The Department of State is taking steps to impose visa restrictions and revoke the visas of two (2) Transitional Presidential Council (TPC) members and their immediate family members (spouse and children). These actions are being taken due to the TPC member’s involvement in the operation of gangs and other criminal organizations in Haiti, including through interference with the Government of Haiti’s efforts to counter gangs designated as Foreign Terrorist Organizations (FTO) by the United States.
This action is taken under INA 212(a)(3)(C), which generally bars entrance to those whose entry or proposed activities have potentially serious adverse foreign policy consequences for our nation.
The United States remains committed to supporting Haiti’s stability and to partnering with Haitian authorities to fight gang violence in Haiti. The Haitian people have had enough with gang violence, destruction, and political infighting. The Trump Administration will promote accountability for those who continue to destabilize Haiti and the region.

His Excellency Sheikh Khalifa bin Ali bin Issa al-Harthy, Under Secretary for Political Affairs at the Foreign Ministry of Oman, welcomed Under Secretary of State for Political Affairs at the U.S. Department of State Allison Hooker and the accompanying U.S. delegation to Muscat, Oman, on January 25, 2026, for the third Strategic Dialogue between the Sultanate of Oman and the United States.
The United States and Omani delegations reaffirmed the strength of the U.S.-Oman partnership, one of the oldest in the Middle East, grounded in mutual respect, shared interests, and a longstanding commitment to regional peace, stability, and prosperity. Both sides underscored the importance of regular strategic dialogue as a platform for candid exchange, cooperation, and coordinated efforts on regional and global challenges.
The Strategic Dialogue advanced the shared U.S.-Oman commitment to supporting peace through diplomacy and dialogue, including efforts to reduce regional tensions and promote regional security.
In recognition of the 250th anniversary of U.S. independence, the delegations signed a Statement of Cooperation to celebrate Freedom 250, honoring more than two centuries of friendship and partnership. Both sides will pursue deeper bilateral cooperation in education and higher education, including academic partnerships and research collaboration, and agreed to organize a Knowledge Dialogue Forum to further explore cooperation with American universities on in-country educational programs and research.
The delegations welcomed the enduring benefits of the U.S.-Oman Free Trade Agreement (FTA) for U.S. and Omani companies from both countries, which conducted approximately $3.3 billion in trade in 2025, and applauded the resumption of regular sessions of the FTA Joint Committee in December 2024. Both sides noted the opening of the Oman Trade Office in the United States in 2025 and emphasized the importance of expanding two-way trade and investment to strengthen the U.S. economy and support Oman’s Vision 2040 goals. The delegations also took note of an MOU signed between the U.S. embassy and the American Chamber of Commerce of Oman that will further cooperation and exchange of business opportunities to the mutual benefit of the United States and Oman.
The delegations discussed opportunities to deepen commercial ties in sectors that strengthen Oman’s growing role in regional connectivity, including the logistics, aviation, and infrastructure sectors. The two sides committed to proactive government-to-government engagement to expand opportunities for U.S. companies and to facilitate investment.
Both countries welcomed Oman’s intention to accede to the Artemis Accords during the opening day of the Middle East Space Conference in Muscat, underscoring shared commitments to the peaceful, transparent, and responsible exploration and use of outer space. The two sides expressed interest in renewing cooperation under the U.S.-Oman Science and Technology Agreement.
The delegations discussed opportunities to strengthen secure, high-standard critical minerals supply chains, including Oman’s growing role in mining and mineral processing. The two sides also welcomed progress on a U.S.-Oman Critical Minerals Framework and looked forward to concluding it in the near term.
Both delegations underscored that trustworthy digital infrastructure is essential to economic growth, national security, and responsible AI development. They affirmed their intent to deepen collaboration between U.S. companies and Oman’s technology sector to attract U.S. investment and to facilitate regular, direct channels of engagement between U.S. firms and Oman’s strategic economic sectors. They emphasized the importance of sharing updates on emerging energy sectors and technologies and of identifying opportunities for further U.S-Oman collaboration.
The delegations welcomed advancements in building relationships between U.S. states and Oman, including our mutual intention to finalize a Sister Port MOU between the State of Louisiana and the Port of Duqm. This framework would promote and expand effective and mutually beneficial cooperation to enhance commercial exchanges and economic development in the Port of Duqm and the Ports of Louisiana. The delegations also recognized the growing ties between Oman and the U.S. state of Arizona, through the State Partnership Program, and agreed to continue to foster this subnational relationship.
