The U.S. and Europe Must Reject Geopolitics

and Collaborate with the BRICS

The international Schiller Institute has issued a resolution, calling

on Europeans and Americans to mobilize to get their respective

governments to break with the current confrontation

course against Russia and China, including through color revolutions,

and to accept the offer of the BRICS to pursue a policy

of mutually beneficial economic development. The full text of

the resolution is printed in our supplement.

LaRouche Warns of the Imminent Danger

of General War

In pointed remarks to colleagues on Nov. 23, Lyndon LaRouche

warned that the world is moving closer by the day to strategic

confrontation between the United States under President

Obama, as a tool of the “British Empire”, on the one side and

Russia and China on the other.

Any number of incidents could provoke such strategic confrontation,

LaRouche said, therefore preventive action must be

taken now, before a single provocation can trigger extermination

warfare.

In the United States, the Nov. 23 editions of the New York

Times and the Washington Post both reflected the war propaganda

drive. The latter featured a call for escalating economic

warfare against Russia, and for the preemptive positioning of

NATO and American military forces in the Baltics, Ukraine and

Vietnam. The New York Times warned that Xi Jinping’s recent

successful diplomatic and economic forays to Australia and New

Zealand revealed a devious scheme by the “Big Boy” to displace

the United States as the strategic economic and security partner

for China’s neighbors.

In a series of blunt public statements in the past days, Russian

President Vladimir Putin and Russian Foreign Minister Sergei

Lavrov have made clear that they recognize that the NATO policy

towards Russia aims in fact at regime change. Putin stated

outright that the United States “is not trying to humiliate us, it

wants to subdue us,” adding that no one ever has or ever will.

Several officials have exposed the so-called “color revolutions”

as war by other means, contrary to the rhetoric about promoting

democracy and human rights (cf. below).

That is especially blatant in Ukraine, where Vice President Joe

Biden’s return visit to Kiev was a further provocation against

Vladimir Putin. He pressed for the formation of a coalition

government including Washington’s hand-picked lackey “Yats”

(Prime Minister Yatsenyuk) and announced new “non-lethal”

military assistance to Ukraine, including advanced tracking systems

for precision retaliatory missile strikes.

From Germany, Chancellor Angela Merkel is fully playing the

regime-change card, as was evidenced in her speech Nov. 17

in Sydney, Australia, where she accused charged Russia with

starting a new cold war in Europe, and insisted that Ukraine

must join the EU. In addition, there are growing signs that

Merkel would like to purge her government, and replace advisers

who promote cooperation with Moscow. Foreign Minister

Steinmeier and Economics Minister Gabriel, in particular, have

argued for more diplomacy and dialogue with Russia.

As for British Prime Minister David Cameron, on the sidelines

of the G20 summit, he charged that Putin’s actions in Crimea

were comparable to Hitler’s actions on the eastern front.

Russia has backed its words with actions, increasing strategic

bomber surveillance flights over the Atlantic region, while

actively pursuing closer defense cooperation with China and

India, in particular.

China, India Offer Productive Cooperation

Following the APEC summit in Beijing and the G20 summit in

Australia (cf. SAS 47/14), the BRICS and their allies have continued

mobilizing for growth and development, Even Australia,

a prominent member of the Queen’s Commonwealth and the

proposed bastion of Washington’s « Asia pivot » was caught up

in the optimism spawned by the new dynamic.

A few recent highlights:

*After the G20 summit, Chinese President Xi Jinping was

invited to address the Australian Parliament, where he laid out

Chinese policy, acknowledging that many are wary of a country

of over 1.3 billion people. “It’s like a big guy in the crowd,” he

said, they fear might “push them around”. However, Xi reassured

them, China’s policy is “peace, development and win-win

cooperation.” He recalled that China had been suppressed for

years, and “we will never subject others to that ordeal”. Xi’s

speech was greeted with overwhelming applause and a standing

ovation.

During his visit, Xi Jinping and Australian PM Tony Abbott

reached a free trade agreement, which had been in the making

for nine years. China is by far Australia’s number-one trading

partner.

It should be pointed out that while Beijing does promote economic

cooperation, it will not accept compromises on national

security and national sovereignty, as leaders have made clear.

