broad view of the approach of the Belt and Road Initiative in his contribu- tion on “China’s Concept of Security and Middle East Security”. Prof. Yu Guoqing addressed the “BRI and the peace between Palestine and Israel”, emphasizing the importance of econom- ic development for Palestine, which is essential to realize the two-state solution to the ongoing crisis. He was followed by Prof. Wang Qiong, on the “BRI in the GCC and Gulf Security”, and Dr. Wei Liang on “Iraq’s Reconstruction and China’s Role”, in which he highlighted the difficulties in rebuilding a nation which had been subjected to a war which destroyed much of its infrastructure; as well as by Dr. Zhu Quangang, who spoke on “BRI in Egypt and China-Egypt Cooperation”, presenting an optimistic evaluation of how the cooperation between the two states has provided tangible benefits. 
Other speakers were EIR Arabic editor Hussein Askary, who gave a lively report on the progress of the BRI in the South- West Asia and Africa, and SAS co-editor Claudio Celani, who reported on the Transaqua project for Africa (cf. SAS 36/19). There were questions from the audience after each presenta- tion, reflecting a hunger for real solutions, and a desire to draw out more of the thinking of the representatives from the CASS. 
The Knives Are Drawn in Sweden over Expanded Cooperation with China The battle around Sweden’s new China Strategy, which is expected to be published by the government in the coming months, is heating up. Sweden has one of the most advanced industrial cooperation projects in the world with China in the realm of the auto industry, as both Volvo Cars and NEVS (for- mer Saab car factory) have Chinese owners. In the balance is whether Sweden will expand that cooperation by joining the Belt & Road Initiative (BRI), and its projects in well over 100 countries. 
The Schiller Institute (SI) has most actively campaigned for such an expansion for years now, while the issue was largely ignored by media, academics and political circles. Out of a net- work formed at an SI conference on May 28, 2018 in Stock- holm, an association was formed a few months later, in Sep- tember, called the “Belt & Road Institute Sweden–BRIX” with the exclusive purpose of informing Swedes about the BRI and promoting business exchanges with China, in particular for SMEs (cf. SAS 41/19). The association then initiated several high profile seminars, internationally cited special reports, and articles in business papers, in addition to its activity on social media. In May, 2019, it organized an important seminar in Stockholm attended by business leaders as well as tens of dip- lomats, and addressed by the ambassadors of China, Portugal and Pakistan. 
On Aug.17, Swedish public radio finally broke its silence about the BRIX (and the Schiller Institute), but did so in the form of an Inquisition style attack against cooperation with China. The program accused one board member of the BRIX, a Swedish citizen and city council politician born in China, of working in a treasonous way with the Chinese Communist Party (CCP), and its “United Front” department. That slander was then taken up in numerous other media. However, no proof was given of the charge, with the program only stress- ing that she herself was of Chinese origin, and had engaged in 
many activities to promote trade between the two countries, including with visiting Chinese delegations. 
Such racist profiling fits into the broader campaign in the Western world of accusing Chinese employees, scientists and students abroad of being actual or potential spies for China ́s intelligence services. In that context, China’s National Intel- ligence Law of 2017 is presented as containing an obligation for Chinese citizens to support national intelligence work. However, the leading Swedish business law firm Mannheimer Swartling has issued a strong refutation of that interpreta- tion.Of note is that the persons presented on Swedish public radio as “experts” are part of an international geopolitical net- work of anti-China think-tanks and journalists. One of them was Mareike Ohlberg, an analyst for the notorious anti-China MERICS (Mercator Institute for China Studies) in Berlin. As- sistant professor Anne-Marie Brady from the University of Canterbury, Christchurch, New Zealand, Woodrow Wilson Center in Washington DC, and University of Nottingham, U.K, is another. The third “expert” referenced was Falun Gong ac- tivist Manyan Ng. 
Angela Merkel Intervenes to Rescue the EU Coup in Italy According to the Italian daily La Repubblica, German Chancel- lor Angela Merkel intervened personally in the negotiations for the new Italian government, to tilt the balance in favor of the yellow-red coalition (Five Star Movement and Demo- cratic Party (PD)). As talks between the two parties were on the verge of collapse on Aug. 30, as a result of a 20-point program presented by Five Star leader Luigi Di Maio, which looked unacceptable for the Democrats, Merkel called up former Italian Prime Minister and PD bigwig Paolo Gentiloni and told him, according to the daily, that “everything pos- sible should be done” to create a government, and thus pre- vent snap elections which would result in a triumph for hated sovreignist leader Matteo Salvini. 
La Repubblica is a pro-EU, pro-PD mainstream daily, so its leak is likely not biased. Apparently, Gentiloni executed the order and the PD went back to the negotiating table. The 20 points grew to 26, and became an atrocity in line with the neo-malthusian blueprint announced by the new EU Commis- sion President Ursula von der Leyen. But it goes even further, by calling for introducing the “protection of biodiversity” in the national Constitution: 
“The government wants to implement a Green New Deal, involving a radical change of the cultural paradigm and aims at including protection of the environment and of biodiversity among the fundamental principles of our constitutional sys- tem. All plans for government investments shall be centered on protecting the environment, on the increased use of re- newable sources, on protecting biodiversity and the sea, and fighting climate change.” 
