An Emergency Plan to Defeat Ebola

The LaRouche Political Action Committee in the United States,

in consultation with leading public-health specialists, has just

released a policy statement, to rally the forces necessary to

stop the Ebola crisis, in the framework of a full-scale, militarystyle

mobilization.

An effective plan requires implementation of the following

measures, at the very least:

* The establishment of an International Steering Committee,

comprised of American, Russian and other military planners

and biocontainment specialists, to coordinate a global,

top-down effort utilizing all available international resources to

contain and defeat the Ebola outbreak.

* To prevent the geographic spread of the epidemic into

other parts of Africa, the Caribbean, and elsewhere, the situation

in the current hot-zone countries must be brought under

control. This requires an emergency airlift styled on, but of an

even greater magnitude than the 1948 Berlin Airlift, to deliver

medical equipment, trained personnel, and adequate food supplies

to the region. Additionally, hospital ships from the United

States, Russia, China, and other nations must be moved to the

coast off West Africa and made available to treat the infected.

Just two U.S. hospital ships alone, would immediately provide

2,000 fully staffed treatment beds in a wholly contained environment.

When combined with the extensive medical facilities

aboard the U.S. Navy’s Nimitz-class aircraft carriers and amphibious

assault ships, joined by the those of other countries,

we could begin to bring down the death rate, and prevent the

geographic spread of infection.

* The launching of a global Manhattan Project, drawing in all

research specialists from around the world to rapidly develop,

test, and mass-produce a vaccine. Such an initiative would

eliminate time currently being wasted on duplication of efforts

and eliminate barriers between private and government labs,

while providing high standards of safe and effective testing. It

also provides the only possibility for producing the quantity of

vaccine doses necessary to effectively defeat the virus.

* Finally, preemptive plans to allow immediate detection and

treatment of new cases of Ebola outside the current hot zone

must be put in place worldwide, with each nation establishing

adequate treatment facilities of varied levels. The gross errors

in treating Ebola infection in Texas showed the collapse of public

health infrastructure in the U.S.

All of these actions, though preliminary in nature, will at least

move the world into an effective paradigm to avert a catastrophe

on the scale of a global 21st Century Black Death. They do

not address the economic disintegration imposed on the world,

but they are a start.

The LaRouche PAC notes that President Obama has systematically

downplayed the dangers, and refused to take the

necessary measures, which means he should be removed from

power at once.

Cheminade Proposes a French-Russian

Initiative to Fight Ebola

Jacques Cheminade issued a proposal on Oct. 22 for the deployment

to Africa of a Mistral class helicopter carrier, the

Vladivostok, one of two such French ships ordered by Russia in

2011 and built in France. Delivery of the Vladivostok, scheduled

for late October, was suspended in September because of

the suicidal sanctions on Russia imposed by the EU, and it is

now sitting in the Saint-Nazaire port waiting to be delivered.

For the moment, the helicopter carrier is not equipped with

any weapons, Cheminade states, and “could quickly be refitted

as a floating military hospital, housing up to 69 beds, and

deliver enormous services from off the African coast. The helicopters

would enable the deployment of medical care and

skilled medical personnel to the most remote regions, which

are the most affected.”

Cheminde’s proposal was posted, with an endorsement, on

the website of Saint Nazaire Infos.

China’s Premier Li Urges Europe

To Join Silk Road, During European Tour

At the Oct. 16-17 summit of the Asia-Europe Meeting (ASEM)

in Milan, Italy, Chinese Premier Li Keqiang urged European participation

in the “One Belt One Road”--”Silk Road Economic

Belt” and the “Maritime Silk Road,” according to BRICS Post.

At the conclusion of the two-day summit, EU and Asian leaders

pledged to promote economic cooperation through greater

connectivity between Europe and Asia.

Li stressed that “2,000 years ago, the ancient Silk Road linked

Asia with Europe and connected the civilizations of the East

with the West. The Renaissance and the Enlightenment movement

in Europe benefited from the ancient oriental wisdom,

and the modernization of Asia was a process of learning from

Western science, technology and industrial revolution. With the

West learning from the East, and the East learning from the

West, Asia and Europe have exchanged with and complemented

each other, promoting development of the human society.”

