Italy Joins the Belt and Road Initiative, Takes the Lead for G7 On March 23, Italy became the first large industrial economy, the first member of the G7 and the first founding member of the European Union to officially join the Belt and Road Initiative. A Memorandum of Understanding on “Cooperation Within the Framework of the Silk Road Economic Belt and the 21st Cen- tury Maritime Silk Road Initiative” was signed by Italian Minister for Economic Development Luigi Di Maio and his Chinese coun- terpart He Lifeng, chairman of the National Development and Reform Commission, in the presence of Italian Prime Minister Giuseppe Conte and Chinese President Xi Jinping, who was visit- ing Italy with a large institutional and economic delegation.
The expected signing of the MoU had met strong opposition by neocon circles in the United States, by the City of London and even by Italy’s partners in the European Union. French President Emmanuel Macron, who met Conte together with German Chancellor Angela Merkel on March 22, stated after the meeting that “Bilateral negotiations on texts of agreement on the Silk Road route are not a good method”. Merkel, who admitted there was nothing to object to in the content of the MoU, which Conte had briefed them on, complained that Italy had broken EU unity by negotiating alone.
During Xi’s visit to France, Emmanuel Macron will host a dinner for the two of them on March 26, together with An- gela Merkel and European Commission President Jean-Claude Juncker, reportedly to dictate to the Chinese leader the condi- tions for future trade with the EU.
The hostility in Europe and the US is due to the fact that the Italy-China agreement, although not affecting Italy’s alliances (NATO, EU), put a breach in Western geopolitical schemes by establishing a strategic partnership based on friendship be- tween the two nations. For NATO, China is considered as a potential enemy and for the EU, as a “rival”.
The architect of the Sino-Italian agreement is Michele Geraci, Undersecretary of Economic Development who, before joining the government, spent ten years in China as an Economics pro- fessor. Geraci has explained many times that the Belt and Road Initiative offers a golden opportunity for Italian industrial firms in China and along the Silk Road route, but also for cooperation in the development of Africa.
At a conference organized by Movisol and the Lombardy re- gion just ten days before the signature of the Memorandum, Geraci repeated that Italy wants to become the terminal of the
Maritime Silk Road and to turn Southern Italy into a platform for investments in Africa (cf. SAS 12/19). In that context, Ger- aci accompanied President Xi and his wife on a private visit to Palermo, Sicily, on March 24, where the presidential couple spent the day sight-seeing, but also signaled Beijing’s interest in the island which, as Geraci put it, “is the closest European place to Africa without being Africa.”
A few days earlier, a Chinese government and economic del- egation had visited Palermo to discuss options for investments in port, airport and other infrastructures.
A Groundbreaking Memorandum of Understanding for Europe The Sino-Italian Memorandum states at the onset that the par- ties established the commitment “to promote the bilateral part- nership in a spirit of mutual respect, equity and justice and in a mutually beneficial manner, in the perspective of a strengthened global solidarity”. Based on that premise, the Memorandum sets the “Objec- tives and Guiding Principles of Cooperation”: “The Parties will work together within the Belt and Road Initiative (BRI) to translate mutual complementary strengths into advantages for practical cooperation and sustainable growth, supporting synergies between the Belt and Road Initiative and priorities identified in the Investment Plan for Europe and the Trans- European Networks, bearing in mind discussions in the EU China Connectivity Platform. This will also enable the Parties to enhance their political relations, economic ties, and people-to- people exchanges. The Parties will strengthen cooperation and promote regional connectivity within an open, inclusive and bal- anced framework beneficial to all, so as to promote regional peace, security, stability and sustainable development.”
The following areas of cooperation are defined: “1. Policy di- alogue.2. Transport, logistics and infrastructure”3. Unimpeded trade and investment. “4. Financial cooperation.”5. People-to- people connectivity.
In addition to the MoU on the Belt and Road, Italy and China signed 10 economic agreements and 18 other institutional agreements.