The program also calls for a end to all offshore drilling of gas and oil in Italy and for action aimed at introducing inter- national laws forcing all other countries in the Mediterranean to do so. 
The only good point in Di Maio’s original list, namely bank separation, was deleted. 
On Sept. 4, incumbent Prime Minister Giuseppe Conte and the new cabinet were sworn in front of State President Sergio Mattarella. The most important government post,

that of Finance Minister, went to a “capo” of the European Commission, Roberto Gualtieri. The latter has been head of the Economic and Monetary Commission of the European Parliament for five years, where he made sure that major EU regulations, such as the Stability Pact and the bank bail- in, went through. Gualtieri is so unpopular that at the last European Parliament elections he was not elected, but only got a seat after one of his elected colleagues pulled out. As for Paolo Gentiloni, he was rewarded with a position as EU Commissioner. 
Frankfurt Automobile Fair Is Next Battleground for Extinction Rebellion Radical environmental groups and notorious leftist activist un- derground movements have launched a nation-wide mobiliza- tion against the Sept. 12-22 International Motor Show (IAA) n Frankfurt. Police expect massive disruption actions, and will deploy more manpower accordingly to protect the IAA. An attack in late August by a gang of masked activists on a car dealership in Kronberg, near Frankfurt, in which luxury cars were demolished causing damage amounting to several mil- lion euros, is believed to be linked to this anti-IAA campaign. A similar attack occurred a few days later against a car sales center in Heusenstamm, also near Frankfurt. Security experts take the danger seriously, with some of them drawing com- parisons to the anti-nuclear riots of the 1980s which turned into pitched battles between thousands of violent activists and police. 
The anti-IAA mobilization will be the first major battlefield for Extinction Rebellion (XR) and its recruits from among the radicalized parts of the Fridays4Future protests over the past weeks. For the Frankfurt region, activists have announced disruptions of the international airport, bicycle rallies on the highway network around the city, inner-city blockades as well as die-ins and spray-painting actions, which could involve up to 12,000 cyclists Actual sabotage acts can be expected from the “Sand in the Machine” mobilization run via the internet, with no further details announced than that the city of Frank- furt should be brought to a standstill. 
Beyond the IAA, a national day of action is to held on Sept. 20, while XR is building forces for a blockade of Berlin (#BerlinBlockieren) on Oct. 7. Feeder actions for these ma- jor events are now taking place in many German cities. XR has been recruiting among protesters of the Fridays4Future movement, who want to do more than just hold pickets, and it has also been in direct contact with the left-extremist un- derground, which points to more drastic actions in the near future. Hence, the justified fear that the mobilization against the IAA could lead to uncontrolled mass actions, such as those seen at the G20 Summit in Hamburg in 2017, which resulted in substantial material damages to cars, shops and urban in- stallations along the routes of rioting. 
XR may also be planning nationwide actions in Germany for Oct. 31, which marks the first anniversary of the organiza- tion. It was in London’s Parliament Square on Oct. 31, 2018 that XR leaders announced a Declaration of Rebellion against the UK government. 
Syria Moves Slowly but Decisively to Regain Sovereignty over All Its Territory The Syrian government, backed by Russia, is moving slowly but decisively to regain control of territories in northwest- 
ern part of the country (Hama and Aleppo provinces). The slow pace is due to Turkish and American interventions, al- legedly to maintain calm in the ceasefire zones and to protect the population. Some of these zones were created under the Russia-Turkey-Iran sponsorship of the Astana Process, but in some of them, such as Idlib, those in control are not peaceful civilians, but the last remnants of the most bloodthirsty Al- Nusra and IS terrorists, who are still launching attacks on the Syria Army and civilians, in addition to Russian bases. Turkish troops have been placed at checkpoints and observation posts along the lines that separate these groups from the Syrian army. 
On Aug. 21, the Syrian Arab Army completed the liberation of Khan Sheikhoun. An unknown number of terrorists were encircled in several villages that straddle the Idlib-Hama bor- der, as was the Turkish observation post in Morek, about 12 km to the southeast of Khan Sheikhoun. 
To get out of the pincer operation, the Turkish military had to coordinate with the Russian military. The official Syrian news agency SANA reported on Aug. 22, that Syrian troops were conducting further operations against jihadis in the vil- lages in the pocket. A humanitarian corridor was opened to secure departure of citizens exiting terrorist-controlled ar- eas in Hama and Idlib provinces. According to SANA, shelter, food and medical care will be provided to those who leave. There are still large areas controlled by the terrorist groups, but they cannot be attacked all at once to avoid creating a humanitarian crisis that would be utilized against the Syrian and Russian governments. Turkey’s Foreign Minister, Mevlut Cavusoglu, told reporters on Sept. 2, that Russia has assured the Turkish side that the Syrian army will not target any Turk- ish observation posts. 