Launched in 1996, the ASEM now includes 53 countries, following

the accession of Kazakhstan and Croatia.

While urging Europe to join this grand endeavor, Beijing

has made it clear that it does not support the European Union

sanctions against Russia. During the Chinese Premier’s visit to

Moscow earlier in the week, those Russian banks hit by sanctions

-- Vnesheconombank, VTB, Rosselkhozbank -- received

financing from Exim Bank of China.

Russia and China also signed several multibillion-dollar deals

on Oct. 13, including nuclear energy, finance, tourism, and

high-speed railways, in addition to the agreement on gas deliveries

to China via the eastern route.

Zepp-LaRouche to Xinhua: China and Germany

Should Promote a Scientific Renaissance

Xinhua, the official news agency of the People’s Republic of

China, on Oct. 15 published on its website an exchange with

Schiller Institute President Helga Zepp-LaRouche, shortly after

Premier Li Keqiang finished his visit to Germany, where he participated

in a major conference in Hamburg titled “China Meets

Europe” (cf. SAS 42-43/14), before leaving for the ASEM

meeting in Italy.

In light of the fact that 2015 has been declared the Year of

China-Germany Innovative Cooperation, the news agency asked

Mrs. Zepp-LaRouche how she sees the future of such cooperation.

She replied that the German economy is presently being

hit by several negative factors, “the exit from nuclear energy

without having an adequate replacement, the effects of the crisis

in the Eurozone, and the sanctions against Russia.” Therefore,

it is important to focus on innovation, “especially in areas

such as space science and fusion technology and other areas of

high energy flux density,” because they would allow qualitative

jumps in the productivity of the production process.

“The good thing is that both China and Germany have realized

at different times economic miracles, which astounded the

world, and both of these miracles were based on very similar

economic principles. It would only be to the advantage of the

entire world, if the China-Germany Innovative Cooperation Year

2015 leads to a new scientific renaissance, and evokes an explosion

of creativity, especially among the young generation.”

Xinhua also asked what role Germany could play in connecting

China and Europe, to which Zepp-LaRouche answered: “The

great German philosopher Gottfried Leibniz, who was very fond

of China, always said that Europe and China were the two advanced

civilizations at two ends of the Eurasian continent, and

that if they were to join hands and work together, they could

uplift all the countries in between. That is exactly what the New

Silk Road- and the Maritime Silk Road-conception will facilitate.”

Zepp-LaRouche believes that when Europeans “encounter the

tremendous sense of optimism, that emanates from the transformation

in China over the past 30 years,” they will also become

optimistic. She also recommended that “Europe can only

benefit from the study of Confucian philosophy and principles,

which by the way, are very similiar to Leibnizian ideas.”

In addition, Zepp-LaRouche stressed the importance for China

and Germany to work together with other countries to defeat

the ISIS threat and bring stability to South-West Asia, through

the extension of the New Silk Road to the entire region.

Asian Infrastructure Investment Bank

Founded in Beijing

A major event took place on Oct. 24, when representatives

of 21 Asian countries, meeting in Beijing, signed a Memorandum

of Understanding on establishing the Asian Infrastructure

Investment Bank (AIIB). The explicit purpose of the bank is

to finance infrastructure projects in Asia, an approach which

the World Bank and the Asian Development Bank, both heavily

dominated the West, have refused to take.

The AIIB’s authorized capital is $100 billion, and the initial

subscribed capital will likely be $50 billion, with a 20% paid-in

ratio. The founding members are expected to complete signing

and ratification the required documents by the end of 2015, so

that the AIIB can be formally established by then.

The 21 founding member states are: Bangladesh, Brunei,

Cambodia, China, India, Kazakhstan, Kuwait, Laos, Malaysia,

Mongolia, Myanmar, Nepal, Oman, Pakistan, the Philippines,

Qatar, Singapore, Sri Lanka, Thailand, Uzbekistan, and Vietnam.

Chinese authorities have stressed that the new bank is

open to other participants as well.

At least for now, Japan, Indonesia and South Korea, under

heavy pressure from Washington, did not join the bank.

However, South Korea, in spite of the “carrots” offered by the

Obama Administration, may well become a member once the

structures of the AIIB are better defined.