The economic agreements include: a strategic partnership between the Italian Cassa Depositi e Prestiti and the Bank of China to finance Italian firms in China; an MOU between the
Italian oil company ENI and the Bank of China for exploration sites in China; two agreements with Ansaldo Energia, one to develop gas turbines with UGTC and the other for the supply of a turbine to Shanghai Electric and Benxi Steel; an agreement between the Port Authorities of Trieste and Genoa and the Chinese construction giant CCCC; and a contract between the Danieli group and China Camc Engineering for the construction of a steel plant in Azerbaijan.
In addition, Cassa Depositi and the natural gas utility Snam signed a deal with the Silk Road Fund for investments along the Silk Road, while the Institute for Foreign Trade signed a deal with Suning to create a platform to promote Italian lifestyle in China;.
The institutional agreements, besides the MOU on the BRI cooperation, include cooperation on innovative startups and electronic trade, agriculture and culture, health and media, as well as cooperation between the two space agencies.
China and Italy Celebrate Centuries-Old Bonds The success of Xi Jinping’s visit to Italy was underscored not only by the MoU signed, but also by the atmosphere of cultural dialogue and understanding established between the two coun- tries, both conscious carriers of a great heritage of thousands of years. Before arriving in Italy, the Chinese President authored a guest editorial in the leading Italian newspaper Corriere della Sera, which was published in English by CGTN under the title “East Meets West -- A New Chapter of Sino-Italian Friendship.” Xi notes that “China and Italy are both stellar examples of East- ern and Western civilizations, and both have written splendid chapters in the history of human progress. Being the birthplace of ancient Roman civilization and the cradle of the Renaissance, Italy is known to the Chinese people for its imposing relic sites and masterpieces of great names in art and literature.”
At the state dinner in honor of Xi Jinping, Italian State Presi- dent Sergio Mattarella answered with the following: “I believe that the word ‘knowledge’ expresses at best the nature of the strong and fruitful bond which has united China to Italy for centuries. Along the historical ‘Silk Road’, which our countries were the main terminal of, adventurous caravans transported fabrics and spices as well as more precious goods: ideas, in- ventions, innovation and culture. The contribution to human progress was extraordinary.
“Just as then, exchange and sharing of ideas are the pillars of the ‘New Silk Roads’ in the third millennium.... Along this path, Chinese and Italians are ideal travel comrades. We both belong to two laborious, creative and ingenuous civilizations, endowed with immense cultural wealth, caring for quality and beauty. Two complementary economic, productive and manufacturing systems, called upon to generate more and more stimulating synergies.”
Putsch Attempt in Washington Fails, as Mueller Report Exonerates Donald Trump On March 22, after nearly two years of investigation carried out by a virtual army of investigators and for a cost estimated at over $25 million, Special Counsel Robert Mueller finally re- leased his report to the Attorney General William Barr. It’s a super nothingburger!
The report concludes that neither President Trump nor his family, nor any of his campaign officials colluded or coordinat- ed with the Russian government’s interference into the 2016 Presidential election. And it recommends no indictments.
As to the charge that Donald Trump is guilty of “obstruc-
tion of justice” (including for firing FBI Director James Comey, which was entirely within his presidential prerogatives), Muel- ler refused to exonerate him on the issue, but admitted that he had no evidence to condemn him! President Trump noted, correctly, that “this was an illegal takedown, that failed.”
(Recall that the handful of indictments of Trump associates that have taken place to much media hype over the past months all had nothing to do with Russia or with Donald Trump, but in- volved lying to Congress, lying to the FBI, failure to pay income tax, financial fraud and other such commonplace offenses.)
Nonetheless, the most ferocious anti-Trumpers in the Dem- ocratic Party still claim they will pursue the attempt to im- peach President Trump – and they can count on the indirect support of the “war party”. But their credibility is very low among the American population, and even Democratic House Speaker Nancy Pelosi is against it, noting that it could boo- merang against the Democrats. A poll taken last week by CNN the number of American adults who support impeachment had fallen from 43% in December to 36% today.
