The Economic Center of Gravity Shifts to the East Events of the past two weeks show a marked acceleration of the dynamic set in motion by China’s Belt and Road Initiative, which is drawing country after country on board, from Europe to Latin America, to foster real economic development. The highly successful Schiller Institute conference near Frankfurt on Nov. 25-26 (reported on in this week’s Supplement) dedicated to “Fulfilling Mankind’s Dream”, was followed by the “16+1” meeting in Budapest of Central and East European countries together with China, while a Belt and Road forum took place in Tbilisi, Georgia, with delegates from more than 60 countries, leading into the Nov. 30-Dec. 1 summit of the Shanghai Cooperation Organization in Sochi. Just to give a few highlights, in addition to the CEEC summit described below: * In Austria, the two parties now negotiating a coalition government (the People’s Party (ÖVP) and the Freedom Party (FPÖ) agreed on an infrastructure investment program which explicitly endorses an active role for Austria in the New Silk Road, by cooperating with China on projects in Asia, Europe, and Africa. * Chinese and Portuguese public companies signed a Memorandum of Understanding on Nov. 24 for a joint partnership to build rail and road projects in Portuguese-speaking countries in Africa, with the possibility of doing the same in Brazil. * In Japan, Shinzo Abe’s government, according to Yomi uri Shimbun , is considering supporting companies to carry out joint projects with Chinese companies in the “One Belt, One Road” economic areas, with an emphasis on energy saving and environmental cooperation; industrial advances; and improving the usability of distribution. This follows a marked improvement in relations between PM Abe and President Xi Jinping. * Interest in the New Silk Road has been spectacular in the recent period in Latin America, once considered Washington’s “back yard”. The Eleventh China-Latin America-Caribbean Business Summit (China-LAC), that was held in Punta del Este, Uruguay Nov. 30-Dec. 2, was primarily focused on the participation of Western Hemisphere nations in the Belt and Road Initiative. The impressive attendance, compared to last year’s event, is a testament to the tremendous attraction. Uruguayan President Tabare Vasquez set the tone for the discussion by identifying China as “the champion of international trade and a motor of global economic growth.”
* Africa has dreamed for decades of having a transcontinental rail corridor from Port Sudan on the Red Sea to Dakar, Senegal, on the Atlantic Ocean, running approximately 7,500 km. An agreement was just signed with Chinese companies for a feasibility study on the section in Sudan up to the border with Chad. In 2012, China’s CECC had agreed to build the section in Chad, but rebel activities have prevented progress so far. Meanwhile, rather than joining in the new dynamic, the trans-Atlantic “elites” are desperately attempting to maintain their primacy over the world and therefore to save their bankrupt financial system, which threatens to crash again at any time. They fear more than anything that Donald Trump could bring the United States fully into the new paradigm, which explains the relentless attacks against him. CEEC Summit in Budapest Prioritizes Belt and Road Cooperation The leading topic of the Nov. 27 summit of China and the Central and Eastern European Countries (CEEC), also known as the “16 + 1 Mechanism”, held in Budapest, was joint cooperation in the BRI. The participants at the event passed the “Budapest Guidelines for Cooperation between China and Central and Eastern European Countries”, which emphasizes “their willingness to continue to cooperate” within the BRI and to use 16+1 cooperation to “further develop synergies between the Belt and Road initiative and important initiatives such as the Investment Plan for Europe, as well as development plans of respective countries.” Each of the several leaders with whom Chinese Premier Li Keqiang held bilateral talks was eager to cooperate on infrastructure, transportation, power grids, etc. Li Keqiang and Hungary’s President Viktor Orban signed ten cooperation agreements on agriculture, e-commerce, finance, telecommunications, tourism, and education, among other areas. As for Serbia, the government began work on Nov. 28 on a China-funded railway line that will connect the capitals of Serbia and Hungary. This high-speed rail link between Belgrade and Budapest is slated to become the main transport route for Chinese goods that arrive by sea at the Greek port of Piraeus to other parts of Europe. Bulgarian Prime Minister Boyko Borissov welcomed investments from China as “beneficial for the Balkans”. On Dec. 6-7, he added, discussions would be held on financing a highway from the Adriatic Sea to the Black Sea, via Albania, Macedonia