Modi’s turn to address the MPs in Canberra, who were reportedly

“hypnotized” by his speech. As he laid out the perspectives

his government has for economic development, including

the creation of millions of new jobs for young people (cf. SAS

47/14), he offered Australia “immense opportunities” to participate

in all sectors of the economic progress.

The day before, Modi caused a sensation in the country,

when he addressed an overflow crowd of some 20,000 Persons

of Indian Origin in Australia, who were overjoyed at his

speech on the importance of the great Indian nation and people.

“Mother India”, he said, has 2.5 billion hands, and “someone

who has so many hands, the majority of which are under 35 in

age, has immense capacity.”

That capacity will be used to “help the world”. But, he cautioned,

we must develop our workforce and their skills. What

India becomes is up to the citizens.

*The China Railway Construction Company signed a $12

billion rail deal with Nigeria on Nov. 19, for a 1,400 km line

between Lagos, the economic capital of Nigeria, and Port Harcourt,

the center of oil production in the east. An estimated

200,000 jobs will be created to carry out the project. It is, according

to Xinhua, the single biggest Chinese contract abroad.

Countries Targeted for “Color Revolutions”

Should Heed Presidents Putin and Al Sisi

After the disintegration of the Soviet Union in 1991, a number

of American institutions, such as the National Endowment for

Democracy (funded by the U.S. Congress), the International

Republican Institute (close to the Republican Party), the National

Democratic Institute (close to the Democatic Party), and

others began pouring what would become tens of billions of

dollars into so-called “color revolutions” in Eastern Europe.

Under the cover of promoting “democracy” and “freedom”,

these groups are all about getting rid of governments and leaders,

whose policies are judged contrary to the interests of the

“West”, even if they have been democratically elected. The tactic

is as old as the British Empire.

From Eastern Europe, the efforts of these institutions have

spread worldwide. Arab countries have been targetted (“Arab

Springs”), Syria, Thailand, China and now Mexico as well.

China and Russia understand the game, as Russian Defense

Minister Shoigu announced Nov. 18, after talks in Beijing with

his Chinese counterpart General Chang Wanquan that the two

countries should work together against “color revolutions,” citing

the cases of Hongkong and Ukraine.

The issue of color revolutions was taken up last week by the

Russian Security Council meeting in the Kremlin where a draft

document for a Strategy for Countering Extremism in the Russian

Federation through 2025 was discussed.

Addressing that meeting, President Putin noted that “extremism

is often used as a geopolitical instrument to rearrange

spheres of influence. We see the tragic consequences of the

wave of so-called color revolutions, the turmoil in the countries

that have undergone the irresponsible experiments of covert

and sometimes blatant interference in their lives.” We must

“ensure this never happens in Russia”, he concluded.

Putin distinguished legitimate protest, such as freedom of

speech and the right to demonstrate, from the “regime change”

operations run from the outside. However, “breeding conflict

between people of different ethnicity and religion, propaganda

of nationalist ideology, mass violations of public order on these

grounds, and particularly calls for a violent overthrow of the

existing regime are direct manifestations of anti-national thinking

and extremism.”

Egyptian President Abdel Fattah al-Sisi, who enraged President

Obama and the latter’s masters by removing former

President Mohammad Morsi of the Muslim Brotherhood, does

not fear a color revolution against his government. Earlier this

month, he appointed as a new security adviser Faiza Abul-Naga,

affectionately known as the “iron lady”. While she served in

the interim government that followed former president Hosni

Mubarak’s ouster in 2012, Abul Naga brought a criminal case

against the International Republican Institute, the National

Democratic Institute and Freedom House, accusing them of

plotting to destabilize the county on behalf of the Obama Administration.

Evidence, she explained at the time, “shows the existence of

a clear and determined wish to abort any chance for Egypt to

rise as a modern and democratic state with a strong economy,

since that will pose the biggest threat to American and Israeli

interests, not only in Egypt but across the whole region.”

Among the 16 Americans prosecuted was Sam LaHood of

the IRI, the son of then Secretary of Transportation Ray La-

Hood. To avoid arrest, he and at least two other Americans

camped out in the American Embassy. All US suspected were

airlifted out of Egypt before the trial, and were found guilty in

absentia.

Are Czech and Hungarian Leaders

Targeted for Regime Change?