As our newsletter has reported from day one, “Russiagate” was never really about any collusion between the Trump cam- paign and Russia, or about Trump being an “agent of Putin” and working for the enemy-- although that is the narrative dished out daily in the media. It was designed to topple the newly elected President or at least to so box him in, in that he would be politically unable to carry out his oft-repeated inten- tion to establish good relations with Russia and China, and put an end to “regime change” wars abroad – which are unforgiv- able “crimes” for the “British Empire” faction. Unfortunately, it has succeeded in part.
The coup attempt, as EIR magazine has documented, was orchestrated from London and zealously carried out by the “deep state” apparatus in the Department of Justice, the FBI and other intelligence services, aided and abetted by the neo- con circles, the Clinton-Obama machine in the Democratic Party, and the media of course. Note that in Europe, the es- tablished political class and the media have been fully complicit in the attempt.
Now is the time to fully expose those responsible for the con- spiracy and bring them to justice (cf. below), beginning with the truth on the real foreign collusion in the American electoral process, i.e., from the British. In that way, President Trump might be free to follow his original plan of establishing good relations with Russia and China, as well as with India, and move the United States into the “new paradigm”.
The Not-So-Invisible Hand in London Release of the Mueller report should now be used to fully in- vestigate the role of British intelligence in orchestrating the en- tire “Russiagate” narrative on behalf of the strategic interests of the modern form of the British Empire. After all, it was the flimsy, fictitious dossier by “former” MI6 agent Christopher Steele, paid for by the Clinton campaign and the FBI, which was used to open the investigation in the first place. President Trump seems to be catching on to that fact.
On March 17, the founder of Disobedient Media, William Craddick, tweeted: “Russiagate was designed in part to help the UK counter Russian influence by baiting the United States into taking a hard line against them. Leaves us all with a more dangerous world as a consequence. Just another episode of the Great Game” of the British Empire.
President Trump then retweeted Craddick’s original tweet, creating panic in the Empire. The very next day, the UK’s In- dependent reported that “Mr. Trump’s endorsement of the

China Builds World’s Largest High-Tech Hub On Feb. 18, the Central Committee of the Chinese Communist Party and the State Council of China released the detailed plans for the development of a “Greater Bay Area” comprising the southern coastal Guangdong region and Hong Kong and Ma- cao. The project promises to become one of the largest indus- trial and production centers the world has yet seen. Located on the southern coast of China and adjacent to the port of Hong Kong, the region, with its 68 million inhabitants, will be a ma- jor hub for the southern Maritime Silk Road, while its extensive rail links to the rest of China make it a crucial nodal point for the Belt and Road.
Some of the key infrastructure in bringing the region to- gether is already in place, namely, the Hong Kong-Zhuhai-Ma- cao Bridge (the world’s longest man-made sea crossing, which opened in Oct. 2017 -- cf. SAS 02/18) and a high-speed rail- way connecting Hong Kong and Guangzhou via Shenzhen. The Guangdong region consists of nine cities, all of which, outside Guangzhou, had been fishing villages prior to the “reform and opening up” process which began in 1987.
Guangzhou (formerly known as Canton), some 120 km northwest of Hong Kong, is a major port on the southern Pearl River Delta and has long been an industrial city. It was also here that the first experiment in “reform and opening up” was set up by then Chairman Deng Xiaoping under the leadership of Xi Zhongxun, the father of Xi Jinping. Guangzhou was a central hub in the ancient Maritime Silk Road, and now serves the same function on the 21st Maritime Silk Road. The high-speed rail connecting it with Wuhan on the Yangtze River and parts north puts it into close connection with that other leg of the “Belt and Road” which is the Eurasian Silk Road Belt.
The Shenzhen Special Economic Zone (SEZ), the first to be set up in 1978, has already become a major hub of advanced technology. Known as China’s “Silicon Valley,” it is home to some of China’s leading tech firms, including internet giant Ten- cent, drone maker DJI, and telecom behemoth Huawei. The city of Zhuhai, famous for its annual air show, is another SEZ bordering Macao, and has also developed into a major high- tech center, producing high-end manufacturing, including in aviation and aerospace.