and Bulgaria, a project he had also discussed with Greek Prime Minister Alexis Tsipras. Despite attempts by Brussels to undermine China’s influence overall, three western European countries sent observers to the Budapest summit: Greece, Austria and Switzerland. Indeed, a worried article in the Financial Times just before the CEEC summit, that accused the Chinese of trying to divide “Europe” between East and West was just the most prominent of much negative coverage in the mainstream media. China’s Global Times refuted that charge in a Nov. 28 article that quotes, among others, Wang Yiwei, a Europe expert at Renmin University, who noted that some nations in the CEEC do not receive enough aid from the EU. He pointed out that cooperation with China would promote collective prosperity in the region and, in that way, promote European integration. Helga Zepp-LaRouche Participates in Maritime Silk Road Forum in Guangdong The Chair of the international Schiller Institute Helga Zepp-LaRouche was one of the keynote speakers at a Nov. 28-30 21st Century Maritime Silk Road Forum held in Zhuhai, Guangdong, organized by the provincial government of Guangdong, and clearly inspired by the “Spirit of the New Silk Road”. ZeppLaRouche’s speech, with the title “The Belt and Road Initiative and the Dialogue of Cultures based on their higher Expressions,” was well received. As part of the Forum program, participants visited the Zhuhai City Planning Center, an exhibition of the grand design behind the industrial zones of Zhuhai and the surrounding region, which is “city-planning at its best,” as one of them commented. The high point of the trip was the visit to the Hong KongZhuhai-Macao Bridge, connecting Hong Kong on the east bank of the Pearl River Delta to Zhuhai and Macao on the west bank. The HZMB is the longest sea-crossing highway in China, and at 55km in length, includes the Main Bridge Project of 29.6 km, three Boundary Crossing Facilities at Hong Kong, Zhuhai and Macao, and three Link Roads to these three regions. The Bridge is almost finished after only eight years of construction and elicited 120 patents in groundbreaking engineering skills. “We are standing on a crucial part of the World Land-Bridge,” Helga Zepp-LaRouche commented. Zepp-LaRouche was also asked by Chinese TV CCTV on Dec. 2 to give her assessment of the recently concluded Communist Party Congress. Michael Flynn Plea Proves (Once Again) That “Russiagate” Is a Fraud While the usual media claim that the guilty plea coerced out of former National Security Adviser Michael Flynn for “lying to the FBI” moves the investigation one step closer to “getting” President Trump, what it actually exposes, is the failure of the more than one year witch hunt to come up with a shred of evidence to prove its original contention, i.e., that Russian President Putin “meddled” in the 2016 U.S. presidential election, and Donald Trump “colluded” with him, which allowed him to defeat Hillary Clinton. Michael Flynn admitted that, contrary to what he had originally told the FBI, he did discuss Barack Obama’s escalated sanctions policy against Russia as well as an upcoming UN Security Counsel resolution with Russia’s Ambassador to the United States, Sergey Kislyak. These conversations occurred after the election, during the transition period to a Trump administration, and there is nothing unusual or illegal about an incoming
presidential team discussing such matters with the ambassador of any country whatsoever. Especially since Flynn was attempting to influence Moscow’s policy in regard to the sanctions, and not vice versa. But now, it is asserted this discussion violated the Logan Act of 1799 (!), although that Act has never resulted in a conviction and is considered to be unconstitutional by many legal experts. A release from LaRouchePAC made the relevant point: Based on this example of prosecutorial fraud, “An incoming administration discussing relations with the other major nuclear superpower...and disagreeing with a present administration has now been made a federal crime.” This was explicitly stated in an editorial in the Establishment’s Washington Post , which accused Flynn of trying “to undermine President Obama’s policy” of sanctions against Russia by speaking with Kislyak. What the Flynn affair also illustrates is that the Obama administration and/or the FBI were obviously wiretapping members of the Trump transition team and making the information available to others, which is a major crime under U.S. law as well as a huge abuse of power. As our readers know, the whole story behind Russiagate was concocted by the highest levels of British intelligence and their puppets in the U.S. intelligence community under Obama, to portray Trump as either too soft on Putin, or subject to blackmail by the Russian leader. Since his election, it has been escalated to prevent him from entering into full collaboration with Russia and China on a variety of crucial strategic issues. The news of Flynn’s guilty plea now takes the focus away from the success of Trump’s diplomatic engagement with China’s Xi Jinping on his recent trip there, and the progress made through his collaboration with President Putin, in bringing peace to Syria. (Recall that President Obama fired General Michael Flynn, who was then head of the Defense Intelligence Agency, for