As for Australia, the Obama Administration, and Secretary

of State John Kerry personally arm-twisted the Prime Minister

into cancelling the country’s long-standing plans to sign

the MOU. Sources in the White House have confirmed that the

AIIB, together with developments in the BRICS and the Shanghai

Cooperation Organization, will weaken the vise-grip of the

“Washington Consensus,” under which trans-Atlantic central

banks and the IMF practice a global financial dictatorship.

However, Chinese President Xi Jinping is not buying into the

polemic. He told delegates after the ceremony: “In China we

have a folk saying, that if you would like to get rich, build

roads first, and I believe that is a very vivid description of the

very importance of infrastructure to economic development.”

He stressed that the AIIB would follow multilateral rules and

procedures, and “learn from the World Bank and the Asia Development

Bank and other existing multilateral development

institutions in their good practices.”

After the ECB Stress Tests: a New Pecora

Committee Is Urgent

As expected, the so-called stress tests and asset quality review

(AQR) carried out by the European Central Bank resulted in

a giant deception operation, aimed at leaving the speculative

bubble untouched. Capital ratio standards were defined for socalled

“Risk Weighted Assets” (RWA), which are loans, whereas

financial trading was excluded. As a result, banks whose balance

sheets carry a lot of speculative operations made out

much better than prudent banks with a proportionally larger

RWA section of their balance sheet.

Furthermore, the ECB used the banks’ own data to assess

their risks, although it is well known that the weighing methods

vary greatly; a prudent banker would assess as high-risk

the same paper that another banker considers low-risk. In this

game, prudent banks pull the shorter straw, and speculative

banks win.

Of the 130 Eurozone banks inspected, all but 25 had sufficient

capital at the end of 2013, and 12 of those had eliminated

their shortfall by the report’s release, according to the ECB,

leaving a mere 13 banks with insufficient capital to handle a

new financial crisis.

To highlight the fraud: the balance sheet of Deutsche Bank is

twice as big as that of Unicredit or Banca Intesa, but it has less

RWA. Of its EU1.5 trillion balance sheet, only 20% is considered

RWA, which means that EU1.2 trillion in financial trading

(bonds, derivatives, etc.) were not taken into account. Thus,

Deutsche Bank was able to pass the stress test with only EU47

billion capital. In reality, taking into account all assets, including

those not risk-weighted (leverage ratio), the capital ratio

of Deutsche Bank barely reaches 3%, as German economist

Martin Hellwig has exposed.

In contrast, eight Italian saving banks and credit trusts were

included in the list of banks with a capital shortfall. Of those,

seven have already been recapitalized and one, Cassa di Risparmio

di Genova (Carige), must now do so. A ninth Italian bank,

Monte dei Paschi di Siena, is actually so bankrupt that it will

probably be merged.

According to the absurd findings of the ECB, the European

banking system only needs EU9.5 billion to be “safe” from systemic

shocks. But in the textbook case of Deutsche Bank, that

figure would not even cover 1% of the losses on its trading

portfolio. Moreover, the tests did not take into account deflation

and the effect of Russian sanctions.

At the same time, the real high-risk part of the financial

economy is de facto ignored. The European Banking Union

is created on a bankrupt financial bubble with not even the

pretense of regulating it. Monetary authorities are heading towards

the next global financial crisis without a Plan B, due to

their refusal to consider the available solution: bank separation

a la Glass-Steagall. This is matter for a parliamentary investigating

committee, a new “Pecora committee”.

Vladimir Putin Delivers Sober Analysis

of NATO’s War Provocations

Russian President Vladimir Putin used the occasion of the annual

Valdai Club dialogue in Sochi Oct. 24, to deliver a sweeping

assessment of the present danger of global war and the efforts

that Russia is taking to avert that avoidable outcome. Coverage

of his speech in the Western media was either slanderous mischaracterization

(“Putin is blackmailing the West”) or simply

non-existent.

The essence of Putin’s message was that the Western powers,

particularly the United States, are tearing apart the world

order and attempting to impose a unilateral “take it or leave it”

system that violates all of the core principles of the post-World

War II order that was established to avoid thermonuclear holocaust.

