Today, the United States sanctioned one entity and two individuals — First VPN Service (1VPNS), its administrator Dmytro Rashevskyi, and Yegeniy Vladimirovich Silayev — for providing critical support to ransomware groups that have targeted American hospitals, schools, businesses, and local governments.
These actors supplied ransomware groups with tools to hide their identities, disguise malicious software, and evade detection — enabling attacks that have caused billions of dollars in losses to U.S. critical infrastructure providers.
This action reflects the United States’ commitment to working with allies and partners to disrupt the global cybercrime ecosystem. Today’s designations are coordinated with the United Kingdom’s Foreign, Commonwealth & Development Office, and follow a May 2026 European law enforcement takedown of 1VPNS’s infrastructure, supported by the FBI.
By targeting not just ransomware operators but the service providers and tool suppliers who make their attacks possible, the United States and its partners are dismantling the broader networks that sustain cybercriminal activity worldwide.
The United States will continue to use every diplomatic and economic tool available to disrupt foreign cybercriminals and their enablers and hold them accountable. Ransomware is not only a law enforcement challenge — it is a foreign policy threat that undermines the security and economic stability of the United States and its allies.

Today, Secretary of State Marco Rubio announced a sweeping campaign to dismantle the threat posed by the International Criminal Court to U.S. sovereignty. The campaign will feature a whole-of-government response to systematically disable the ICC’s ability to operate, target American servicemen or officials, or otherwise threaten American sovereignty.
The ICC poses an intolerable threat to U.S. sovereignty – it claims the authority to prosecute and even imprison American servicemen and officials operating on behalf of America’s national interest. Americans never signed up for this, and all American presidents since the ICC’s ratification have maintained that the ICC does not have jurisdiction over Americans. The ICC previously opened an investigation into U.S. servicemen and intelligence officers and has since refused to close these cases.
The ICC now seeks to become the unaccountable global arbiter – positioning itself above and beyond the nation state as a supranational enforcement arm of a globalist bureaucracy empowered to persecute American servicemen and officials at will. No diplomatic option will be off-limits in the campaign to dismantle the threat posed by the ICC to Americans.
The campaign will feature a wide range of actions intended to ensure that the International Criminal Court is incapable of threatening U.S. sovereignty or targeting Americans.
Actions under consideration include:
Diplomatic calls from the Secretary of State, Deputy Secretary, ambassadors, and other members of senior leadership to foreign nations highlighting the abuses of the ICC and the risks posed to Americans and other nations urging them to withdraw from the ICC
Nations that partner with American law enforcement and the U.S. military or that enjoy the benefits of the U.S. security umbrella are called upon to reject the ICC’s purported authority to prosecute American officials and servicemen
Increased scrutiny of nations that refuse to reject the ICC’s false authority while relying on U.S. assistance
Diplomatic calls urging other nations that, like America, that are not party to the Rome Statute to leverage their diplomatic networks to take similar actions alongside us
Visa revocations and travel bans for ICC personnel
Increased sanctions against the ICC and affiliated organizations

Today, the Department of State is designating ten entities to further the Trump Administration’s comprehensive push to end the Cuban regime’s malign activities, both in Cuba and across our hemisphere. These actions target interlocking pillars of that apparatus: state-owned entities that funnel revenue to the regime and paramilitary forces, armed civilian groups, and surveillance organizations that repress the Cuban people.
As the Secretary said in his July 11 statement marking the five-year anniversary of the Cuban regime’s brutal suppression of popular protests: “The United States will continue to use every tool at our disposal to both address the national security threats posed by the Cuban Communist regime, and to drive the economic and political reforms to give Cuba a better future.”
All Department of State targets sanctioned today have been designated pursuant to Executive Order (E.O.) 14404, which authorizes sanctions on persons determined to meet specified criteria related to repression in Cuba and other threats to U.S. national security and foreign policy.
Cuban Regime’s Instruments of Repression
The following entities are designated for their direct roles in carrying out, enabling, and financing the Cuban regime’s campaign of violent repression against its own people.
Milicias de Tropas Territoriales (MTT)
MILICIAS DE TROPAS TERRITORIALES (MTT) is designated pursuant to Sec. 2(a)(i)(F) of E.O. 14404 for being a political subdivision, agency, or instrumentality of the Government of Cuba. MTT is a part-time civilian paramilitary force under the command of the already designated MINISTRY OF THE REVOLUTIONARY ARMED FORCES OF CUBA (MINFAR).
Association of Combatants of the CUBAN Revolution (ACRC)
ASSOCIATION OF COMBATANTS OF THE CUBAN REVOLUTION (ACRC) is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Cuba. ACRC is a social and paramilitary organization overseen by MINFAR that conducts surveillance on dissidents at the direction of the already designated MINISTRY OF THE INTERIOR OF CUBA.