Over the past weeks, renewed attempts have been made to

launch color revolutions against the Czech Republic and Hungary,

because their leaders have been judged guilty of defending

political and economic cooperation with Russia, and denouncing

the fascists in the government in Kiev.

A salvo against Czech President Milos Zeman was launched by

Carl Gershman, president of the National Endowment for Democracy,

in a Washington Post op-ed Nov. 17. He denounced

the Czech head of state for denying “that there was clear proof

of Russia’s intervention in Ukraine”, for calling notorious Russian

oligarch Mikhail Khodorkovsky a “thief”, and for saying,

“If there’s anything I don’t like about the Putin regime, it’s that

he put only Khodorkovsky in prison and not more oligarchs.”

Gershman also blasted Zeman for his recent visit to China,

because it “focused on boosting trade ties” and ignored China’s

alleged human rights violations, while “assuring Beijing that he

accepted China’s position on Tibet and Taiwan.”

Within hours of publication of that article, Zeman was pelted

with eggs and other missiles by demonstrators in Prague, in an

attack that was much hyped by Western media.

Also on Nov. 17, thousands gathered in front of Hungary’s

Parliament to protest against “corruption” and the government’s

policies, chanting slogans calling for Prime Minister Orbán’s

ouster. He has signed a nuclear deal with Russia and is

intent on building the Hungarian section of the South Stream

pipeline carrying gas from Russia to Southern Europe.

While Orbán’s Fidesz Party enjoys an absolute majority in

parliament, he has been constantly denounced by the European

Union for his protectionist policies, such as banning foreigners

from buying agricultural land.

Senate Committee Exposes Scandalous

Wall Street Manipulation of Commodities

Senator Carl Levin of Michigan, chairman of the Permanent

Investigations Subcommittee of the U.S. Senate Homeland Security

and Governmental Affairs Committee, presented Nov. 19

the conclusions of the 400-page report which his staff just produced.

The two-year-long investigation explored the role that

banks play in physical commodity markets, such as metal, oil,

and electricity.

The study, which concentrated on the operations of JPMorganchase,

Morgan Stanley, and Goldman Sachs, concluded that

there was substantial evidence that:

1) The banks’ dealings in commodities were exposing them to

“catastrophic risks,” since, in the event of a commodity collapse,

their losses could threaten the stability of the financial

system;

2) The manipulation of commodities deals is raising costs and

unpredictability for industrial users and consumers;

3) The banks have access, through their operations, to information

that alllows the manipulation of the stock market; and

4) The commodity operations allow Wall Street to affect the values

of financial instruments connected to those commodities.

Sen. Levin’s presentation gave some idea of the scope of the

commodity operations:

* Morgan Stanley owns 100 oil tankers, and has oil and gas

reserves rivaling those of oil giants;

* JPMC’s commodity holdings amount to 12% of its tier-one

capital (actual capital in the bank).

*Goldman Sachs has set up a “merry-go-round” from warehouse

to warehouse in the Detroit area, which adds substantially

to the price of aluminum by raising the premium incurred by

longer storage times. Since 2010, the premium has gone from

6% to 20%, because Goldman deliberately delayed delivery.

Indeed, the megabank owns 80% of all aluminum warehouse

storage capacity in the U.S. and Europe, and makes a

fortune speculating in aluminum futures and derivatives by

manipulating prices.

Witnesses who were not from the bank itself testified that

Goldman’s warehouse ownership has fundamentally changed

the characteristics of the market. Whereas consumer companies

typically have waited 1-2 weeks for delivery out of storage

of aluminum they own, must now wait 63 days on average, at

huge costs.

On that same Nov. 20, Goldman Sachs hurriedly fired two

employees, a relatively senior officer and a lower-level employee,

both of whom had worked for several years at the New

York Federal Reserve Bank, before passing the heavily used

revolving door to jobs at Goldman.

The firings were rushed, because the second day of Levin’s

hearing, Nov. 21, coincided with a hearing in the Senate Banking

Committee on how the New York Fed is a “captured” entity

of Goldman Sachs and JPMorgan Chase. These two employees

brought to Goldman Sachs valuable information on the Fed’s

regulation of another Wall Street bank – and promptly spilled

it, a crime which the FBI and U.S. Attorney for Manhattan are

now investigating.