For example, in 2002, Washington cancelled the ABM

Treaty and proceeded to build a unilateral global missile defense

system, while developing new, precision high-intensity

conventional weapons.

He detailed the West’s promotion of Islamist terrorism dating

back to the Afghanistan war of the 1980s. And today, the

West is promoting radical jihadists and the revival of neo-Nazi

movements, which will turn on their sponsors at some point

soon.

He blasted the policy of “regime change” that has torn apart

the core principle of national sovereignty, citing the case of

Syria as the most clear, ongoing example.

To that picture, Putin juxtaposed the emergence of new cooperative

arrangements, such as the Shanghai Cooperation Organization,

the BRICS and the Eurasian Economic Union, bringing

together nations which are looking to develop bilateral and

multilateral trade agreements outside the control of the dollar.

That, he said, is in part in response to the out-of-control use

of punitive sanctions against any nations that dare to challenge

the new unipolar system.

Putin’s warnings of the danger of global war came at a moment

when events on the ground in the Middle East were proving

his case. The escalating conflicts in Syria, Iraq and Libya

all moved in a direction where a much larger regional conflict

could erupt at any moment. Turkey remained at odds with its

NATO partners, in still blocking Kurdish fighters from entering

northern Syria, where the town of Kobani remains under siege

by the Islamic State.

According to news accounts, one of the IS’s most accomplished

military commanders, Omar Al-Shishani, is being sent

to take over the Kobani offensive. He is a Chechen who has

vowed repeatedly to bring the jihad back to the Caucasus to

bring down Vladimir Putin.

Stop the Transformation of Ukraine

into a Neo-Nazi State!

The Oct. 18-19 international conference of the Schiller Institute

passed the following resolution, proposed by Natalia Vitrenko,

chairwoman of the Progressive Socialist Party of Ukraine. A

report on the conference is provided in our supplement.

“We, the participants in the conference, representing various

countries from every continent on Earth, have assembled in

Germany to develop constructive proposals for the effective

development of the world economy, guarantees of national

sovereignty, the defense of human rights, and the steady improvement

of people’s welfare throughout the planet.

“Artificially instigated armed conflicts and a policy of imposing

sanctions, however, threaten peace and stability. The tragic

events in Ukraine are of particular concern to the conference

participants.

“A coup d’état made by force of arms, the accession of outright

Nazis to power, a fratricidal civil war, Russophobia, political

repressions, a catastrophic collapse of the economy and the

destruction of vital infrastructure in the South and East, are

indisputable facts of the present situation in Ukraine.

“Moreover the dynamic of political processes is such that

Ukraine could become the incendiary device that ignites World

War III. This threat stems from Ukraine’s having ceased, as a

nation, to fulfill its obligations respecting the norms and principles

of international law.

“Contrary to the UN Charter, the Universal Declaration on

Human Rights, the International Covenant on Civil and Political

Rights, the European Convention on Human Rights, the

Charter and Judgment of the Nuremberg International Military

Tribunal, and numerous conventions banning discrimination on

national, religious, political, and ethnic grounds, the Ukrainian

regime is rehabilitating a Nazi ideology, symbols, and the Organization

of Ukrainian Nationalists and Ukrainian Insurgent

Army collaborationists, is encouraging the activity of neo-Nazi

parties and movements, and allows neo-Nazi rallies to be conducted

throughout the country.

“We, the participants in the conference, in defense of peace,

the free development of countries and peoples, and human

rights and security for the world community, believe that the

United Nations, the OSCE, the Council of Europe, and the European

Parliament, as well as human rights and other public

organizations in all countries, must unite and prevent the transformation

of Ukraine into an aggressive, dictatorial, neo-Nazi

state. Let us unite to save mankind!”

Fatal Plane Crash of de Margerie

Raises Suspicions

When three dramatic events of strategic relevance occur in the

space of a few days, competent intelligence analysts look for a

pattern beyond the mere appearance of isolated events.

* On Monday, Oct. 20, the head of the French oil company

Total, Christophe de Margerie, was killed when his private jet

struck a snowplow during takeoff at the Moscow airport Vnukovo;

* On Tuesday, Oct. 21, there was a bomb threat against the

President of the Irish Republic, Michael D. Higgins, and his official

residence had to be evacuated. Higgins, an outspoken critic

of the trans-Atlantic financial system and of the war party.

