Why the G7 Summit “Failed” Contrary to the narrative put out by the mainstream media about the G7 meeting in Taormina, Italy, the widely recognized “failure” was not of a political nature, but of an historical nature. To understand this, one need only compare the final communiqué of the G7 with that of the Belt and Road Forum, which had concluded just ten days earlier (cf. SAS 21/17). While the BRF statement emphasized the commitment to “expanding economic growth, trade and investment (…), promotion of industrial cooperation, scientific and technological innovation, and regional economic cooperation and integration” as well as to “tax and fiscal policies prioritizing growth and productive investment”, the G7  vcommunique could just proclaim “our common endeavor” to “build the foundations of renewed trust, both towards our governments and among our countries”. That the G7 governments are generally discredited is not new. Nor is their stubborn insistence on sticking to their failed policies, rather than adopting a policy of growth and investments in the real economy. Just compare the Chinese involvement in the development of Africa, with large-scale investment in new railways, dams and other modern infrastructures, with the second day session of the G7, where a few African leaders were invited. Although this was presented as a major effort to push development as the only way to contain migration, nothing concrete came out. Italian PM Paolo Gentiloni, in his final press conference, addressed the issue of the Sahel region, pointing to the drying out of Lake Chad as a key reason for impoverishment and migration, but he avoided any mention of Transaqua, a great project for water transfer and transport which would refill the lake. In sum, the G7 summit ignored the historical challenges facing the world, the main reason being that the European Union is stuck in the “old paradigm” and opposes the Belt and Road Initiative. One of the few positive aspects of the get-together is the refusal of Donald Trump – so far – to endorse the creation of a Climate Fund as decided in the Paris Agreement. As our readers are informed, the global “witch-hunt” against CO2 emissions has nothing to do with preventing climate change as such, but serves as a pretext to deny technological progress to developing countries, while imposing a useless taxation on the real economy, in addition to “fiscal austerity”. It’s worth repeating that “climate change” is not man-made, but reflects
a historically-documented natural cycle of our solar system and our galaxy. Also noteworthy is that the G7 statement indirectly acknowledges the new strategic cooperation between the U.S. and Russia. On Syria, the emphasis is on the primary targeting of ISIS and al-Qaeda, with no mention of regime change. The Astana agreement is mentioned positively, as well as the readiness to work with Russia to resolve the conflict in Syria. China’s Foreign Minister: BRI Is Vehicle  for Industrializing Africa Following on the Belt and Road Forum in Beijing, Chinese Foreign Minister Wang Yi undertook a four-nation tour of Africa, where he stressed the great opportunities for cooperation within the framework of the Belt and Road Initiative (BRI). His trip took him to Mauritania, Cape Verde, Mali, and Cote d’Ivoire. In a May 22 press conference in Abidjan, Cote d’Ivoire, Wang noted that President Xi Jinping has already proposed 10 major China-Africa cooperation plans, and they can now be combined with the Belt and Road Initiative,” to make them complementary. While he has visited Africa many times in the past, he said he felt this time “more strongly than ever that African countries are eager to get rid of a single growth mode that relies solely on exporting resources.” They hope to “achieve political independence and economic independence through accelerating the industrialization process and improving independent development capability.” China, he said, is viewed as “the best and most reliable cooperation partner of Africa”. In his remarks, Wang emphasized that Africa’s growth is also key to the growth of the overall strength of developing countries, which is in everyone’s interest. He pointed to the long history of China’s friendship with Africa and the importance of infrastructure projects which it helped build, going back decades -- Mauritania’s “port of friendship” built in the 1980s is a case in point -- and which are still going strong. What used to be known as the “triangle of poverty” in southern Mauritania is now known as the “triangle of hope,” thanks to roads and other infrastructure that China helped to build. China, of course, is also a major partner of South Africa, both of them belonging to the BRICS. The CEO of the South African National Space Agency (SANSA), Dr. Valanathan Munsami, explained in an interview to EE Publishers that his agency’s new strategic plan aims to bring the rest of Africa into the use