denouncing American and British support of terrorist jihadis in Syria.) Moreover, Congressional investigators are closing in on the pivotal role of “ex”-MI6 operative Christopher Steele and Fusion GPS, who wrote and circulated the salacious anti-Trump dossier (with funding from the Clinton campaign), which was used by the FBI to launch extensive surveillance of the Trump campaign. Bundesbank Warns of Financial Stability Risk Although written in the usual understated banker language, the 2017 Financial Stability Review of the German Bundesbank sees risks of a financial meltdown, both in the event of a rise in interest rates and in the continuation of a low level of interest rates. There are several indications, according to the report, “that risk premiums are systematically too low and risks are therefore underestimated.” And given the low interest rates, the solvency of market participants tends to be overestimated. The Bundesbank review warns that “risks for the stability of the German financial system exist and could further increase” for the two reasons cited above. “That creates the danger that risks linked to reassessments of assets, changes in interest rates and credit risks emerge simultaneously and reinforce each other.” The critical state of German banks is shown by the fact that banks have increasingly borrowed at short-term and floating rates, while their investments are long-term and at fixed rates, which creates a dangerous imbalance in the event of a change in interest rates or external shocks. Particularly exposed, the report notes, are savings banks and credit unions. 83% of their claims have an original maturity of over five years, while the percentage for credit banks is only 47%. At the same time,

rates on overnight deposits “has significantly increased”. The rate of residential housing credits with a ten-year fixed rate has increased from 23% to 45% in the last 14 years. Should the interest rates rise, banks will be forced to pay yields on deposits that are higher than their return on those longterm investments. This represents a large systemic risk, given the volume of credits involved. At the same time, a continued low-interest policy “could increase the incentive to take increased risks in order to achieve higher returns”, which would in turn create further difficulties for the banks. The report analyzes the price dynamics of the residential housing market, noting with concern that housing prices in the largest German cities were overvalued by 15 to 30% in 2016, as compared to “only” 10-20% in 2015 (Data for 2017 are not available, but if the trend has continued, housing should currently be overpriced by 20-40%. ). While the Bundesbank is warning of systemic risks, the ECB is in a state of denial. Answering questions from members of the Economic and Monetary Committee of the European Parliament on Nov. 20, Mario Draghi said that he sees no bubbles and no systemic risk. To the question “What keeps you awake in the night”, in term of risks for the global financial stability, Draghi answered: “Do we see bubbles? Not so far.” Ignoring the stock market bubble, the corporate debt bubble and the household debt bubble, he concluded that “financial stability risks are localized…. They are not systemic.” Jeremy Corbyn to Morgan Stanley: “You’re Right, We Are a Threat” Of far great danger for British financial markets is a government led by Labour Party leader Jeremy Corbyn than a disorderly Brexit, according to a report released last week by the U.S. investment bank, Morgan Stanley. Indeed, the markets fear that if the government of Prime Minister Theresa May is unable to secure the deal it wants on leaving the EU, early elections could be called before the end of 2018, which could bring Jeremy Corbyn into Number 10 Downing Street. “The UK is in the midst of a double whammy of uncertainty in the shape of Brexit and a fragile domestic political situation,” the report states, according to the Guardian . “For the UK market, domestic politics may be perceived as a bigger risk than Brexit... given the fragile state of the current government and the perceived risks of an incoming Labour administration that could potentially embark on a radical change in policy direction.” More specifically, Morgan Stanley fears a Labour-led government would start nationalizing utility companies, including water and power companies, as well as postal services, telecommunications and travel companies, and would endanger the inflated speculative equity prices and derivatives. It is well known that the Labour Party’s shadow Chancellor, John McDonnell is a supporter of Glass Steagall bank separation. Taking the report as a compliment, Corbyn retorted: “You’re right, we are a threat”, charging that Morgan Stanley is part of the same “speculators and gamblers who crashed our economy in 2008... Nurses, teachers, shopworkers, builders, just about everyone is finding it harder to get by, while Morgan Stanley’s CEO paid himself £21.5m last year and UK banks paid out £15bn in bonuses. Corbyn blasted the Conservatives for protecting the interests of the banks and hedge funds, while pushing through “unnecessary and deeply damaging austerity”. As a result, there has