* On Wednesday, Oct. 22, an armed man assaulted the Canadian

Parliament in Ottawa, killing one security guard and posing

a serious threat to the life of the Prime Minister, who was

inside the building.

If you scratch below the surface of these apparently isolated

events, a circumstantial connection seems to emerge.

De Margerie was a key player in a strategic phase of Russian-

European relations. The head of Total had fiercely opposed

sanctions, and had recently supported a proposal by French

Finance Minister Sapin to pay for Russian oil and gas supplies in

currencies other than the dollar. His death shocked the French

elite, and although no one in France has publically raised the

suspicion of a political assassination, precisely that is on the

minds of those who oppose the showdown with Russia.

In Italy, commentators have compared de Margerie’s person

and his death to Enrico Mattei, the Italian industrialist leader

whose death in 1962 was conclusively proven to have been

caused by a bomb placed aboard his private jet.

Jacques Cheminade’s call to the French government and Total

to continue de Margerie’s policy of cooperation with Russia

was published entirely and twitted by Ria Novosti.

The attack in Ottawa, which kept the Parliament under siege

for several hours, was carried out by one Michael Zehaf-Bibeau,

a convicted felon who was under police watch and has

all the features of a “Manchurian candidate”. His father, Bulgasem

Zehaf, is a Quebec businessman who fought in 2011

in Libya under Mahdi al-Harati, in the battle of Zawiwah. Al-

Harati eventually became the deputy commander of the Tripoli

Military Council and went to Syria to fight against Assad. After

his return, he became mayor of Tripoli and opposed the elected

national Congress.

Zehaf-Bibeau is thus identified as a zombie-product of a terror

network which has been created and steered by the U.S.-

Anglo-Saudi alliance. That same alliance has pushed the conflict

with Russia and dictated the relevant EU sanctions.

Brazilians Opt for the BRICS,

Re-elect President Rousseff

The victory of Dilma Rousseff in the Oct. 26 Brazilian presidential

elections has defeated the blatant Anglo-American attempt

to pull Brazil out of the BRICS and South America’s integration

projects, through the election of her monetartist opponent,

Aecio Neves.

EIR’s support for Rousseff was widely reported in Brazil,

contributing to her re-election. Indeed, on Oct. 20, a widely

read newspaper, Jornal do Brasil, published an article reporting,

at some length, on EIR’s evaluation that “the strategic stakes

in Brazil’s election” come down to the fight over whether Brazil

will take off economically as part of the global renaissance

kicked off by the BRICS, or will perish under the dying trans-

Atlantic financial system.

The Jornal detailed for its large audience the crucial issues

raised by EIR, “an American journal known for its political

analysis.” EIR backs President Dilma Rousseff’s reelection, JB

writes, because in alliance with the BRICS, Brazil can “overcome

more than 25 years of subjugation to supranational financial

dictatorship,” and thus unleash its great scientific and

industrial capabilities. On the contrary, the daily notes, London

backs Rousseff’s adversary, Aecio Neves, and his ally Marina

Silva, in order to “subjugate Brazil and prevent the country and

Latin America from continuing to develop.”

Both The Economist of London and the Financial Times campaigned

for Neves, the latter calling the election “a war” over

the world’s second-biggest emerging market.

In the final period leading to the runoff, former President

Lula da Silva played a leading role in Rousseff’s campaign, emphasizing

that The Economist speaks for the bankers of the

City of London who back Aecio, while Dilma backs the people.

Japan Gives Maglev Train Green Light

Japan is on its way to becoming the first nation to build a national

magnetic levitated train system. On Oct. 17, the Ministry

of Transport approved plans to build a maglev line from the

capital, Tokyo, to the industrial hub of Nagoya, which could

then be extended to Osaka, thus covering the most densely

populated region of the Japanese island.

In making the announcement, the Central Japan Railway Co.

which will build the new line, said the travel time on the 286

km Tokyo-Nagoya stretch will be reduced to 40 minutes, compared

to nearly 90 minutes now, with the latest generation of

Bullet Train. The company hopes to begin construction next

year, and to complete the line to Nagoya by 2027. The entire

project, including the extension to Osaka, is expected to cost

close to $100 billion dollars.