of space technology and applications. The five-year strategic framework focuses on applications in two areas -- telecommunications satellites and navigation satellite services -- in order to up-grade economic development to all of Africa. Zepp-LaRouche Addresses a Forum  at China’s Largest Publishing House After participating in the Belt and Road Forum in Beijing on May 14-15 as chairwoman of the Schiller Institute, Helga ZeppLaRouche had a number of other events and private meetings in China. On May 25, she gave a major address to the Phoenix Publishing & Media Group at their headquarters in Nanjing, the largest publisher in China. “The Belt and Road has injected optimism into many countries,” Zepp-LaRouche told the some 150 people attending, “and the momentum is unstoppable,” but bringing it fully to fruition “will not be easy.” She strongly denounced the attempt of the British and their American allies after the Cold War to create a unipolar world, which has left the Middle East, in particular, in a shambles. It also precipitated the refugee crisis, the backlash against “globalization,” and the rise of right-wing movements. “The Belt and Road,” she said, “will bring about the creation of the World Land-Bridge, which will connect all continents. And this is something we have been fighting for, for over 40 years.” She then described the fight of herself and her husband, Lyndon LaRouche, to build a new world economic order, going through LaRouche’s call for an International Development Bank in 1975, his development plan for Africa, and the IberoAmerican initiative in the same direction in collaboration with Mexican President Jose Lopez Portillo, as well as the hundreds of seminars on five continents held by the Schiller Institute calling for a World Land-bridge. While China has launched the magnificent project of the Belt and Road, to fully realize that potential, she told the audience, “you must also study the ideas of my husband on the question of economics.” On the dialogue of cultures needed, she proposed to share the finest achievements of every culture. In that context, she concretely compared the works of Friedrich Schiller and of Confucius, showing the close similarity in the ideas of these two great thinkers which were separated in time by almost 2000 years. After Helga Zepp-LaRouche’s address, William Jones, the Washington Bureau Chief of EIR, gave an overview of Lyndon LaRouche’s achievements, in particular on the notion of physical economy and peace through development. This was followed by Professor Bao Shixiu, a professor of military science, who outlined the strategic importance of the Belt and Road for China, showing how it will allow the country to overcome the traditional difficulties it has had with other countries, including India and Japan. He also underlined the seminal role of the LaRouches in bringing this initiative to the forefront. There was a great deal of interest exhibited by the audience, particularly in Helga Zepp-LaRouche’s call for the dialogue of cultures and a heightened degree of interest in the work of Friedrich Schiller among the Phoenix staff, some of whom seemed to have had a rather extensive exposure to the works of German culture. Elsewhere, the monthly C hin e s e I n v e s t m e n t published a lengthy article by Helga Zepp-LaRouche in its May issue, more specifically focussed on the need for the United States to join the Belt and Road Initiative. This prestigious magazine is su
pervised by the National Development and Reform Commission and is the only major guiding financial publication in China’s investment and construction sector. Promoters of U.S. Police State Escalate Versus Trump, Despite Lack of Evidence As Donald Trump demonstrated  at the recent NATO and G-7 Summit meeting, he is moving for a decisive break with the “business-as-usual” geopolitical approach of his predecessors, especially regarding collaboration with Russia, rather than provocation.  It is this break which is fueling the increasing hysteria of his opponents in the “Deep State” apparatus of the “shadow government”, with their obsessive focus on Russia as a deadly adversary. That became evident in the bizarre appearance before the House Intelligence Committee of former President Obama’s partner in choosing targets for illegal drone assassinations, former CIA Chief John Brennan, on May 23.  Under sharp questioning, Brennan admitted that, despite the nonstop media hype that U.S. intelligence agencies have confirmed “Russian meddling” in the election, and that they are convinced there was “collusion” from the Trump campaign, no such evidence exists.  His exact formulation was, “I don’t have sufficient information to make a determination whether or not such cooperation or complicity or collusion was taking place.” Yet later, despite this admission, he asserted that he knows it is going on.  