been “a crisis in our public services, falling wages and the longest decline in living standards for over 60 years.” Corbyn also pointed to Morgan Stanley’s $3.2 billion dollar settlement with US authorities for its role in the creation of flawed mortgage-backed bonds, and the bank’s four meetings with senior government figures, including Philip Hammond, the chancellor, last year. The “Success Story” of the EU in Ukraine: Depopulation and Poverty A special guest of the Nov. 25-26 Schiller Institute international conference was economist Natalia Vitrenko, a former People’s Deputy of Ukraine, current leader of the Progressive Socialist Party of Ukraine, and longstanding ally of the Schiller Institute. In her speech, Dr. Vitrenko reviewed what has happened in her country since the 2014 coup on the Maidan, led by fascist extremists and supported by the United States and most European countries, which continue to this day to back the illegal putsch. We cite a few of the specific figures she gave: * Real GDP, according to World Bank figures for 20142016, fell by one-half, to 50.9% of its 2013 level. Previously, the GDP had already been slashed under the liberal economic model dictated since 1992 by the IMF. * The integration process into the EU, begun in 2014, resulted in the loss of the huge Russian markets. «Entire sectors of our national economy have been lost as a result: rocketbuilding, ship-building, the aircraft industry, and the automotive industry. Machine-building was the powerful core of industry in Soviet Ukraine, comprising 30.5% of total industrial output in 1990. As of 2013, this share had fallen to 10%, and by 2016, to only 5.8% of a total industrial output which itself has fallen by 25% since 2014.” If the current policy continues, machine-building is expected to account for no more than 2% of industrial output in 2020. * Unemployment has increased accordingly, she showed, forcing at least 6 million Ukrainians to go abroad to find work, even before the fighting began in the Donbass. * The national currency (hryvnia) has been devalued by a factor of well over three, while prices, as shown by government statistics, nearly tripled (up by a factor of 2.72) over the past 3 years. The minimum wage in 2015-2016 stood at only half the value it had in 2013, and has since been raised slightly. * The monthly minimum pension imposed by the Poroshenko regime is less than half the 2013 level, and approximately one half of the pensioners in Ukraine receive that minimum level. Under the new pension reform adopted last month, as demanded by the IMF, the pension age has in effect been raised, and the actual amount of each pension reduced. * As a result, the population of Ukraine is dying off at horrific rates. “Ukraine ranks first in Europe in 2017 in the level of mental illnesses and the death rate of the population”, Vitrenko stated. Of the 52 million population of Ukraine in 1990, economists estimate today, based on levels of bread consumption (in the absence of any census since 1990), that no more than 25 million people live in Ukraine today. Those living in Crimea and the Donbass republics comprise 6 million of the overall loss, which means that “Ukraine has lost 21 million people since 1990 through emigration and the excess of deaths over births”. * The 2017 United Nations Human Development report notes that Ukraine fell from 50th place on the Human Development Index in 2015, to 84th place in 2016. The situation is indeed dire, which is why Nathalia Vitrenko,

her party, and most Ukrainians hope that the New Paradigm will soon also gain Ukraine, and put an end to its being used as a geopolitical toy. For cooperation to work, however, the fratricidal war must end, and the paramilitary groups and all forms of neo-Nazi ideology must be banned from the country. Is Vladimir Putin Directing a Grand Design for Southwest Asia? A number of moves by Russian President Vladimir Putin point in the direction of Russia becoming a leader of a new grand design for the post-ISIS era, which is certainly not a return to the pre-crisis conditions, but a complete overhaul of international policies as practiced in this region for the past 12 years. Ending regime-change policies and establishing cooperation among sovereign nation states is part of the new policy, on the sidelines of which China is playing a key role in post-war reconstruction efforts. On Nov. 20, Putin met with President Bashar Al-Assad in Sochi, to celebrate the victory over ISIS in practical terms, and plan for the new period. The two Presidents also headed a joint meeting of the General Staffs of their armies and their Defense Ministers. Following his talks with Assad, Putin had a one-hour phone call with Donald Trump, during which the latter voiced support for the Russian anti-terrorism efforts. Putin also called King Salman of Saudi Arabia, President El-Sisi of Egypt, and the Emir of Qatar to inform them of the talks. The following day, the Russian President