Corporacion Antillana Exportadora (ANTEX S.A.)
CORPORACION ANTILLANA EXPORTADORA (ANTEX S.A.) is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Cuba’s GRUPO DE ADMINISTRACION EMPRESARIAL S.A. (GAESA), a person whose property or interests in property are blocked pursuant to this order. ANTEX S.A. is a Cuban state-owned entity that manages the export of Cuban forced labor to Angola.
Rapid Response Brigades
RAPID RESPONSE BRIGADES is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Cuba. The RAPID RESPONSE BRIGADES are armed civilian para-police groups organized and trained by the Cuban government.
Cuban Regime’s Sources of Funding
The following Cuban state-owned entities are designated for generating and channeling revenue that sustains the Cuban regime.
Enetec S.A.
ENETEC S.A. is designated pursuant to Sec. 2(a)(i)(A) of E.O. 14404 for operating or having operated in the energy sector of the Cuban economy. ENETEC S.A. is a Cuban entity engaged in the import and export of fuels and lubricants.
Coreydan S.A.
COREYDAN S.A. is designated pursuant to Sec. 2(a)(i)(A) of E.O. 14404 for operating or having operated in the energy sector of the Cuban economy. COREYDAN S.A. is a Cuban state-owned entity engaged in the import of solid, liquid, and gaseous fuels and related products.
Grupo Empresarial de Comerico Exterior (GECOMEX)
GRUPO EMPRESARIAL DE COMERCIO EXTERIOR (GECOMEX) is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Cuba. GECOMEX is a Cuban state-owned business group that manages the country’s foreign trade, handling a significant share of imports and exports.
Organizacion Superior de Direccion Empresarial Caudal S.A. (CAUDAL)
ORGANIZACION SUPERIOR DE DIRECCION EMPRESARIAL CAUDAL S.A. (CAUDAL) is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Cuba. CAUDAL is a Cuban state-owned entity, specializing in insurance, reinsurance, financial services, and related professional services.
Grupo Empresarial de Transporte Maritimo Portuario (GEMAR)
GRUPO EMPRESARIAL DE TRANSPORTE MARITIMO PORTUARIO (GEMAR) is designated pursuant to Sec. 2(a)(i)(B) of E.O. 14404 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Cuba. GEMAR is a Cuban state-owned entity with a strong presence in Cuba’s maritime sector.
Ministry of Tourism of Cuba (MINTUR)
MINISTRY OF TOURISM OF CUBA (MINTUR) is designated pursuant to Sec. 2(a)(i)(F) of E.O. 14404 for being a political subdivision, agency, or instrumentality of the Government of Cuba. MINTUR is Cuba’s ministry responsible for regulating tourism in and out of the country and constitutes the largest single player in the tourism sector outside of GAESA.
The Department’s actions are being taken pursuant to E.O. 14404, which authorizes sweeping sanctions on Cuba, including against persons who support the Cuban regime’s security apparatus and those responsible for repression in Cuba and other threats to U.S. national security. These actions also further the national emergency declared in E.O. 14380, “Addressing Threats to the United States by the Government of Cuba” and the National Security Presidential Memorandum 5 (NSPM-5), which direct the Executive Branch to improve human rights, encourage the rule of law, foster free markets and free enterprise, and promote democracy in Cuba.
Sanctions Implications
As a result of today’s sanctions actions, and in accordance with E.O. 14404, all property and interests in property of the designated persons described above that are in the United States or in possession or control of U.S. persons are blocked and must be reported to the Department of the Treasury’s Office of Foreign Assets Control (OFAC). Additionally, all entities that are owned individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked.
All transactions and dealings by U.S. persons or persons within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons are prohibited unless authorized by a general or specific license issued by OFAC or exempt. These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person. Foreign persons that engage in transactions with persons designated pursuant to E.O. 14404—or that operate in the energy, defense and related materiel, metals and mining, financial services, or security sector of the Cuban economy, as identified in E.O. 14404—are themselves at risk of sanctions. Non-U.S. persons, including foreign financial institutions, should proceed with caution in any dealings with a party sanctioned under this authority. Actions to return assets to a sanctioned party or transfer them to another jurisdiction for potential use by the target could expose non-U.S. persons to significant sanctions risk. All property and interests in property of persons that are blocked pursuant to the Cuban Assets Control Regulations (CACR) continue to be blocked. The CACR prohibits persons subject to U.S. jurisdiction from dealing in property in which Cuba or a Cuban national has an interest, unless authorized or exempt.