When pressed for evidence to back his assertion, he stated, “I don’t do evidence, I do intelligence”! He continued: “I know what the Russians try to do.  They suborn individuals and they try to get individuals, including U.S. individuals, to act on their behalf, wittingly or unwittingly.”  In other words, any American who has contact with a Russian may be targeted to be a spy or a mole, whether they know it or not!  In this context, the latest leaks of an effort by Trump adviser Jared Kushner to establish a “back channel” relationship with the Russians -- a practice used by virtually all recent Presidents, including Kennedy and Reagan -- will now be investigated, as part of what the Washington Post called “the escalating crisis that threatens to consume his (Trump’s) presidency.”      And while this “escalating crisis” is being pumped up by the media, little note was taken of a recently declassified ruling from the Foreign Intelligence Surveillance Court. That Court found that under President Obama, the intelligence agencies (including Brennan’s CIA) “routinely violated privacy rights, conducted illegal searches and gathered information on US citizens.” Such blanket collecting and searching of intercepted communications created “a very serious Fourth Amendment issue,” the Court ruled, and failure to disclose these violations demonstrated an “institutional lack of candor.” Note that the FISA Court which issued this ruling is the same one Obama operatives went to in order to get warrants to spy on a Trump campaign officials! As U.S. Infrastructure Disintegrates,  China Offers a Hand While there is general recognition that infrastructure in America is old and in poor repair, few are aware of how dangerously close various systems are to breakdown, and how costly, in lives and dollars, such breakdowns would be.  A crack which opened in the emergency spillway of the Oroville Dam in California, in February 2017, forcing the evacuation of nearly 200,000 people, was a reminder that many dams in the U.S. are nearing 100 years old, and are in desperate need of repair or replacement. road trains will be cancelled this summer called attention to the decaying transportation system in New York City, one of the great urban centers of the world.  A sample of headlines in major newspapers tells the story: “Long Island Railroad Riders Could be in for a ‘Summer of Agony’”; “Nothing Can Save New York City Commuters from a Summer of Hell”; and “New York Governor Urges Trump to Provide Emergency Funds for Penn Station,” provide a preview of a system on the edge. Donald Trump made decaying infrastructure a key issue in the campaign, and has been insisting that he has plans to make America’s railroads, airports, seaports, highways, etc., second to none.  Yet, given the widespread obstruction of any efforts on his part, combined with the austerity madness in both parties, he has yet to present a program. But help may be on the way. Following discussions between Trump and China’s President Xi Jinping, the administration sent a leading NSC official, Matthew Pottinger, to participate in the historic Belt and Road Forum in Beijing. While expressing U.S. openness to the program, Pottinger reportedly invited Chinese officials to attend a major conference in Washington, D.C. on investing in America. Several initiatives are already underway.  On May 25, the Chinese Minister of Commerce released a report of China-U.S. trade relations, with a chapter, “Enhancing Infrastructure Construction Cooperation.”  It says that “China hopes that the U.S. side can create favorable conditions for Chinese enterprises to work in the U.S. infrastructure market.” This followed an interview in the Wall Street Journal , a week earlier, with Tu Guangshao, president of China Investment Corp. (CIC), a sovereign wealth fund which just opened offices in New York City. Tu said CIC is looking at U.S. projects in highways, rail and high-tech manufacturing plants, and that CIC can become a stable source of long-term capital for U.S. infrastructure. Given China’s credible track record of building the most modern infrastructure, such an offer is the best way to break the bottleneck of political diversions and financial shortfalls. As Trump has called on several occasions for a return to the “American System of economics” in order to “Make America Great Again,” perhaps he can learn from the Chinese (!) how that works. While in Germany, Obama Defends  His Presidential Doctrine: “I Have a Drone” Savor the irony: While US President Donald Trump was giving Pope Francis a book with Martin Luther King’s writings, including his historic 1963 “I have a dream” speech, his predecessor was the special guest at the annual convention of the German Protestant Church in Berlin, where he publically defended his targeted assassination programs. After a rather boring panel debate