9/11 Declassification Begins:  

Will 20 Years of Emergency Rule Be Reversed? On September 11, the FBI released a declassified (but re dacted) report from April 2016, which, despite the many  censored names and passages, provides additional conclusive  information of the involvement of agents of the Saudi Arabian  government supporting the 9/11 hijackers. And this is only  the first of a series of declassifications set to occur over the  coming six months under President Biden’s Sept. 3 executive  order (cf. SAS 36/21). 

Hopefully, the full story of Saudi Arabian involvement in  9/11 will become increasingly clear, but this involvement itself  poses larger questions. First, who within the United States  acted to cover up the Saudi role on 9/11? This question is  intimately tied to such unresolved anomalies as the lack of  air defense response after it became clear at the World Trade  Center that concerted attacks were underway, and other ef 

fects.  

Second, who promoted and financed the operation, and to  what end? Asking “cui bono?” points us not to Riyadh, but to  London (rightly nicknamed “Londonistan”). 

September 11, 2001, set into motion what has been two  decades of emergency rule, in which long-term planning has  been replaced by responses to supposedly urgent threats,  in which intelligence agencies and financial institutions have  taken increasing power in the trans-Atlantic world. This two 

decade change in the governance of the planet, or at least its  trans-Atlantic sector, had been forecast by Lyndon LaRouche,  well before the September 11 attacks. 

Responding to a question regarding Bush’s nomination of  “inveterate Confederate” John Ashcroft as his Attorney Gen eral, during an EIR January 3, 2001 webcast, Lyndon La Rouche warned of the danger of U.S. government itself being  replaced by a regime of crisis management with “emergency  powers”, and of the threat that a kind of “Reichstag Fire”  event would be used to usher in dictatorial powers under the  incoming Bush Administration, all driven by a collapse of the  financial system.  

Small wars would be set off “in various parts of the world,”  he said, with the government responding “with crisis manage ment methods of provocation.”  

Not only LaRouche was proven right on the consequences  of Sept. 11, but in the following years, he repeatedly exposed  

the authoritarian rule as connected to the global financial cri sis and to the so-called climate emergency.  

Now, 20 years later, the misguided NATO/American adven ture in Afghanistan has ended in disgrace, and additional truth  about the event that ushered in a global shift in governance is  coming to light. The question is: will the past two decades of  geopolitics and hegemony be repudiated and reversed? Will  the American people, and the world, come to know what hap pened on 9/11? Will the world finally take LaRouche’s advice  today? 

9/11: French Public Radio Still Obsessed  with Lyndon LaRouche’s Analysis 

France Info, the public all-news radio station in France, posted  a 2 minute video on its website on Sept. 9 on the terror ist attacks against the twin towers in 2001. But rather than  focusing on the attacks themselves, or their consequences,  the station attempts to ridicule the unprecedented wave of  

“conspiracy theories” that it continues to spawn.   And the first person it mentions in that regard is.... Lyndon  LaRouche.  

The video accuses LaRouche of being a “conspirationist”,  because he was “one of the first to claim that the attack was  ordered from within, by the American government itself, to  justify the wars waged by the United States in the Middle  East.” The 2 minute clip is part of the 12th episode of a series  of podcasts on France Info titled “Complorama” devoted to  conspiracy theories.  

Another radio station belonging to the public broadcaster  Radio France is France Culture. Two years ago, on Sept. 10,  2019, France Culture also attacked the “paranoid vision” of  Lyndon LaRouche on 9/11, but noted that “his voice is heard  internationally”, and his views were “brought into France” by  Jacques Cheminade.  

Cheminade responded to the latest slanders in a statement  which sets the record straight on what LaRouche had actually  stated on that fateful day in 2001, and afterwards. Far from  being “conspiracy nonsense”, what LaRouche said at the time  – that the attacks could not have been organized out of a re 

mote cave in Afghanistan, that they aimed at destabilizing the  United States, that they showed the incompetence, if not the  complicity, of certain agencies of the government, that they  had to be seen in the context of the ongoing collapse of the 

western financial system, etc. -- was subsequently confirmed  by many reports (although not officially).  

The documents which President Biden has pledged to de classify in the coming months, concerning in particular the  bungled investigations of the FBI and cover-up of the role of  top level Saudis, will undoubtedly bring further confirmation  of LaRouche’s assessment.  