Senator Warren to President Obama:

“Enough Is Enough!”

After the monumental defeat of Democratic candidates in

the early November mid-term elections, some party leaders

are speaking out more forcefully to demand a change in the

Obama Administration’s economic policy, which is dictated by

Wall Street, as we have documented.

A case in point is Senator Elizabeth Warren, the co-sponsor

of the bill to introduce Glass-Steagall who has long denounced

the financial abuses of Wall Street. In a recent speech at the

Democratic establishment’s Center for American Progress,

she went through the central accomplishments of Franklin

Roosevelt’s New Deal, including the separation of banks to defend

the citizens.

In a Huffington Post article of Nov. 19, Warren also attacked

the overwhelming presence of Wall Street executives in the

Obama Administration, under the title “Enough Is Enough”.

There, she announced she would reject the nomination of Antonio

Weiss as Under Secretary of the Treasury for Domestic

Finance. Weiss is the head of global investment banking for the

financial giant Lazard and an expert in international mergers

and acquisitions. “Neither his background nor his professional

experience makes him qualified to oversee consumer protection

and domestic regulatory functions at the Treasury,” Warren

wrote.

She then went through the sordid history of the Wall Street

banks in ruining the economy, and their over-representation in

senior government positions in the Obama Administration.

Bill Clinton’s former Labor Secretary Robert Reich also raised

the Democratic defeats in a Nov. 19 op-ed. Far from the recovery

President Obama has proclaimed, he wrote, median household

income is dropping and most new jobs are part-time.

Reich’s proposal to change that: a higher minimum wage,

better schools, paid family and medical leave, and child care for

working families; resurrecting the Glass-Steagall Act and limiting

the size of the Wall Street banks; saving Social Security by

lifting the cap on income subject to payroll taxes; rebuilding the

nation’s roads, bridges and ports, etc.

Reich correctly pointed out that big money is overrunning

democracy in the United States. That was also the subject of a

recent commentary in the Washington Post by Dana Milbank.

He noted that while Elizabeth Warren is very popular and her

arguments are correct, she has little chance as a Presidential

candidate, because she can’t afford it. “More than ever in

America, elections are purchased, not won. And that money

comes from corporate and wealthy interests. Run against corporations

and you lose that money – and the election.”

In the November mid-term elections, almost four billion dollars

were spent – and about 70% of that money came from

“dark money” also known as “business related interests”.

U.S. Politics Descends Further into Chaos

Although the vast majority of American voters in the Nov.

4 elections voted “No” to both parties, by their abstentions

(voter turnout was at a near-record low), leaders of both parties,

rather than responding to the anger, dove back into the

cesspool of partisan, divisive politics, ignoring the real, deeper

crises of war and financial collapse, as well as the potential

solution, of bringing the U.S. into an alliance with the BRICS

nations.

At the center of this descent was the cynical action by President

Obama, who announced on Nov. 20 he would implement

dramatic changes in immigration policy, by Executive Action. In

his speech, he asserted he has the authority to do this without

consulting Congress, even though on 21 occasions, as a U.S.

Senator, he forcefully denounced President George W. Bush

for claiming the right to use executive powers to circumvent

lawmakers. Obama has already employed the same unconstitutional

methods, repeatedly, to conduct regime change in Libya,

to expand the current war against ISIS, and to build a police

state.

The Republicans responded according to profile, falling into

the trap set for them by Obama’s controllers, such as Valerie

Jarrett. Some, notably Senator Ted Cruz from Texas, are saying

they will now consider impeachment. This demonstrates

the ultimate in political opportunism, as Obama has already

committed numerous impeachable actions, especially in areas

which endanger national security, but the Republican leaderEIR

ship has refused to act, hoping for partisan political gain from

Obama’s crimes.

While many key Democrats, who are aware that the reckless

actions of Obama in Ukraine and the Middle East threaten

to blow up into thermonuclear war, would be willing to act

against the Obama presidency, they feel they have to support

the President on the issue of immigration, so any impeachment

drive would fail. Further, it could trigger volatile racial confrontations,

at a time when violence has flared over the Grand

Jury verdict not to indict a policeman who killed an unarmed

African-American youth in Missouri.