Turkish leaders and media protested strongly against the liberation of Khan Sheikhoun, stating that this put Astana Process at risk. However, these protests quickly dwindled down to nothing, and the Turkish officials were back discuss- ing the Astana Process with their Russian and Iranian coun- terparts. On Sept. 8, Cavusoglu and his Iranian counterpart Mohammad Jawad Zarif discussed the Syrian constitutional committee, as part of the Astana Process. 
Turkey is now finds itself in a trap of its own making in Syria, as several years of supporting jihadis has created an army of well-trained groups right on its own border. An- kara cannot let them into Turkey and cannot let them be destroyed, as they are still considered a geopolitical bargain- ing chip. The only reasonable solution is to allow the Syrian army and government to regain complete sovereignty over its territories and then jointly protect the borders of both countries. As for the terrorists, they will have to be dealt with in accordance to law, tried for the crimes they com- mitted. For other militants and civilians who were lured into bearing arms against their own government, they should benefit from the same fair rehabilitation and reconciliation deals as others did n Homs, Aleppo, and East Ghouta near the capital Damascus. Meanwhile, plans for reconstruction of these areas ravaged by war are moving into prominence (cf. the following slug).

In the introduction to the text, journalist Haifaa Mafalani quotes the author of the project, EIR Arabic editor Hussein Askary, who told her that in an interview that “throughout history, Aleppo has witnessed many moments of greatness as well as decline and turmoil, but it always arose again like the bird of the Phoenix. The people and government of Syria have kept the same spirit alive in the face of the worst crisis in the history of the country.” 
The SI video concludes with a vibrant call: “Not only Aleppo but all of Syria, with its people, culture and artifacts, repre- sent a unique and living testimony to the co-existence and continuity of the different human civilizations. It is imperative on the world to defend and preserve it, and make it, when peace is established, the world capital for the dialogue of civi- lizations!”

LaRouchePAC Launches Global Mobilization to Crush Eco-Fascist Agenda, Restore Optimism On Sept. 10, the political action committee founded by Lyn- don LaRouche (LaRouchePAC) launched a global campaign, designed to stop the spiraling collapse into depression, war and chaos. The rallying point is the revived effort to explore the vast expanse of the universe, in what should be a never- ending quest to discover the laws of nature, and use those discoveries to colonize space, beginning in our solar system, with the Moon and Mars. Instead of a “space race”, as many view the 1960s Cold War competition between the U.S. and the Soviet Union, it is now possible for collaborative efforts among many nations, to work together to “terraform” other planets. Such a dynamic, in itself, would put an end to the di- visive and provocative practice of British “geopolitics”, which is responsible for the destructive world wars of the last cen- tury, and continues to threaten civilization today. 
This mobilization is essential to counter the scam of so- called man-made global warming, which is designed to con- vince people they must embrace deadly austerity policies to “save the planet”. With massive funding from billionaires who profit from the speculative casino which dominates the financial system, these opponents of human progress are in a flight-forward mobilization, using fake science to attack the idea of scientific and technological progress. 
Central to the mobilization for collaboration of space-faring nations is an “International Call to Action for Youth “ drafted by Helga Zepp LaRouche, which was distributed on campuses and in population centers worldwide, beginning on the 10th 
of September. Titled “The Age of Reason Is in the Stars,” Zepp LaRouche challenges the pessimism resulting from the anti-human diatribes of mind-numbing zero growth advo- cates, writing, “There is really good news: Man is capable of reason and therefore of limitless intellectual and moral per- fectibility! We can do something that neither the donkeys nor the monkeys can do: We can discover new scientific prin- ciples of the universe in which we live, without limits! And these qualitative discoveries mean that, unlike donkeys and monkeys, we are constantly able to redefine even what we consider to be resources, thereby making resources unlimited. We can continue to improve the livelihoods of humanity!” 
She next addresses how it is a unique quality of space exploration that it can be a rallying point for all nations: “The great thing about space travel is that it proves that we are not living in a closed system in which raw materials are limited and the murderous views of Thomas Malthus, Ju- lian Huxley, Bertrand Russell, and Prince Philip are correct. On the contrary, we live in an anti-entropic universe. Space travel is the irrefutable proof that the universe ‘obeys’ an adequate hypothesis of the human mind, and that there is therefore absolute coherence between the immaterial ideas produced by reason, and the physical laws of this universe, and that these ideas are the spearhead of the anti-entropic dynamics of the universe.” (The full statement is available at https://larouchepac.com/sites/default/files/20190905%20 Helga%20Leaflet%20spec_1.pdf
The commemoration of the 50th anniversary of the first manned landing on the Moon in July inspired “Moon fever” worldwide. President Trump’s commitment to return the U.S. to the Moon by 2024, combined with ongoing lunar projects of China, India and Russia, offer the opportunity for collaboration. The LaRouchePAC mobilization will challenge young people to look to the stars for their future, instead of focusing on the “smart” phones in their hands, which have been designed to make them dumber. Taking up this chal- lenge , which at its core is a reminder of the unique quality of creativity which defines the human race, will offer youth the opportunity to shape the future, while exposing the eco- fascist fraud which makes them fear there will be no future.