China’s Attempt to Rein in Speculation  Infuriates George Soros 

On Sept. 2, Chinese President Xi Jinping announced the cre ation of a new stock exchange board for small and medium  enterprises. Its purpose, according to the Head of Research  of Goldmoney Alisdair Macleod, is to insulate China “from an  increasingly likely global financial crisis by eliminating depen dence on foreign financial markets”. Similar sentiments were  expressed by other observers. 

This measure is the latest in a series of actions showing  that Beijing wants to prevent having “a twenty-year-old with  suspenders press a button and bring to its knees or alter his  economy rate curve“, in the words of economist Michele Ger 

aci, a China expert. 

The most spectacular such moves are the earlier crackdown  on big giants such as Alibaba, Didi or Tencent. In the Alibaba  case, for instance, the government intervened to stop what  had become a threat to the government’s exclusive preroga 

tive of setting the cost of money. In fact, Alibaba started as a  Chinese version of Ebay, before expanding into several activi ties, including taking customers’ deposits and offering an at tractive interest rate. This had reached a large enough dimen sion to affect the general interest rate curve. 

In addition, China’s State Council announced, as reported by  Reuters on Sept. 4, the launching of more commodity future  contracts, including a shipping contract, and the accelerated  efforts to bring in more overseas investors to trade in its fu 

ture markets.  

In view of Beijing’s recent moves to curb speculation in com modity prices, this decision likely aims to bring global com modity prices under control. It remains to be seen whether  Chinese future markets will be regulated so as to exclude or  contain non-commercial traders. 

Megaspeculator George Soros is not amused by all this. He  and others especially fear that China will deflate the real es tate bubble, which has absorbed a lot of foreign capital, and  are accusing Beijing of provoking a systemic crisis. Soros has  called on the U.S. Congress to pass a law to stop financial  transfers of capital to China, which ostensibly comes in re sponse to a BlackRock announcement of plans to assist and  advise investors in investing more in the Chinese economy.  BlackRock is the only fully foreign-owned fund authorized to  operate in China.  

An enraged Soros now accuses BlackRock of providing Xi  Jinping with money to realize his alleged aim of becoming  China’s lifetime authoritarian ruler, while continuing to op press the population (what about the 800 million citizens he  has lifted out of poverty?), and to become a more aggressive  player on the global stage. 

However, Soros’ threats about stopping financial transfers  of capital have no teeth. China does not need foreign capital,  especially on its stock or bond markets, although it once did.  As long as the transfers remain a minor phenomenon, it is  

tolerated, but if it begins to affect macroecnomic policies, it  is unacceptable.  

The Debate on Bank Separation  

Back on the Table in France 

Pierre-Henri Leroy is a senior banking expert, who was a  member of the “honorary advisory council” of Jacques Chemi nade’s presidential campaign. In May 2020, he published a  book titled La Conjuration bancaire (which translates as The  Banking Plot), which documents the abuses of the banking  system over the past decades and the blatant misappropria tion of taxpayer money to enrich private interests. He blasts  in particular the takedown of the separation (de facto or de  jure) that used to exist between traditionial commercial banks  and investment activities.  

Mr. Leroy is well aware of the problem as the founder in  1995 of Proxinvest, a research consultancy firm created to  defend the interests of all shareholders by advising them on  how to vote at shareholder meetings. He has also participated  in several public debates organized by Solidarité & Progrès  on the urgent need for a strict, Glass-Steagall style banking  separation. While his new book does not endorse a full bank 

ruptcy organization of the system, as called for by Jacques  Cheminade, the author thoroughly analyzes and exposes the  systemic conflicts of interest that are intrinsic to the neo-lib eral model of “universal banks”. 

The Journal de l’Economie published on Aug. 30 an im portant article on the “implacable” book which, it notes, will  not be recommended by economists who depend for their  livelihood on the major banks and insurance companies. On  universal banks, the Journal explains that that while banks  were basically forbidden from any activity other than collect ing deposits from savers and granting credit to companies  and individuals until the 1990s, “various measures have been  taken in France, in Europe and across the Atlantic to discreetly  and methodically remove these prohibitions”.  