The delegations discussed expanding exchange opportunities, including BridgeUSA programs that connect Omani talent to American experiences. The two sides also reviewed cooperation on museums and cultural heritage with the aim of enhancing such collaboration.
Oman and the United States concluded the Third Strategic Dialogue with a shared commitment to deepen their partnership across the political, economic, and cultural fields and affirmed their determination to build a more secure, prosperous, and peaceful future for the region and beyond.

The United States and the United Arab Emirates held their eleventh Economic Policy Dialogue in Abu Dhabi on January 15, 2026. His Excellency Saeed Mubarak Al Hajeri, Minister of State, in the UAE Ministry of Foreign Affairs and Under Secretary of State for Economic Affairs at the U.S. Department of State, Jacob Helberg, co-chaired the dialogue.
Trade and Investment
The 11th session of the Economic Policy Dialogue, underscored the strategic importance of bilateral trade and investment between the two countries, highlighting that the UAE is the largest U.S. trade partner in the Gulf region, a distinction the UAE has held for nearly two decades. — and that the United States maintains a significant trade surplus with the UAE.
The senior government officials emphasized that bilateral trade and investment, supported by clear regulatory pathways and market openness, makes both countries more prosperous. They praised growing cooperation in priority sectors including critical minerals, with a view to expanding value-chain cooperation, advanced technology, energy, manufacturing, and life sciences. They reiterated the UAE’s commitment to invest $1.4 trillion in the United States over the next decade, strengthening the UAE’s position as America’s largest regional economic partner.
Economic Impact
Direct trade relations have expanded significantly and support many jobs in both countries. Minister Al Hajeri highlighted that by 2024, total non-oil trade between the UAE and the U.S. surpassed $38 billion, and continues to make impressive strides as preliminary data for 2025 show that in the first half bilateral non-oil trade reached $19.3 billion, reflecting year-on-year growth of 3.4% – supporting key American industries such as energy, aviation, and technology.
Economic Security
The Under Secretary emphasized the importance of enhancing economic security and securing trusted supply chains. He highlighted the ways shared interests in advanced manufacturing, artificial intelligence, energy abundance, and digital infrastructure can strengthen our economic and national security alignment and maintain secure supply chains. Both sides also explored further collaboration on critical minerals, with the Under Secretary highlighting the UAE’s leadership on resilient supply chains and commitment to the Pax Silica framework. The delegations discussed coordinating investment in third-country projects to support diversified and resilient critical minerals supply chains.
Pax Silica and Connectivity
In line with shared efforts to strengthen economic stability and regional connectivity, the Under Secretary and the Minister of State also discussed how to operationalize the U.S.-led Pax Silica Declaration, which aims to build secure, resilient, and innovation-driven supply chains for technologies foundational to the AI era. The UAE officially joined the Pax Silica on January 14, 2026, underscoring the UAE’s leadership and early engagement in advancing resilient supply chains through investment, infrastructure development, and international partnerships. The United States and UAE further reiterated their support for the India-Middle East-Europe Economic Corridor (IMEC) particularly emphasizing the importance of increasing port and rail capacity.
Institutional and Multilateral Cooperation
The delegations held critical discussions on investment, trade, finance, business cooperation, intellectual property, tourism, digital economy, emerging technologies, energy and critical minerals, water, transportation, logistics, and infrastructure, as well as joint efforts to promote global energy abundance. The dialogue also covered cooperation between the two countries in advancing regional integration and in multilateral fora including the upcoming U.S.-led G20. His Excellency Al Hajeri and Under Secretary Helberg agreed to explore potential areas of cooperation among I2U2 countries including in energy security, critical minerals, and water security, in line with shared strategic priorities.
Artificial Intelligence and Advanced Technologies
Both sides reiterated their support for the U.S.-UAE AI Acceleration Partnership, which was signed during President Trump’s visit to the UAE in May 2025. The partnership created a pathway for U.S. companies to export advanced AI semiconductors to American entities in the UAE and trusted UAE entities while taking into account enhanced security requirements and the implementation of robust security measures, which unlocked significant Emirati investment into U.S. AI infrastructure, R&D centers, cloud architecture, and AI-enabled industrial applications.
The Minister and Under Secretary acknowledged the significant progress on the proposed five-gigawatt AI campus under construction in the UAE, which will be the world’s largest AI campus outside the United States. Technology companies, public and academic entities, and research centers in both nations are actively benefitting from this landmark initiative through expanding access to cutting-edge infrastructure and deeper innovation partnerships.