with Chancellor Angela Merkel before an audience of 80,000 at Brandenburg Gate on May 24, Obama was asked by a student how he, as a Peace Nobel Prize winner, could defend his policy of causing hundreds of civilian casualties with the use of drones. His answer: “How do you protect your country from things like those we saw in Manchester or Berlin or Paris and Nice? (...) Sometimes my choices led to the death of civilians, because there have been mistakes. But drones as such are not the problem, the problem is war.” In actual fact, the problem is that he, as President, gave the orders for war, on numerous occasions. And he and his Obama Foundation are a key part of the international efforts to overthrow Donald Trump, precisely because he is opposed to continuing Obama’s “regime change wars”. The decision of the
German Church leaders to invite war-maker Obama to Berlin was heavily criticized as an affront to the anti-war currents in the church. It seems that the Obama Foundation event dictated the terms of the event at Brandenburg Gate, including the attendance of Angela Merkel. She undoubtedly relished the occasion to bolster her election campaign as well as her unlikely position as stalwart of the old and worn-out paradigm. Speaking of drones by the way, the U.S. drone strikes have been globally conducted from a special US headquarters on German territory, at the air base in Ramstein. Although asked about this fact repeatedly by concerned groups and members of parliament, Mrs. Merkel consistently refused to take any action against Obama’s drone warfare.  Many Questions to Be Raised  on the Manchester Suicide Bomber The terror attack in Manchester, U.K. on May 22 was reportedly carried out by Salman Abedi, whose father Ramadan Abedi has been identified as a member of the Libyan Islamic Fighting Group (LIFG) headed by Abdelhakim Belhadj. In the 1990s, the LIFG was deployed by Britain’s MI6 to assassinate Libyan leader Col. Muammar Qaddafi. When that effort failed, Ramadan Abedi, like a number of other members of the LIFG, fled to the United Kingdom. In 2007, after senior members of the LIFG announced that the group had officially joined Al Qaeda, it was placed on the list of terrorist organizations by the U.S., the UN and the UK. Nevertheless, when the decision was made in 2011 by British Prime Minister David Cameron, U.S. President Barack Obama and French President Nicolas Sarkozy to overthrow Qaddafi (and eventually assassinate him), the LIFG was redeployed to Libya from exile in the UK, with the backing of those same countries. As window-dressing, the LIFG renamed itself Libyan Islamic Movement for Change. The ongoing investigation into the Manchester atrocity has now raised several disturbing question: 1. The alleged suicide bomber, Salman Abedi, was conveniently provided with a bank card, through which he could be identified. 2. Although he had been signaed five times to the police as a potential terrorist, he was never arrested. 3. After the attack, his father, Ramadan Abedi, was arrested together with his younger son, Hashim Abedi, who is accused of planning a follow-up attack, in Tripoli by a local militia. Thus, suddenly, in a country where there is no effective government and anarchy reigns, an international arrest warrant was executed within 24 hours. Either this is a miracle, or the British are actually running Libya... 4. Ramadan Abedi was a security officer under Muammar Qaddafi, until he went over to the British and worked for MI6 in the overthrow the Libyan leader. According to a witness report in the Guardian , “three-quarters of the fighters at the beginning of the revolution were from Manchester -- the rest came from London, Sheffield, China and Japan. From everywhere.” 5. Abdullah Al-Thinni, the Prime Minister of the Libyan government based in Tobruk, Libya, issued a statement following the Manchester terror attack, as reported by the Libya Herald , in which he stated that his government had warned the British government that London was harboring Libyan terrorists, but the UK authorities continued to offer safe haven to members of the LIFG and the Muslim Brotherhood. The LIFG, the statement said, “has been recruiting Libyan