Today, the state (and therefore the taxpayers) guarantees  those banks will be bailed out, although they are mainly in volved in “asset management, speculation for their own ac count, real estate development, insurance, telephony or even  security...” 

Pierre-Henri Leroy also documents the insane policy of  “quantitative easing”: since 2011, the ECB has given “sub sidized credits and asset purchases amounting to over 4 tril lion euros” to private banks, without exercising any control  in return.  

Germany: An Old Scandal May Come Back  to Haunt Chancellor Candidate Olaf Scholz On Sept. 9, police raided the German Finance ministry in a  spectacular move, in the context of an investigation by Os nabrück prosecutors into a suspected case of money laun dering. According to prosecutors, customs officials, who are  under Finance Ministry jurisdiction, are suspected of covering  up a bank transaction of one million euros, which might be  the fruit of illegal activities, including narcotics. The officials  should have communicated the information to the criminal  police but they did not, according to prosecutors. 

Though seemingly a minor affair, the police action, taken  just over two weeks before the general elections, casts a  shadow on the SPD candidate Olaf Scholz, who also happens

to be Finance Minister. He has tried to play the affair down,  declaring that the raid was not urgent as the questions posed  to the ministry “could have put in writing...” But the criminal  police holds that the raid was justified because of legal ob 

struction by (as yet) unknown officials of the ministry, who  had already been informed of the money laundering charges  two years ago.  

The weekly Der Spiegel leaked, however, on Sept. 10 that  information on the case transmitted in Nov. 2020 was as sessed by the ministry as not necessarily requiring an inter vention by the criminal police. Did Scholz have knowledge of  that fact, or not? 

The leak has prompted the Bundestag groups of the Greens,  the Left and the Free Democrats to request an extraordinary  session of the Financial Policy Committee, but it is unlikely to  be convened before the Sept. 26 election. The affair is never 

theless embarrassing for Olaf Scholz and will continue to em barrass him if -- as generally expected -- his Social Democrats  win the most seats in the election and he becomes the next  German Chancellor. A senior politician of the CDU —who did  not join the request for an investigation committee -- is also  hit by the scandal: Scholz’s predecessor, Wolfgang Schäuble,  who several years ago took jurisdiction away from the crimi nal police to give it to the customs office, with the argument  that the criminal police was overloaded.  

UN Study of Afghanistan Economy  Paints a Devastating Picture 

After 20 years of the U.S.-led NATO war in Aghanistan, the  country’s economy is in a state of near non existence. Emer gency aid and relief is urgent for the population – whether  

one “approves” of the government now in place or not.  Details are provided in a new study just released by the  United Nations Development Program on Sept. 9. It reports  that the country’s budget, shrunken as it is, depends for  three-quarters of its financing on external aid. That includes  vital services such as schools, hospitals, and infrastructure. It  reports that Afghanistan has only 600 MW of domestic elec tricity generating capacity (less than 1% of the per-person  capacity of the United States for example) (https://www. undp.org/publications/economic-instability-and-uncertainty afghanistan-after-august-15).  

According to UNICEF, “10 million children across Afghani stan require humanitarian assistance to survive, 1 million  children are projected to suffer from acute severe malnu trition, and 4.2 million children are out of school.” As for  the population at large, fully 72% officially live below the  poverty level of $2 per day per person. The UNDP calculates  that with the “fragmentation” of the economy now ongoing,  and the cutoff of international trade, poverty would increase  by 25% from 2020, which would make it nearly universal,  at 97% of the population. 

End Western Financial War against Afghans The UNDP report concludes that sanctions are causing “a se vere disruption” of the country. “The Biden administration has  frozen the assets of Afghanistan’s Central Bank (DAB) -- in cluding most of the central bank reserves of over $9 billion  -- which are held in the U.S. The national currency, afghani,  fell as much as 6.6% to 86.14 per dollar on Aug. 17th.” In  addition, the $450 millions in SDRs allocated by the IMF are  inaccessible since Federal Reserve shut access to dollar liquidi 

ty for the Afghan Central Bank. As for the World Bank, it “has  also suspended financial support, and financial aid pledged  earlier by most donors is being reconsidered.” 