Financial Cooperation
The delegations discussed ongoing cooperation in AI and advanced technologies, the proposed Science and Technology Agreement, as well as joint research in quantum computing, genomics, and space exploration. Officials from both countries reaffirmed their shared commitment to fostering a dynamic, efficient investment environment that supports mutual growth and innovation. They also discussed ongoing efforts to address remaining trade barriers. In addition, officials reviewed ongoing bilateral collaboration to counter illicit finance, enhance sanctions coordination, and strengthen frameworks to safeguard the integrity of the global financial system, noting that they look forward to the formal inauguration of the UAE-U.S. Treasury Engagement Framework on illicit financing expected in 2026. UAE officials welcomed the announcement of the U.S. Treasury Department’s Known Investor pilot program for the Committee on Foreign Investment in the United States (CFIUS).
Water Security and Sustainability
Reflecting ongoing efforts to elevate the global water agenda and address water-related challenges, Minister Al Hajeri noted that the UAE looks forward to co-hosting the 2026 United Nations Water Conference at the end of 2026 with Senegal, further underscoring the UAE’s leadership on the global stage.
The two delegations reaffirmed the vital role of the Economic Policy Dialogue in maintaining strong cooperation and in advancing economic relations and partnerships between the United States and the UAE.

U.S. Under Secretary for Political Affairs Allison Hooker and Bahraini Acting Under Secretary for Political Affairs Shaikh Abdulla bin Ali Al Khalifa led the fifth U.S.-Bahrain Strategic Dialogue on January 26, 2026 in Manama. The annual event attests to the enduring strategic partnership between the two countries under the leadership of President Donald J. Trump and His Majesty King Hamad bin Isa Al Khalifa. The dialogue reflects the shared commitment of both countries to advancing peace, strengthening regional and maritime security, and expanding economic opportunities and prosperity.
Acting Under Secretary Shaikh Abdulla bin Ali Al Khalifa highlighted advances made through the Comprehensive Security Integration and Prosperity Agreement (C-SIPA) and the Crown Prince and Prime Minister Salman bin Hamad Al Khalifa’s July 2025 visit to the United States. Under Secretary Hooker highlighted the U.S.-Bahraini partnership as a model of cooperation to address regional and global challenges. Under Secretary Hooker congratulated Bahrain on its non-permanent membership on the United Nations Security Council for the 2026–2027 term and underscored U.S. readiness to work closely with Bahrain to advance international peace and security. The Under Secretary expressed appreciation for Bahrain’s decision to join the Board of Peace as a Founding Member, which highlights Bahrain’s commitment to support the full implementation of the Gaza Peace Plan. Both countries discussed shared strategic priorities, including the Abraham Accords, Iran, Yemen, Syria, and maritime security.
The Strategic Dialogue addressed cooperation in counterterrorism, law enforcement, and border security to confront evolving security challenges, including unmanned aircraft systems. Both sides reviewed progress made since the signing of the Enhanced Border Security Agreement in September 2025. This agreement safeguards both countries, deters illegal immigration, and stops the flow of drugs, trafficked individuals, and terrorists. The two governments highlighted the importance of confronting transnational threats from terrorist travel and terrorist financing. The United States commended Bahrain’s Tier 1 status in the Trafficking in Person’s report for the 8th consecutive year, demonstrating the Kingdom’s national efforts towards the protection of victims’ rights and strengthening legal frameworks.
The United States and Kingdom of Bahrain benefit from extensive and expanding economic and commercial ties. This partnership has generated economic growth, supported job creation, and fostered collaboration in emerging technology. In July 2025, Bahrain announced commitments to invest over $17 billion in new commercial deals, including purchasing Boeing aircraft and GE Aerospace engines, partnering with U.S. technology leaders such as Oracle and Cisco, investing in U.S. aluminum, and exploring peaceful nuclear cooperation. The two governments celebrated the signing of the Critical Minerals Framework which intends to strengthen both countries’ supply chains and opens new avenues for investment. This Framework will accelerate the secure supply of critical minerals and rare earths necessary to support industries, including advanced technologies, in both the United States and the Kingdom of Bahrain.