Some two weeks before the official approval, Japan had celebrated

the 50th anniversary of the opening of the original Tokyo-

Osaka bullet train line, the world’s first high-speed train.

U.S. Eyeing Japanese Maglev Technology

for East Coast Traffic

In the United States, where high-speed rail traffic is non existent,

there is a small, but militant lobby in favor of building

maglev lines. The company Northeast Maglev is promoting construction

of such a magnetic levitation train on the East Coast

of the U.S., covering the highly congested Washington-New

York-Boston route.

The company proposes to begin with a line between the capital

of the United States and Baltimore, Maryland, a stretch of

64 km which could be covered in 15 minutes. Should the line

be extended to New York, according to Northeast Maglev’s CEO

Wayne Rogers would connect the two cities in 60 minutes by

train, seriously defying air travel.

Just last week, a delegation of enthusiastic Americans went

to Japan to take a ride on the test maglev there. Amon them

were former Christie Todd Whitman of New Jersey, former

Governor George E. Pataki of New York and former Governor

Edward G. Rendell of Pennsylvania, three states which would

benefit enormously from such a high-speed line.

The maglev lobby is more optimistic since Japan has offered

to put up $5 billion of the $10 billion cost for the initial Washington

to Baltimore route.

The above title was the theme of the international Schiller

Institute conference held near Frankfurt, Germany, on Oct.

18-19 with delegates from China, Russia, India, the Middle

East, Africa, Australia, Europe and North America. It was a

historical event not only because of the celebration of the 30th

anniversary of the Schiller Institute (SI), but also because, over

the course of 2014, the SI’s original call in 1984 for a new, just

world economic order took on a concrete dimension around

the BRICS group.

That dynamic was welcomed and elaborated on by the speakers

and participants at the Frankfurt conference. The keynote

address was given by Helga Zepp-LaRouche, the founder of the

international Schiller Institute, who contrasted the perspective

of the BRICS to the three simultaneous mortal threats to the

world – the Ebola pandemic, international terrorism, such as

embodied by the Islamic State, and the blowout of the global

financial system. While the bankrupt trans-Atlantic financial

and economic system has only terror, war, hunger and disease

to offer, the BRICS Group is committed to developing the real

economy and is setting up a true alternative to the monetarist

system by creating various development banks, independent of

the IMF and World Bank.

The New Silk Road and its extension in the world land-bridge,

Zepp-LaRouche said, as well as the Chinese lunar program offer

mankind the possibility to enter into a new era of respect

of national sovereignty and promotion of the general welfare

for all, through mutually beneficial cooperation, where war is

excluded. A resolution asserting the urgent need to neutralize

these three threats was unanimously adopted by the participants

(see below).

It is impossible in this short space to do justice to the more

than 20 speeches that were given during the two day conference,

and of the wide-ranging, frank discussion periods with

the audience. However, the videos as well as the written texts

What was unique about the SI conference, as noted by a

number of the speakers who regularly attend conferences

worldwide, was the firm commitment of participants to actually

make the required changes happen, as well as the emphasis

on the cultural paradigm and the image of man needed to

break out of the current decline.

China’s Conception of the Inclusive New Silk Road

The concrete perspective of the New Silk Road, or the “One

Belt and One Road” project, as President Xi Jinping has dubbed

it, was presented in detail by Professor Shi Ze, the Director for

International Energy Strategy Studies, and a China Institute of

International Studies Senior Fellow. He insisted in particular on

the model of international cooperation required to realize the

project, which must comply with China’s new concept of “justice

before profit”. The SI conference is really the only one in Europe

which has gone into this issue, as stressed by Prof. Shi.

The standpoint of China, which is the driving force for development,

was also presented under another angle, by Pei Hoa,

Director of the Research Division of the China Soong Ching

Ling Foundation, and by Chen Bo, Deputy Director of International

Affairs of the same cultural Foundation, which is dedicated

to the memory of Sun Yat Sen’s wife. In appreciation of

the SI’s work for classical culture, they both presented Helga

Zepp-LaRouche a model of the famous well-tempered chimes

of ancient China.