Bringing together this assortment of cities in Guangdong province with the Special Administrative Regions (SAR) of Ma- cao and Hong Kong will boost the economic vitality of the re- gion as a whole. Hong Kong and Macao have a certain degree of political autonomy and separate legal systems and customs services under the “one country, two systems” umbrella, and by the same token, they are more closely intertwined with inter- national commercial networks. The former Portuguese colony of Macao remains a major center for exchanges with Portugal and the Lusophone countries in Africa and Ibero-America and, given Lisbon’s support for the New Silk Road, could serve as a major gateway for European involvement in the BRI. The financial hub of Hong Kong is expected to become a major international financial center together with the Shenzhen stock market, geared to serving the needs of the Belt and Road Ini- tiative.
For the Greater Bay Area overall, the government intends to accelerate the introduction of international advanced tech- nology, management experience and high-quality talents, and will support multinational companies in setting up global R&D centers, laboratories and open innovation platforms.
The government also intends to expand international coop- eration between the deep water ports in Guangzhou and Zhu-

President Trump also retweeted a March 17 tweet from Democratic Congresswoman Tulsi Gabbard of Hawaii, an out- spoken opponent of military adventures abroad: “Short-sighted politicians & media pundits who’ve spent last 2 years accusing Trump as a Putin puppet have brought us the expensive new Cold War & arms race. How? Because Trump now does every- thing he can to prove he’s not Putin’s puppet -- even if it brings us closer to nuclear war.”
When German Government and Media Denigrate the New Silk Road For months now, a fierce fight has raged behind the scene in Germany over whether a constructive approach should be taken to China’s New Silk Road, or whether German politicians and industry should support the obstructive approach of the European Commission. That fight broke out into the open last week, a few days before Chinese President Xi Jinping’s contro- versial visit to Italy.
First, the national public channel ARD ran a slanderous report prime-time report on March 18, charging China with pursuing a geopolitical agenda with its Belt and Road Initiative (BRI). It included, however, a clip with Hans von Helldorff, the president of the Federal Association for the German Silk Road Initiative (BVDSI), who warned that German industry might well miss out of the BRI dynamic, due to the approach of the Economics and Foreign Affairs Ministries . It was the first time that ARD took such prominent note of the BVDSI since the latter’s cre- ation 18 months ago.
As for Foreign Minister Heiko Maas, he confirmed von Hell- dorff’s criticism, by claiming on March 24 that Italy had made itself dependent on China, by signing just one day before the MoU on cooperation on the New Silk Road.
Following the ARD program, the online version of Bild ran a lengthy dossier on March 19 attempting to expose the BVDSI as an agent of Chinese geopolitics. Most interestingly, the dos- sier included the link to a video taken from the BVDSI website of a speech given by Hans von Helldorff at a Schiller Institute seminar in Berlin on Feb. 27 (cf. SAS 10/19).
On that occasion, Helldorff charged the German elites with ignoring the changes underway worldwide, whereas China’s elites have proven that they are capable of learning and im- proving. China alone has already committed $1 trillion to BRI projects, but another 4 trillion would need to come from the Western industrial nations to tap the potential of the New Silk Road. To make those opportunities known to the German Mit- telstand, he said, is the reason why the BVDSI was created. He also made repeated direct references to Helga Zepp-LaRouche, who was shown sitting right beside him in the video.
Then on March 20, the printed edition of Bild -- which has a run of over 4 million copies nationally -- ran a shortened ver- sion of its online dossier, attacking the BVDSI for its stated in- tent to “call the attention of German policy in a focused way to the positive aspects of the initiative of the Chinese government for the revitalization of the Silk Road.” It also quoted the BVDSI demand that “Germany and the EU wake up” and replace the policy of confrontation with one of cooperation.
Faced with such pressure, the German Transport Ministry announced, according to Bild, that it did not support the views of the BVDSI and would withdraw all support for it.