EIR Representative Reports from Syria

Stockholm EIR correspondent Ulf Sandmark spent one week

in Syria in early November, as part of a delegation of the “Syrian

Support Committee for Democracy” in Sweden. The trip

aimed to develop relations between civilian institutions, associations

and businesses of both countries.

Unlike the picture Western media tend to portray, Sandmark

noted, Damascus is an orderly, very busy city, full of people

leading their lives, and conducting their functions in society. He

encountered a calm determination among the population, and

confidence that the nation, with its long history, would prevail

in the end. The food stores were full of vegetables, spices,

meat, fish and sweets.

In working meetings with several ministers, Sandmark presented

the policies of the LaRouche movement worldwide, in

particular the need to integrate Syria into the BRICS and the

New Silk Road. The government, one official told us, is 100%

with the BRICS. And the Silk Road is still very much alive in

the national memory, as Silk Road festivals were held yearly

before the war started. President Bashar Al-Assad has called

for “The Five Seas Plan”, to connect the Indian Ocean, the Red

Sea, the Mediterranean Sea, the Black Sea and the Caspian Sea

through Syria.

On the fight against terrorism, Information Minister Omran

Ahed Al-Zouabi showed us books with names, pictures and information

of thousands of terrorists who are attacking Syria.

That information is most valuable to the rest of the world to

map the global network of the Islamic State. But the UN, he

said, discarded the documentation.

He stressed that the country now has a new democratic constitution

and a coalition government, so the rebels’ demands

were in fact met, “but they still want to topple the government.”

The Minister concluded that “they were not after reforms”

after all.

The government has named a special Minister for Reconciliation

with rebels of Syrian origin, which is in line with the great

ecumenical past of the nation, where mosques and churches

stand side by side. Groups of fifty or hundreds of rebels, who

have laid down their arms, are given jobs to keep them away

from the fighting, (and from the IS). Those who have commited

crimes are sentenced to prison, but many prefer that to

fighting their countrymen.

The Minister of Social Affairs and Labor, Kinda al-Shammat,

an energetic woman, works closely with the Reconciliation

Minister to involve both “the mother of the martyr and the

mother of his murderer” in national reconciliation. “It is hard

work which takes time”, Mrs Shabat said, stressing the need to

stabilize civilian life to stop the warfare.

Her attitude was representative of both the government and

the people, who are intent on keeping an independent Syrian

government, and unifying the nation to preserve the heritage

of their ancient civilization.

Immigration to Europe:

the Solution, Transaqua, Is Back on the Table

The issue of immigration from Africa is exploding in Europe,

and is not limited to “border” countries such as Italy. As the crisis

worsens, it is to be feared that mass unemployment and the

collapse of family income will be channeled into a war among

poor people.

The global crisis notwithstanding, the roots of the immigration

problem could have been solved decades ago, when the

Transaqua project was presented by the Italian firm Bonifica.

Transaqua, a great project for developing infrastructure in Central

Africa in particular through water management, was the

answer to the Sahel crisis, that started the wave of immigration

from Africa. The wars and chaos in Northern Africa have

aggravated a phenomenon that began with the drying out of

Lake Chad.

While many Europeans insist that jobs must be created in

Africa, often for racist reasons, no one in Europe has even financed

a feasibility study of the solution offered by Transaqua.

Africans have not done better, often begging for money but

just enough to finance insignificantly small projects.

Recently, however, the wind has changed. In the context of

the BRICS, Africans have realized that growth is possible and

put Transaqua back on the table. EIR has contributed significantly

to making that happen.

Indeed, at the first meeting of the International Scientific Advisory

Committee of the Lake Chad Basin Commission, which

took place Nov. 17-18 in Ndjamena, Chad, Lawrence Freeman,

EIR Africa Desk editor and member of the Committee,

went through the BRICS initiatives and read a message from

Transaqua author Marcello Vichi. LCBC secretary-general Sanusi

Imran Abdullahi praised the message and asked the Committee

to respond.

The takeoff of the African continent “could never take place

by limiting interventions to many small projects, politically important

but almost exclusively subsistence-producers,” Dr. Vichi

wrote. Transaqua, however, involves “the creation of more

than 2,000 km of south-north river transport in the heart of

a continent, the creation of an industrial ‘pivot’ in the Central

African Republic, and a possible east-west, “coast-to-coast”

motorway connection between the ocean ports of Lagos and

Mombasa, together with major production of hydroelectric

power for local use.”