held a summit meeting with the Presidents of Turkey and Iran, who are the main guarantors of the de-escalation process (excluding the fight against terrorist groups). Then, on Nov. 30, the Shanghai Cooperation Organization held its summit in Russia, with a special focus on the situation in Afghanistan and the Gulf. Before that, on Nov. 29, and in a surprise move, Russian Defense Minister Sergei Shoigu landed in Cairo to meet with President El-Sisi. A very special agreement was signed between the two countries to allow each country’s military to use the air bases of the other for a period of five years. While it is highly unlikely that the Egyptian Army would need to be deployed in Russian territories, Russia may well place part of its Air Force in Egypt. Last week, after the worst terrorist attack in Egyptian history hit Sinai, El-Sisi vowed to eliminate every trace of ISIS and terrorism from the Sinai Peninsula within three months, placing the overwhelming part of his army there to accomplish that mission. Given Russia’s success in Syria over the past two years, it could play an important role in Egypt’s operation. Another potential aspect of Egyptian-Russian military cooperation would be in Libya, the victim of Anglo-American regime-change policies, that handed over this once-stable country to ISIS and AlQaeda. This has had devastating consequences on its neighbor, with terrorists and weapons being infiltrated into Egypt. Russia’s grand design does not seem to be an attempt to replace the Americans as a military occupation force, as many western media claim, but to establish a new set of new alliances among independent nations cooperating to eliminate terrorism, and forging alliances for economic cooperation. China’s intention to extend the Belt and Road Initiative would complement such a military alliance with an economic aspect, which is indispensable for establishing peace and security. China’s Foreign Minister Wang Yi, pledged last week to help Syria in its reconstruction process, during a meeting with the Political Advisor to President Assad, Dr. Bouthaina Shaaban. Afghanistan is another war-ravaged country where two decades of U.S. and
NATO policies have resulted in a complete failure. Here too, Russia’s and China’s role can be key for stability and economic recovery. The Basics of LaRouche’s Economic Method At the international Schiller Institute conference of Nov. 25-26, Jason Ross, a leading member of Institute in the U.S., gave a succinct, non academic, overview of Lyndon LaRouche’s unique contribution to economic science, which it is useful to summarize for our readers. He began by raising the urgent need to replace the prevalent failed economic consensus in the transAtlantic sector by the physical economic method of LaRouche, whose discoveries have guided the development of what has become the new paradigm now sweeping the globe. From the fact that less than 0.2% of American economists were even close to forecasting the 2007-2008 blowout of the financial system, Ross pointed out, we can conclude that they must represent the most failed profession in existence. Indeed, they ignore the most crucial fact of economics: that the ultimate source of all economic progress is the creative capability of human beings, notably including their ability to discover universal physical principles and apply them to human society. One basic metric developed by LaRouche is potential relative population density, Ross explained. That refers to the number of people who could be living in a given area at a given time, a number that varies relative to the quality of the land, and the platform of economic activity. In terms of energy, that potential has increased as new sources were harnessed, progressing from wood fire, to hotter, purer charcoal fire, to the use of oil and gas, and on to nuclear energy, with thermonuclear fusion being the next great challenge to be mastered. LaRouche also introduced the notion of energy flux density to measure the intensity of energy use in an economy. After presenting those metrics, Ross took up specific stages of development of resources, stressing that there really are no “natural” resources; anything can become a resource when new knowledge allows them to be applied. Take the case of uranium, he said, as a resource whose value has changed as our knowledge has evolved. The Romans only used uranium for coloring glass 2,000 years ago, which made it more pleasing to the eye. The element’s next transformation, with a profound eventual impact on potential relative population density, was in solving the nitrogen crisis. Most farming depletes nitrogen in the soil, which was only replaced with crop rotation, saltpeter mines, or guano/manure. In 1909, Fritz Haber developed a technique to use the nitrogen that makes up 80% of the atmosphere for agriculture, with uranium serving as the catalyst for the chemical reaction. The next stage of the element was for power production, where the million-fold greater power of nuclear bonds over chemical ones is responsible for its far superior performance as a fuel.