The power and integrity of U.S. government sanctions derive not only from the U.S. government’s ability to designate and add persons to the Specially Designated Nationals and Blocked Persons (SDN) List, but also from its willingness to remove persons from the SDN List consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior. Petitions for removal from the SDN List may be routed through OFAC’s Reconsiderations Portal. Petitioners may also refer to the Department of State’s Delisting Guidance page.

As part of the United States government’s ongoing humanitarian assistance leadership, the Department of State entered a new two-year partnership with Operation End Starvation to provide life-saving nutrition assistance to populations in need. Through the Department’s Bureau of Disaster and Humanitarian Response, the United States intends to provide $100 million over the next two years to Operation End Starvation, an American non-governmental organization and public-private partnership launched to combat global child mortality. The U.S. partnership with Operation End Starvation will drive life-saving nutrition interventions globally and reach children at risk of or suffering from severe acute malnutrition, one of the world’s most urgent humanitarian challenges.
Working directly with Operation End Starvation, the United States will deliver results with optimal efficiency, supporting those suffering from severe acute malnutrition, including children under five, through smart procurement and impactful programming. This partnership also leverages the generosity of the American people through contributions from philanthropic organizations to get life-saving nutrition to children in need.
This new partnership with Operation End Starvation will work complementarily to the recently announced more than $1 billion in humanitarian assistance to the United Nations Children’s Fund (UNICEF) and the World Food Program, which includes more than $235 million in life-saving nutrition assistance. This partnership also builds on the $3.8 billion in hyper-prioritized life-saving humanitarian assistance funding the United States recently provided the United Nations’ Office for the Coordination of Humanitarian Affairs through our “Humanitarian Reset” framework agreement, which supports UN humanitarian efforts to provide life-saving assistance while driving critical UN reforms. This announcement follows the Trump Administration’s $173 million in life-saving nutrition assistance in 2025, which included the delivery of over 27,000 metric tons of ready-to-use foods (RUTFs) across 15 countries to treat nearly 2.7 million children suffering from malnutrition.
As part of the United States’ effort to increase pressure on the Iranian regime amid their unlawful attacks on commercial shipping in the Strait of Hormuz, the United States is acting to disrupt and degrade the illicit shipping and sanctions evasion network of U.S.-designated Mohammad Hossein Shamkhani, which serves as a major enabler behind Iran’s oil exports. Today, we are designating more than 50 individuals, entities, and vessels that enable Shamkhani and the Iranian regime to continue profiting while the Iranian people suffer.
The Shamkhani network relies on a combination of Iranian and foreign nationals and firms to conduct sanctions‑evasion schemes. It also uses offshore shell companies, critical to the network’s ability, to trade sanctioned goods and recover the proceeds of those trades.
The United States will use all the tools at our disposal to hold the regime accountable for its actions.
Today’s action is being taken pursuant to Executive Order (E.O.) 13902, which provides authority to the Secretary of the Treasury, in consultation with the Secretary of State, to identify and impose sanctions on key sectors of Iran’s economy. On July 16, Secretary of State Marco Rubio will host governments for the Ministerial on the Resurgence of Political Terrorism. The event will focus on this renewed threat to our societies and encourage stronger joint action to reinforce frontline defenses and close the gaps the terrorist actors continue to exploit.
Far-left political terrorism is resurgent, manifesting in violent terrorist acts across the Western Hemisphere, Europe, Asia and beyond. These are not isolated incidents. They reflect a deliberate, ideologically motivated strategy to destabilize free societies by violently targeting our political and economic systems, including attacks against private citizens, government officials, police and law enforcement, businesses, and critical infrastructure around the globe. For too long, however, this threat has remained a blind spot in the international community’s counterterrorism focus, underestimated and under-resourced, despite the danger it poses.
The United States is taking a leading role in countering far-left terrorism. Since November 2025, the United States has designated four violent far-left groups — Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front (FAI/FRI), Armed Proletarian Justice, and Revolutionary Class Self-Defense — as Foreign Terrorist Organizations and Specially Designated Global Terrorists, as well as offered a reward of up to $10 million for information leading to the disruption of the financial mechanisms of these same four organizations. In recent months, the United States engaged also law enforcement, counterterrorism professionals, and prosecutors around the globe through direct engagements, as well as the inaugural Counterterrorism Law Enforcement Workshop (CTLEW) in May 2026, which convened 14 countries for a two-day, practitioner-focused workshop to exchange best practices for countering the threat of transnational far-left terrorism.
This Ministerial builds on that foundation, bringing together partners from across the Western Hemisphere, Europe, and Asia to expand coordination, enhance information sharing, and strengthen international law enforcement mechanisms to counter the threat. Secretary Rubio will highlight the importance of deepening cooperation with international partners to better map violent activity, disrupt terrorist financing, protect critical infrastructure, and promote collective action against a threat that respects no borders.