While some have called this initiative “megalomaniac, pharaonic,

utopian”, Vichi pointed out that the “Suez Canal was in its

time no less ‘utopian’ than Transaqua.” Such projects, he went

on, are “indispensable for the continent, if equatorial Africa really

wants to free itself from the burden of endemic indigence

and does not want to lose the race to global development...

Some come to buy your resources, those resources that you

have not been able to exploit to your advantage. Allow yourself

one moment of megalomania! Do it in the interest of your children

and your grandchildren.”

and Europe. It can only be defeated through a new security

architecture based on cooperation.

The policy of conducting “color revolutions” under the pretext

of democracy, represents a policy of war, even if that term

is not used, because its aim is to topple governments with the

aid of foreign money. It has to stop. The campaign to impose

sanctions on Russia for its opposition to such “color revolutions”

and to a Nazi coup in Ukraine, is only exacerbating the

global crisis. An approach based on mutual cooperation to

achieve the common ends of mankind throughout Eurasia and

beyond, would instead create the basis for global peace.

While the U.S. has abandoned the Kennedy space program,

the Chinese are committed to a lunar program focused on the

exploitation of helium-3 for the purpose of generating unlimited

fusion energy. With collaboration between the U.S., Europe,

Russia, China and India, among other nations, man could

finally realize Johannes Kepler’s vision of mastery of the laws

of the solar system for the benefit of man.

Only such an approach would restore the United States and

Europe to their original purpose as expressed in the European

Renaissance and the American Revolution, a purpose which

the U.S. and Europe have increasingly abandoned, and the rest

of the world has now adopted and is now urging them to

readopt.

We therefore call upon the U.S. and Europe to abandon the

suicidal geopolitical policies of the past which led to the two

previous World Wars and are leading to a third, and to build

a future for all humanity by readopting the principle of the

Treaty of Westphalia, by basing foreign policy on the principle

of the “benefit of the other,” which ended the Thirty Years War

in Europe, and on John Quincy Adams’ concept of a “community

of principle among sovereign nation states.”

That is the only course coherent with the true nature of man

as the only creative species. Any other course is based on a

concept of man as an animal, and leads to human extinction.

As patriots of our own nations, and as citizens of the world,

we call on our fellow citizens and the leaders of our nations

to have the courage to break the current cycle of escalating

bestiality, by accepting the generous offer to collaborate with

the BRICS.

The following statement, released under the auspices

of the Schiller Institute, has begun to circulate

internationally to be signed by all concerned citizens.

In today’s nuclear age, the consequence of a geopolitical policy

of confrontation with Russia and China can only be the

thermonuclear extinction of the human race. Therefore, every

effort must be made to cooperate to solve the multiple crises

facing humanity.

The BRICS nations (Brazil, Russia, India, China and South

Africa) have united to pursue a policy of economic development

not just for their individual countries, but for the benefit

of the people of all nations. To that end, they have created a

New Development Bank to invest billions in necessary development

projects.

China recently initiated the Asian Infrastructure Investment

Bank (AIIB), joined by over 20 Asian nations as founding members,

and has set up a Silk Road Development Fund.

At the APEC conference in Beijing, Chinese President Xi Jinping

invited President Obama to join the efforts of China and

other Asian nations, including Russia, in the development of

the New Silk Road.

These initiatives are not geopolitical in nature. Contrary

to the Transpacific Partnership (TPP) advocated by Obama,

which excludes Russia and China, the BRICS-related initiatives

including the Chinese proposed Free Trade Area of the Asian

Pacific FTAAP), are inclusive. They are based on the concept

expressed by the late Pope Paul VI that the “new name of

peace is development.” Thus, in Australia at the recent G-20

meeting, both Xi Jinping and Indian Prime Minister Modi spoke

of the twin goals of achieving global peace and ending poverty

through economic development.

There is no problem in the world that cannot be solved by

such an approach, and conversely, no problem that will be

solved without it.

Such cooperation between the U.S., Russia, China and India,

among other nations, is necessary to defeat the Ebola pandemic

in Africa.

The terrorist threat represented by ISIS and Al-Qaeda is

aimed equally at Russia, China, and India, as well as the U.S.