As the United States of America celebrates the 250th anniversary of its independence, it recognizes the longstanding partnership and friendship with the people of Bahrain. It is a relationship that dates to the establishment of the American Mission Hospital in 1889, during the reign of Shaikh Isa bin Ali Al Khalifa, whose leadership Bahrain commemorates in 2026. At the Strategic Dialogue, the two governments celebrated the signing of a Statement on Cooperation in the Field of Cultural Heritage to combat the criminal exploitation of the art and antiquities market. The United States and Bahrain committed to expanding educational and English language partnerships and possibilities for workforce development and internship programs that will drive prosperity in both nations. The delegations discussed opportunities to commemorate America’s 250th birthday through exchange programs, cultural events and preservation, and sports diplomacy.

The United States of America, along with 40 countries, gathered last week in Prague, the Czech Republic for a symposium designed to further advance the implementation of the reimposed United Nations Security Council resolutions (UNSCRs) on the Iranian regime. Participants discussed the full range of issues affecting UN Member State implementation of the renewed obligations. The symposium served as an opportunity to secure commitments from several attending countries that intend to receive country- and sector-specific technical security assistance from the United States to maximize the impact of sanctions on the Iranian regime.
The symposium featured discussions on the threats posed by the Iranian regime’s nuclear, ballistic missile, and conventional arms activities. Participants discussed the importance of using all relevant national measures and capabilities to implement the provisions enumerated in the restored resolutions more robustly. In view of the Iranian regime’s continued proliferation threat and the brutal crackdown on Iranian protestors, the United States and partners recognize the urgent need to promote universal implementation of the UNSCRs and associated restrictive measures on Iran’s proliferation activities.
The six UNSCRs – 1696, 1737, 1747, 1803, 1835, and 1929 – were reimposed on September 27, 2025, following the Iranian regime’s continuing “significant non-performance” of its nuclear commitments. The United States of America, along with 40 countries, gathered last week in Prague, the Czech Republic for a symposium designed to further advance the implementation of the reimposed United Nations Security Council resolutions (UNSCRs) on the Iranian regime. Participants discussed the full range of issues affecting UN Member State implementation of the renewed obligations. The symposium served as an opportunity to secure commitments from several attending countries that intend to receive country- and sector-specific technical security assistance from the United States to maximize the impact of sanctions on the Iranian regime.
The symposium featured discussions on the threats posed by the Iranian regime’s nuclear, ballistic missile, and conventional arms activities. Participants discussed the importance of using all relevant national measures and capabilities to implement the provisions enumerated in the restored resolutions more robustly. In view of the Iranian regime’s continued proliferation threat and the brutal crackdown on Iranian protestors, the United States and partners recognize the urgent need to promote universal implementation of the UNSCRs and associated restrictive measures on Iran’s proliferation activities.
The six UNSCRs – 1696, 1737, 1747, 1803, 1835, and 1929 – were reimposed on September 27, 2025, following the Iranian regime’s continuing “significant non-performance” of its nuclear commitments. Under Secretary for Economic Affairs Jacob Helberg led the sixth U.S.-Taiwan Economic Prosperity Partnership Dialogue (EPPD), conducted under the auspices of the American Institute in Taiwan (AIT) and the Taipei Economic and Cultural Representative Office in the United States (TECRO), on January 27, 2026.
Under Secretary Helberg was joined by representatives from across the U.S. government for discussions with Minister of Economic Affairs Kung Ming-hsin, Deputy Minister of Foreign Affairs Chen Ming-chi, Deputy Minister of Digital Affairs Isabel Hou, Deputy Minister of Education Liu Kuo-wei, TECRO Representative Alexander Tah-Ray Yui, and other Taiwan authorities.
Under Secretary Helberg and Minister Kung witnessed the signing by AIT and TECRO of a joint statement on the Pax Silica Declaration and U.S.-Taiwan Cooperation on Economic Security, which endorsed the principles of mutual prosperity, technological progress, and supply chain resilience. Taiwan is a vital partner on these and other important economic initiatives, and its advanced manufacturing sector plays a key role in fueling the AI revolution.
Both sides welcomed the dialogue as an opportunity to deepen economic cooperation and strengthen the robust economic partnership between our two economies. The dialogue featured exchanges on strategic alignment on supply chain security, including securing the supply chain across the AI tech stack, supporting trusted digital infrastructure, cooperation to facilitate unmanned aircraft systems component certification, and cooperation on critical minerals. Discussions focused on highlighting progress in responding to economic coercion, pursuing mutual cooperation in third countries, and addressing tax-related barriers to increase investment between the United States and Taiwan.
The inaugural EPPD occurred in November 2020 under the auspices of AIT and TECRO to advance cooperation on a broad range of economic issues and forge closer ties between the two economies.