How India stands to directly benefit from the dynamic of the

BRICS was described by Jayshree Sengupta, Senior Fellow of

the Observer Research Foundation in New Delhi, who is optimistic

about the chances of ending once and for all the totally

failed policy of financial globalization.

Two speakers from Iran, a country which is firmly orienting

to the BRICS, spoke of the perspective from their country: Dr.

Fatemeh Hashemi, Secretary General of the Women’s Solidarity

Association in Tehran, and Saaed Katibzadeh, who heads the

Berlin office of the Institute of Political and International Studies,

both of whom pointed to the role of Persia in the original

Silk Road. Africans are also looking to the BRICS, in particular

to fund real development projects in their countries, as presented

by the Secretary General of the Pan-African League-

Umoja Diogène Senny.

Participants were briefed on the political fight ongoing in

Australia from Robert Barwick, who headed the delegation of

the Citizens Electoral Council to the conference. He pleaded

strongly for his country to cease being a pawn in the British

Empire’s grand strategy against China, and to join in the BRICS

dynamic. A message was received from the former Prime Minister

Malcolm Fraser of Australia, who called on the West to

recognize “its mistakes”, including the attempt to marginalize

Russia and the wars launched over the past 20 years by the

United States, in particular.

Restabilizing the Globe in a Multipolar World

Different aspects of the acute dangers emanating from

South-West Asia, not least due to the blatant double standards

applied by the West, demonizing independent governments and

supporting jihadist groups and financiers, were presented by

Colonel Alain Corvez (ret.) the former advisor to the General

in Command of the United Nations Forces in Lebanon, and Ali

Rastbeen, the founder and president of the Paris Academy of

Geopolitics. Adding to the strategic picture, the American Ray

McGovern, a former analyst of the CIA and a founding member

of VIPS (Veteran Intelligence Professionals for Sanity, an association

of former intelligence and military officials), laid out

the push for dictatorship in the United States, and the need to

re-establish the Constitution.

The insanity of the rabid anti-Russian policy of the West was

prominently denounced by Helga Zepp-LaRouche in her opening

speech, and referenced by a number of other speakers, but

most dramatically so by Ukrainian economist Natalia Vitrenko,

Chairwoman of the Progressive Socialist Party of Ukraine, who

described the extremely dangerous Western policy of support

for extremist, neo-nazi groups in order to weaken Russia.

Later in the proceedings, she proposed a resolution which was

adopted by the participants (cf. page 3 of this SAS).

Greetings were received from Mikhail Titarenko, Director of

the Institute of Far East Studies of the Russian Academy of

Sciences, who praised the work of the SI (cf. below), and a

video-message was shown from Malaysian Chandra Mazaffar,

chairman of the organization “Just International” which opposes

the unipolar world.

What Role for Europe in the New Paradigm

Otherwise, what Europe’s role currently is not, but should

become, was presented by Jacques Cheminade, former French

presidential candidate and chairman of the Solidarité et Progrès

party. Similarly, the head of the Independent Greeks party,

Panos Kammenos, described how the policy of the EU Troika

has destroyed his country and will do so in the other EU countries

as well. China, he showed, is already active in the Greek

economy, because his country could become a key maritime

link in East-West trade.

Italian economist Antonino Galloni, advisor to the National

Institute of Social Welfare, went into the policy of Enrico Mattei

as a potential model for North-South and East-West relations.

An highly instructive overview of how Germany could contribute

to rebuilding the world economy was given by Dr. Dieter

Ameling, President until 2008 of the German Steel Federation.

But for that to happen, the green ideology would have to be

overturned.

To the spirit of the needed infrastructure development in

Europe, two presentations were dedicated. Professor Enzo

Siviero, Member of the Italian National Council of Universities

from Venice, and a top expert on bridge building, presented a

project for linking Europe to North Africa, via a bridge running

from Sicily to Tunisia. From Serbia, Professor Milena Nikolic

of the Higher Education Institute for Applied Studies, and Dragan

Duncic, of the Republic Agency for Spatial Planning, both

from Belgrade, reported on the project of the Danube, Morava-

Vardar-Axios-Aegean Waterway, and how that fits into China’s

Silk Road project.