Presenting to Europeans the prodigious opportunities offered to them by China’s Belt and Road Initiative, and making the case for enhanced cooperation between China and Europe to develop Africa and South-West Asia were two major objectives of the international conference organized by the Schiller Institute on Nov. 25-26 in the greater Frankfurt, Germany, area. By all accounts, those goals were met. For the 280 participants from over 30 countries committed to “fulfilling the dream of mankind”, it became clear that the “new paradigm” of win-win cooperation and mutual economic development is now unstoppable, despite the frenzied efforts of the trans-Atlantic geopolitical “elite” and their media to preserve their power. Over the course of the two days, the failure of the European Union policy was demonstrated time and again by various speakers, most notably as regards Eastern and Central Europe and Africa, as we shall outline. Another underlying theme of the proceedings in Bad Soden was the unique and crucial contribution Lyndon LaRouche has made to the science of physical economy, and how his method, while scorned for over 40 years in the trans-Atlantic world, has been successfully applied, in their own way, by the Chinese, in particular under the leadership of President Xi Jinping and his New Silk Road project. Of course, the mainstream media here claim that China is only pursuing its own attempting imperialist interests, the founder and chairwoman of the Schiller Institute, Helga ZeppLaRouche, noted in the keynote address to the conference, but they cannot completely cover up the fact that Beijing’s strategy has brought about stunning progress not only in China itself, but in all countries participating in the Belt and Road Initiative. She also stressed the importance of U.S. President Donald Trump’s recent visit to China which, as he put it, has put the two leading economies of the world behind the objective of “extending peace and prosperity to all other nations”. Mrs. LaRouche began with a reference to Gottfried Wilhelm Leibniz and his notion that we are living in the best of all possible worlds, which is a “very fundamental ontological conception”. By that, Leibniz meant that our universe has a tremendous potential for development and that the role of mankind is to further that potential. And it is because the “old world order” no longer allows for development, that the spirit of the New Silk Road has spread so quickly, under the impulse of China. The Schiller Institute, she emphasized, has fought since its inception for a cultural and scientific renaissance in the tradition of the Coincidentia Oppositorum (coincidence of the opposites) of Nicholas of Cusa, whereby the One has a higher order of magnitude than the many, and of Leibniz, which is coherent with the notion of “harmony” of Confucius. Helga Zepp-LaRouche was followed by Professor He Wenping, the director of African Studies at the Chinese Academy of Social Sciences, who gave a very lively overview of the development of Chinese policy since Deng Xiaoping. The goals outlined today by Xi Jinping are to achieve moderate prosperity for all
Chinese by 2020, as well as uplifting the living conditions of the rest of the world, and fighting corruption at home, within the Communist Party structures, which remains a big problem. She affirmed that China has said, “no” to military expansion, to a new colonialism, to any export of the Chinese model or ideological confrontations. The Belt and Road is no “China First” policy, she polemicized, but extends a win-win strategy to all other countries.