and Muslim youth in the UK and Europe and sending them to Libya and other countries to deliver terrorism and death.” Nonetheless, the successive British governments “insisted that we share power in Libya with these terrorist organizations and their militias, the LIFG and the Muslim Brotherhood.” In light of all this, the terror attack in Manchester is either a catastrophic blowback against the MI6’s  strategy, or there is much more behind it than has been officially made known. That may explain why the Manchester police cut all intelligence exchanges with US authorities on May 24, only to resume them two days later, after Theresa May spoke with Trump at the NATO meeting. Middle East, Europe: Trump Ruffles  Many a Feather in His First Overseas Trip In his nine-day overseas trip, Donald Trump set a new tone for American policy in the Mideast and in Europe. At the NATO summit, he told the Europeans that he expects them to meet their funding obligations for defense. It was also noted that he did not mention the U.S. commitment to NATO’s collective security pledge in  Article V of its Charter, provoking worry among some allies, although Trump’s policy is known to change often. The fact that the U.S. President began his first overseas trip in Saudi Arabia sent some shock waves to Israeli policy makers, who viewed it as a signal that Israel was not the first American priority ally in the volatile Middle East. But Trump made clear that his top priority is to fight terrorism. And while he identified Iran as the alleged wellspring of that threat, which is absurd given the facts, he also put pressure on Saudi leaders to halt the flow of funds from the Saudi Royal Family and government-run charities to Al Qaeda and the Islamic State and other Sunni jihadist fronts (cf. SAS 21/17). An interesting take on Trump’s position was given by Thierry Meyssan, the founder of Voltaire Net , who knows the Arab world well. In his view, Trump’s identification of jihadism as the enemy -- rather than the Syrian government -- signals a major shift in U.S. military policy. That is because jihadism is the “strategic tool of the United Kingdom, Saudi Arabia and Turkey,” which has been used historically to wreak devastation in the Middle East. He particularly identifies the United Kingdom as the creator and backer of the Muslim Brotherhood, and notes that it remains to be seen how London will respond to Trump’s “intention to put an end to the jihadist tool of the Anglo-Saxon secret services.” On the ground in Syria, the Americans and Russians continue to closely coordinate their moves. Russian Defense Minister Sergey Shoigu reported to the Federation Council on May 24 that they had not lost contact at any point. “We are talking with them [the Americans] on a ‘round-the-clock basis, during the day and night, and we are meeting at different venues... A great work is underway with them.” On the same day, General Jeffrey Harrigian, the head of the U.S. Central Command, confirmed the tight military coordination, adding that “we have in essence a common enemy, ISIS.” On the diplomatic level, the sixth round of the Syria peace talks took place in Geneva two weeks ago, and while no breakthroughs were made, there was incremental progress, according to UN Special Envoy Staffan de Mistura. In his statement to the UN Security Council on May 22, de Mistura was  particularly praiseworthy of the Astana negotiations on de-escalation zones, held by Russia, Turkey and Iran, and of the role of Russia in the overall process. Despite Donald Trump’s apparently hard line against Tehran,
it should be obvious to all that Iran has to be a key part of any effort to stabilize the region and eventually achieve peace. For the Arab-Islamic World, the Hope  for the Future Is the New Silk Road Dr. Ahmed Al-Kedidi, a former Tunisian diplomat and a longtime friend of the LaRouches, penned a lengthy article on the New Silk Road published on May 21 in major dailies in Qatar, Oman and in other Gulf countries, the day when Donald Trump was holding a summit meeting with the Gulf Cooperation Council (GCC) heads of state. Dr. Al-Kedidi begins the article by stating that “important events this week brought joy to me personally, because they confirmed for me that I was right in taking the decision, three decades ago, to join in the project for changing the evils of the unjust transatlantic world order, and replacing it with a new and just world order established on the foundations of cooperation and inclusion of all nations in development, and achieving lasting peace on the basis of connecting nations and continents through railway networks, bridges, tunnels, and facilitating the movement of people, goods, and ideas on land, sea and air.” Such was the policy Kedidi defended as a Tunisian diplomat in the 1980s, before he and others were forced into exile for political reasons. Today, he lives in Qatar. One of the new events which brought him renewed hope is “the participation of my honorable friend Mrs. Helga ZeppLaRouche, founder and chairwoman of the International Schiller Institute, in the Beijing forum last week upon the invitation of President of China, Xi Jinping, on the theme of reactivation the Silk Road, with the participation of many statesmen from different continents...” During the same week, he was also grateful to receive a gift from Hussein Askary: a book published by EIR with the title The New Silk Road Becomes the World Land-bridge . He was sent the Arabic version which had been translated by Askary, who is also the author of the section on the Middle East.