This bleak picture in the UNDP report was confirmed by  UN Special Representative for Afghanistan Deborah Lyons in  a briefing to the UN Security Council Sept. 9. She called in  particular for lifting the sanctions imposed on Afghanistan  to prevent “severe economic breakdown,” and an increase in  poverty by “many millions more”. 

She stated: “There is an additional looming crisis to which  I must draw your attention…. Billions of assets and donor  funds have been frozen by members of the international com munity. The understandable purpose is to deny these funds  to the de facto Taliban administration. Inevitable effect, how ever, will be a severe economic downturn that could throw  many more millions into poverty and hunger, may generate a  massive wave of refugees from Afghanistan, and indeed set  Afghanistan back for generations.  

“As well, as the Afghan currency plummeted, prices of fuel  and food have skyrocketed. Private banks no longer have cash  to distribute, meaning even Afghans with assets cannot access  them. Salaries cannot be paid. Afghanistan, heavily import  dependent, will be unable to finance its imports of food and  medicine, as well as fuel, electricity, and other central items. 

“A modus vivendi must be found, and quickly that allows  money to flow to Afghanistan and avoid a total breakdown  of the economy and social order…. The economy must be  allowed to breathe for a few more months, giving the Tali 

ban a chance to demonstrate flexibility and a genuine will to  do things differently this time, notably from a human rights,  gender and counter-terrorism perspective.” 

Note, however, that Ms. Lyons said nothing about the urgent  reconstruction efforts needed, although they were scheduled  for discussion at ta UN meeting in Geneva on Sept. 13. The  Schiller Institute has called for an emergency plan to set up a  modern health system in the country, ensure the development  of farming, and urgently build infrastructure, in cooperation  with China and the neighboring countries. While many lead 

ers in the West are screeching that Russia and China are now  moving to increase their influence in the region, by offering  aid and engagement, they would be better advised to do the  same, and drop their financial warfare schemes. 

“The Path Forward from 9/11, Afghanistan  and the Surveillance State”  

The above title was the theme of one of the events orga nized by the American Schiller Institute to commemorate the  20th anniversary of the terrorist attacks of Sept. 11, 2001.  The virtual conference began with excerpts of the interview  that Lyndon LaRouche was giving to Jack Stockwell’s radio  show just as the planes crashed into the World Trade Center,  in which he warned of the attempts that would certainly be  made subsequently to cover up those truly responsible for the  attacks and for international terrorism generally, and to set  up police state measures in the U.S. itself.  

Helga Zepp-LaRouche then addressed the frenzy created  in the U.S. following 9/11, with calls for brutal revenge and  military action against the claimed culprits in Afghanistan, but  leaving out the role of the Saudis and their masters who had  planned the assaults. As a result, what followed was 20 years  of war in Afghanistan on purely fraudulent grounds, which  did not even lead to the defeat of the Taliban, as well as end-

less wars and sanctions against several other nations in the  Islamic world.  

There are two possibilities in responding today to the with drawal from Afghanistan, Zepp-LaRouche said: revenge, in  the tradition of Madeleine Albright saying that the death of  500,000 Iraqi children was “worth the price” of the Iraq War,  or Hillary Clinton gloating over the brutal assassination of  Libya’s Qaddafi. Or, we can reflect on the failure of the system  which brought us to this disastrous situation, and agree to  change it, ending the geopolitical divisions of the world into  

warring tribes, and uniting to solve the problems facing hu manity as a whole, as her late husband Lyndon LaRouche had  argued all his life.  

William Binney, the former National Security Agency Tech nical Director turned whistle-blower, explained how the com puter system he and his team had designed to root out crime  and terrorism, lawfully, was then usurped and used to cre ate the greatest surveillance state in history during the Bush/ Cheney administration.  

Terry Strada, the heroic leader of the “9/11 Families and  Survivors United for Justice Against Terrorism,” described the  important victory she and her organization had achieved in fi nally getting President Biden to announce the declassification  of all the 9/11 documents. We will see if it actually happens,  she said, but the world deserves to know the truth. 