Science Drivers for a New Economic Miracle

Ending the two day conference was a fascinating panel dedicated

to science and technology. Dr. Wangsou Wu, the dean of

the School of Nuclear Science and Technology in China’s Lanzhou

University, who was unable to attend at the last minute

for administrative reasons, sent a speech on the “Future Perspectives

of Nuclear Energy in the New Era of the Silk Road”.

He stressed in particular the need to train a skilled workforce

very quickly, in order to handle the ambitious Chinese nuclear

energy program.

The panel included three representatives of the Schiller Institute:

Jason Ross, Toni Kästner, and Dr. Wolfgang Lillge. Ross,

from the LaRouche science team in the United States, spoke of

a fusion power economy and, in that respect, of the importance

of the Chinese Lunar program, which aims to mine Helium 3

on the Moon, to be used to power fusion reactors on Earth.

An idea of how not only Germany, but all of Europe, should

cooperate on science drivers and technology with Russia and

China was given by Kästner, the Chairman of the Fusion Energy

Foundation in Germany.

The final presentation went into the immediate life-and-death

issue of how to fight the Ebola virus, and other pandemics that

threaten all of mankind due to the lack of economic development

and hunger. Dr. Wolfgang Lillge, editor-in-chief of Fusion

magazine in Germany, showed, in particular, how it would have

been possible to prevent Ebola from spreading after the first

cases broke out, as well as the crash program now required to

stop it in West Africa.

In a certain sense, the high point of the conference was the

performance on Saturday evening, in an informal setting, of

excerpts of the Beethoven opera Fidelio, by solists and the

Schiller Institute chorus.

This crowning achievement of classical culture worldwide is

a hymn to the fight for freedom, justice and true agapic love, as

embodied by Leonore (Fidelio), who frees her husband, a political

prisoner, and by extension, humanity from tyranny.

please accept congratulations and best wishes from me

personally, as well as from the many scholars at our Russian

Academy of Sciences Institute of Far East Studies who know

your work and activity.

For many years, you and your Institute have been doing exceptionally

important work to shape a new international economic

order and improve the world climate.

The projects of the Schiller Institute – particularly those related

to the economic belt of the Great Silk Road, the railway

bridge in Eurasia, and the rehabilitation of the world financial

system – are testimony to your profound insight, scientific

honesty, and genuine civic and human courage.

In these current difficult times, we wish the Schiller Institute

success in bringing your initiatives to fruition, as well as even

more widespread recognition. To you personally, and all your

colleagues: good health, redoubled creative energy, spiritual

and intellectual well-being, and complete happiness!

Overcome the Three Mortal Dangers

The following declaration was proposed by Helga Zepp-La-

Rouche and adopted on Oct. 19, 2014.

Mankind is presently experiencing a deep civilizational crisis,

where the foundations of society in many parts of the world

have eroded, and established codes of international relations

have broken down. On top of this, we are faced with mortal

dangers, each of which could lead to the potential extinction of

the human species.

* There is first the Ebola pandemic, which is already out

of control in Africa, for which there is no cure, and which is

threatening to become more threatening than the Black Death

of the 14th century.

* There is second, the terrorist threat for the whole world,

and genocide spreading from the so-called IS Caliphate, not only

demonstrating a subhuman barbarism, but explicitly threatening

Russia and China, and therefore, becoming the potential

trigger to blow up all of Southwest Asia and even leading to a

new world war.

* And there is third, the absolute certainty that the completely

bankrupt trans-Atlantic financial system is about to blow up,

threatening also to throw much of the world into a Dark Age.

In light of these three mortal dangers, it is a question of

life and death to stop the immoral and imbecilic geopolitics of

confrontation against Russia and China. Instead, we have to

shift the agenda to the common aims of mankind, and work

together with Russia, China, India, and other nations, to defeat

these mortal threats.

We call on all forces of reason in Europe and the United

States, to join the emerging new economic order of the BRICS

and the New Silk Road. Let us work to establish an inclusive

peace order, with the participation of every nation on the

planet, a peace order for the 21st century worthy of mankind

as the only known creative species in the universe. Let us grow

up into the adult age of humanity, where love, creativity, and

beauty define the values of our common human family.