In an interview with Xinhua published March 9, Argentine Ambassador to China Diego Guelar emphasized that Beijing’s bold program to reduce poverty is “absolutely unique; there is no country or region in the world in history that has achieved a process of social inclusion of such magnitude in such a short period of time.” One can’t help but appreciate this process, he said, especially given the poverty levels in Argentina, now at 30%, and similar levels in other Ibero-American countries.
China’s CGTN Runs EIR Assessment on Transaqua Project for Africa In anticipation of President Xi’s visit to Italy, the Chinese tele- vision network CGTN published March 19 an op-ed by EIR Washington Bureau chief William Jones on a model project for Italy-China cooperation in Africa. In the op-ed, titled “China’s Ex- perience: Helping Transform an African Desert Into a Garden,” Jones writes: “With the upcoming visit of Chinese President Xi Jinping to Italy, there will no doubt be some discussion of coop- eration between the two nations on the African continent. For Italy, helping to resolve the dire economic situation in Africa is both a humanitarian and an economic concern....For China, Af- rica has always been a particular concern having shared in the condition of underdevelopment for so many years.”
The article goes on to describe Transaqua as a project “to refill Lake Chad but also to create a waterway, hydropower and agro-industrial development in Central Africa.” It notes that the Italian engineering company, Bonifica SpA and PowerChina have entered an agreement for the joint development of the project. “China, with its own extensive south-to-north water diversion project, possesses a good deal of expertise in dealing with such a project. Such collaboration also fits in nicely with the Belt and Road Initiative (BRI), which has received strong support from the Italian government.”
“While China has been ground-breaking in returning to the long-awaited -- and much-delayed -- project of African indus- trialization,” Jones wrote, “the enormity of the project is of such a magnitude, that China alone cannot do it. But the BRI opens the possibility of working together with other Western nations in realizing this goal. And the cooperation with Italy on the Lake Chad project can serve as a paradigm for how the BRI must work.”
Sign the Petition for the Exoneration of Lyndon LaRouche The international Schiller Institute has launched a campaign calling on Donald Trump to fully exonerate Lyndon LaRouche of the crimes for which he was illegally condemned in 1989, following a vicious “witch hunt” by the same apparatus that is attempting today to topple the current President of the United States. In some cases, the same individuals are involved, most notably Robert Mueller, and then-US Attorney William Weld. hai, and the Hong Kong and Macao ports, build port industrial parks with relevant countries and regions, and build regional port alliances.The major systems characterizing “smart cities” will be implemented in this city-cluster region, including for energy, electricity, fiber networks and telecommunications.
Given the specific nature of the two Special Administrative Zones, there will of course be a limit to the administrative in- tegration of the region, but the renewed emphasis coming out of the 13th National People’s Congress on continuing to open up to foreign investment and “energizing” small and medium- sized private enterprise will help overcome any reticence on the part of the two SARs to take part in this major economic development project.
Neo-Cons Use Brazilian President Bolsonaro to Further Regime Change in Venezuela The March 18-19 visit to Washington, D.C. of Brazilian Presi- dent Jair Bolsonaro was used by the neo-con networks to lure President Trump further into their regime-change quagmire for Venezuela, Cuba and Nicaragua, and to push a viciously anti-China policy.
The mainstream media insisted on calling Bolsonaro the “Trump of the Tropics” -- a horrible misnomer, given Bolson- aro’s fascist leanings -- while National Security Advisor John Bolton laughed to Sky News on March 19 that “we” like to call Trump “the Bolsonaro of America.” He added that the Trump- Bolsonaro meeting presaged “a possible political realignment within the Western Hemisphere.”
In their joint press conference on March 19, Trump gave a speech that sounded like it had been written by Bolton: He called on “Cuban puppet” Nicolás Maduro to step down in Ven- ezuela, and emphasized that Brazil and the U.S. together sup- port the “long-suffering people of Cuba and Nicaragua.”
The question of a possible U.S. military intervention in Ven- ezuela came up repeatedly in the joint press conference, to which Trump replied that “all options are on the table.” Bol- sonaro fudged on this, arguing that such a “strategic” matter shouldn’t be discussed publicly. Given the fact that the Brazil- ian military, including Vice President Gen. Antônio Hamilton Mourão (ret.), oppose any such intervention, Bolsonaro has to tread carefully.