Ray McGovern, who served for 27 years in the CIA, re sponsible for Russian intelligence, then gave a powerful ad dress on the necessity to reverse the false demonization of  all things Russia. But he first made reference to his friend  Julian Assange, still held unjustly in prison in London for pub lishing documents on U.S. war crimes in Wikileaks. And yet,  McGovern said, had WikiLeaks were existed in the run-up to  9/11, the attacks never would have happened! In fact, agents  at the FBI and other agencies who suspected something evil  was being prepared before that date, later admitted that they  would have leaked what they knew if such an outlet had been  available.The proceedings of the conference are available at  https://schillerinstitute.com/blog/2021/09/11/

Schiller Institute Commemorates 9/11  in New York City  

American and Russian Officials Express Unity against  Terrorism. On Sept. 12, 2021, in Bayonne, New Jersey, the  Schiller Institute, with the support of the Embassy of the Rus sian Federation in Washington, D.C., and the Russian Con sulate in New York City, organized a ceremony at the Tear  of Grief monument, which sits just across the Hudson River  from the site of the attack on the Twin Towers in Manhattan  

(https://schillerinstitute.com/blog/2021/09/13/).   The Tear of Grief monument, designed by Russian sculptor  Zurab Tsereteli, was given by the Russian government and  people as a gift to America in 2005, in sympathy and in sup port of the families and survivors of the 9/11 attack.  

The master of ceremonies was Fireman Michael Pelliccio,  from the City of Bayonne Fire Department, with honor guards  provided by the Bayonne Fire and Police Departments, and by  the New York City Police Department. Extraordinary music,  including the national anthems of the United States and Rus 

sia, was provided by the Schiller Institute NYC Chorus, and by  soloists Kevin Maynor, and NYC police officer Kevin Shaw.  A message was read from Russia’s Ambassador to the  

United States, His Excellency Anatoly Antonov, who stressed  that the “9/11 tragedy has shown that terrorism is a common  global threat. Any attempts to create isolated ‘islands of secu rity’ in the modern inter-connected world are ephemeral and  doomed to failure. The victory over terrorists can be achieved  only through joint efforts of the entire international commu nity. There is no place for carelessness and double standards  in this regard....”  

Among the many speakers were Terry Strada, national  chairwoman of 9/11 Families and Survivors, Consul General  Sergey Ovsyannikov of the Russian Consulate in New York,  Bayonne Mayor James M. Davis, Bayonne Fire Chief Keith  Weaver, and Kirk Wiebe, former Senior Analyst of the Nation 

al Security Agency. Messages were read from Schiller Institute  President Helga Zepp-LaRouche and from the President of  the Russian Academy of Arts, Zurab Tsereteli. The Permanent  Mission of the Russian Federation to the United Nations re 

leased 2 short videos of the event.  

Beethoven’s Agnus Dei in Memoriam. The Schiller In stitute NYC Chorus continued its tradition of annual 9/11  commemorative events with a “hybrid” concert on Sept. 10,  featuring both live and virtual (due to COVID) performances.  The concert venue was the beautiful “Our Lady of Pompeii”  church not far from the World Trade Center in Greenwich  Village, New York City, where thirty choristers and instrumen talists presented a program of both European and American  classical music. 

After a setting of the patriotic song “America the Beauti ful” by Nathaniel Dett, co-founder of the National Associa tion of Negro Musicians, three other pieces were performed  that could all be considered spirituals. The first was Harry T.  Burleigh’s setting of Deep River, Robert Schumann’s Gypsy  Life (Zigeunerleben), and Va, Pensiero from Giuseppe Verdi’s  Nabucco.  

The crowning contribution of the concert were the final  sections of Beethoven’s Opus 123 Missa Solemnis: the Sanc tus-Benedictus, and the Agnus Dei, which concludes with  Beethoven’s operatic Dona Nobis Pacem. As Master of Cere monies Jennifer Pearl stated in her introduction, “Beethoven’s  inscription above the Dona Nobis Pacem section in the sheet  music calls for inner and outer peace, a plea for both spiri tual and worldly peace. The final movement’s words end with  Dona Nobis Pacem which means grant us peace. Nothing  could be more fitting as a way of ending tonight’s memorial  concert than a call for peace. But peace isn’t just the absence  of violence or war. It has to be a principle of overcoming the  cycle of violence and wars that have been perpetuated by the  old paradigm of imperialism for centuries. Combine that with  an active commitment to uplifting and improving the living  conditions and culture of future generations.”