One very ominous sign is that Steve Bannon, former chief advisor to Trump who has been courting Bolsonaro, and Brazil- ian right-wing “philosopher” Olavo de Carvalho, who is said to serve as a “guru” to Bolsonaro, were prominent guests at two dinners held for the Brazilian delegation in Washington. Both men are rabidly against all things Chinese.
So, too are the Establishment figures pushing regime-change in Venezuela. For example, as John Bolton was announcing new measures designed to “financially strangle” Venezuela last week, Eric Farnsworth, vice president of the Rockefeller family-founded Council of the Americas, charged China with “bankrolling Venezuela,” which must be stopped because if elected President Nicolás “Maduro can’t get financing from somewhere, his regime goes kaput.”
The anti-China rhetoric may sound convincing when uttered inside the Beltway in Washington, but reality on the ground in Ibero-America is another matter altogether. It did not go unnoticed that after the drastic power shortage in Venezuela earlier this month, Beijing offered to help rebuild and mod- ernize the country’s electricity grid, while Washington imposed even more sanctions. Many other countries in the region are looking forward to increased prosperity from joining the Belt and Road Initiative.

The Jan. 27, 1989 Jailing of Lyndon LaRouche Defined an Era, Which Now Must End We Call Upon President Trump to Exonerate LaRouche!

Many Americans sat in stunned amazement earlier this month as the venerable New York Times and Special Counsel Robert Mueller’s apparatus moved to put the President of the United States, Donald Trump, on trial for treason, because he dared to meet and converse with Russian President Vladimir Putin; because he has referred to NATO as being “obsolete” and questioned its role; and because he fired his director of the FBI, James Comey, as the Constitution prescribes he has the author- ity to do. Jaws dropped as it became public that top eche- lons of the FBI, the CIA, and the Democratic Party—all on instructions from British intelligence—had been, and still are to this day, engaged in an active coup d’etat against the elected President of the United States. Many of you reading these lines today are rightly aghast at the fact that these actors, although they have not yet achieved their objective, have so far gotten away with their plot, and that they act with seeming impunity. “How is that possible?” you ask yourself and your friends.
To find the answer to that question, you only need look to the events of Jan. 27, 1989—precisely 30 years ago—when Lyndon H. LaRouche and a group of associ- ates were railroaded into prison with lengthy sentences, for crimes they never committed. The frame-up and jail- ing of LaRouche, facilitated by years of lying media vilifi- cation of LaRouche and his movement, which continues to this day, was carried out by the same British-run politi- cal apparatus—in many cases, by the same individual hit- men, including Special Counsel Robert Mueller—that to- day is out to topple the President of the United States.
And it is because they were able to carry out that in- justice against LaRouche 30 years ago, despite massive opposition nationally and internationally from prominent civil rights and human rights leaders, elected officials and legal scholars, that they are at it again today, on a grander scale.
In fact, the five-year jailing of Lyndon LaRouche de- fined an entire era of modern U.S. history, much as the 1963 assassination of John F. Kennedy did.
There is no exaggeration in that statement. Ramsey
Clark, who served as Attorney General of the United States under President Lyndon Johnson, and who also represented LaRouche in his appeals to the Fourth Circuit Court of Appeals and the U.S. Supreme Court, stated in an April 26, 1995 open letter to then Attorney General Janet Reno:
“I bring this matter [the LaRouche case] to you directly, because I believe it involves a broader range of delib- erate and systematic misconduct and abuse of power over a longer period of time in an effort to destroy a political movement and leader, than any other federal prosecution in my time or to my knowledge.”
Clark also said:
“The purpose can only be seen as destroying— it’s more than a political movement, it’s more than a politi- cal figure; it is those two. But it’s a fertile engine of ideas, a common purpose of thinking and studying and analyzing to solve problems, regardless of the impact on the status quo, or on vested interests. It was a de- liberate purpose to destroy that at any cost...
