Schiller Institute Event Brings the BRICS Winds of Progress to Europe
The international Schiller Institute conference held in Paris June 13-14 was a tremendous success. For a preliminary report, see the supplement to this issue.
Zepp-LaRouche Addresses “One Belt, One Road” Conference in Yiwu, China
The reality of the strategic threats situation facing the world was underscored by Helga Zepp-LaRouche in her intervention last week at the “Silk Road Economic Belt Cities International Forum” in Yiwu, China, organized by the Renmin University’s Chongyang Institute of Financial Studies, Huanqiu.com (Global Times) and the Yiwu City People’s Government. The Chinese “One Belt, One Road” perspective was enthusiastically welcomed by the attendees – including leading Chinese scholars, several ex-heads of state and numerous diplomats from many countries in the world.
Helga Zepp-LaRouche had been asked to give her comments at a major forum on the European reaction to the “One Belt, One Road” project, and was introduced as the person who had first brought the idea of the Silk Road Belt into Europe. She went through the danger of a chaotic collapse of the trans-Atlantic financial system, in addition to the impact of the sanctions against Russia, while pointing to the essential role of Germany would play in any revival of the European economy.
Zepp-LaRouche also proposed that the upcoming summit of the European Fund for Strategic Investment, which will be attended by China’s Premier Li Keqiang, become a venue for co-financing the New Silk Road. She gave special attention to the importance of developing infrastructure corridors along the new transportation grids being built, in order to raise the productivity and the living standards of the peoples along the Road and Belt. Such a concept is developed in the work done by the Schiller Institute and EIR, in particular in the latest EIR report The New Silk Road becomes the World Land-Bridge.
Zepp-LaRouche ended her speech with a quote from Gottfried Leibniz’ Novissima Sinica where he speaks about the two poles of the Eurasian continent which must join hands, which would allow every country and every region in-between to be uplifted.
The reaction was electrifying, both among her fellow panelists, who were from Kazakhstan, Spain, Poland, Ukraine, and China as well as from the audience. During the Q&A, there was a discussion of the need for a new financial architecture, with Zepp-LaRouche underlining the strategic importance of the new principles of finance underlying the AIIB and the BRICS New Development Bank.
EIR Washington correspondent Bill Jones has spoken on a panel the day before on the need to bring the United States, freed of Barack Obama, into a positive collaborative relationship with China.
Both Zepp-LaRouche and Jones were interviewed by the local Yiwu TV channel, with portions of the interview reportedly taken up by CCTV nationally, which broadcasts to over 100 million people.
St. Petersburg Economic Forum Highlights New BRICS Paradigm
Over 7,000 representatives from 115 countries took part last week in the annual St. Petersburg International Economic Forum, with billions of dollars in new infrastructure projects finalized during the gathering. The centerpiece of the annual forum was the dominant presence of the BRICS countries (Brazil, Russia, India, China and South Africa), which will be holding their annual BRICS heads of state summit in Ufa, Russia from July 8-9, followed immediately by the Shanghai Cooperation Organization (SCO) summit in the same locale.
Contrary to the forum last year, at the height of EU and U.S. sanctions against Russia, there was broad attendance this year from Western businesses and government officials, in addition to extraordinary delegations in attendance from Brazil, India, and Latin American countries.
Russia signed important agreements with Greece (cf. below), as well as with both Saudi Arabia and Myanmar for construction of a number of new nuclear power plants. The high-level Saudi participation, in particular, was evidence that Russia is far from isolated internationally. During the proceedings, China, Russia and India also signed a number of critical economic agreements. Discussions were held on a high-speed rail link between Moscow and Kazan, with the participation of China, and Russian involvement in new high-speed rail lines in India.
Russia and Germany signed a memorandum of understanding for the construction of a Nord Stream gas pipeline under the Baltic Sea, providing gas supplies directly from Russia to Germany and other points in Western Europe.
While the BRICS new paradigm is clearly moving forward -- the New Development Bank will open for business on July 7, the day before the start of the Ufa summit -- the Anglo-Americans in particular are pushing more than ever for confronta

tion with Moscow, while spreading the delusion that Russia is isolated and collapsing economically.
From Russia, Tsipras Declares Greece a Bridge Between Europe and the BRICS
Greek Prime Minister Alexis Tsipras was the only Western leader to attend the St Petersburg Economic Forum, from which podium he sent shock waves back into the EU, before personally meeting with Russian President Putin.
At the Forum, Tsipras began by saying he was there, and not “in Brussels negotiating”, because “a country that wants to examine and explore possibilities for succeeding, must have a multidimensional policy and engage with countries that are currently playing a key role in global economic developments.”
Europe has the illusion of being the center of the world, he said, but in fact, the “world’s economic center of gravity has shifted.” The “upgrading of the regional cooperation processes in Asia, Latin America, and Africa, as well as the strengthening of cooperation between the BRICS countries are irrefutable proof of the emerging new economic world.” He also pointed to the Eurasian Economic Union as a potential new source of wealth production and economic power.
The message he addressed to Europe was straightforward: whether it will “react positively to new challenges by building bridges of cooperation with the emerging world, or whether it will remain committed to old doctrines, raising new walls of geopolitical conflicts.”
On Ukraine, he warned that the crisis “instead of greater economic and political cooperation in the region, there is a revival of an obsolete Cold War. Which leads to a vicious cycle of aggressive rhetoric, militarization and trade sanctions....
Greece, on the contrary, “seeks to be a bridge of cooperation in its region,” and to promote investment, trade, cultural and educational exchanges “at the crossroads of three continents...”
“Of course, as you are all undoubtedly aware, we are currently in the middle of a storm. But we are a seafaring people, well-versed in weathering storms and unafraid of sailing in large seas, in new seas, in order to reach new and more secure ports.”
“Let us not fool ourselves: the so-called Greek problem is not a Greek problem. It is a European problem. The problem is not Greece. The problem is the Eurozone, and its very structure.”
On the sidelines of the Petersburg event, Tsipras and Greek Productive Reconstruction, Environment and Energy Minister Panagiotis Lafazanis met with the directors of the new BRICS Development bank, where the latter stressed their strong interest in cooperation with Greece.
Tsipras and Lafazanis also met with Gazprom’s head Alexey Miller to discuss the extension into Greece of the Turkish Stream Gas pipeline. This was followed by a meeting between Lafazanis and the head of Russia’s “Bank for Development and Foreign Economic Affairs (Vnesheconombank)”, Vladimir Alexandrovich Dmitriev, where it was decided to form a new company to build the pipeline, with financing from Vnesheconombank.
LaRouche Underscores the Role of Germany in Preventing World War
On a number of occasions over recent weeks, Lyndon LaRouche has underscored the importance of the rising opposition in Germany to the war drive pushed in particular by Barack Obama, David Cameron and NATO officials. He has referred in particular to the interventions of two former chancellors, Helmut Schmidt and Gerhard Schröder, and that of Foreign Minister Frank-Walter Steinmeier (cf. SAS 24-25/15).
LaRouche also chose to focus on that theme in his brief video message to the Paris Schiller Institute conference on June 14. There, he stated that “the crucial issue in Europe right now is the case of Germany.” If leading forces mange to persuade Merkel to change her confrontation policy toward Russia, a military conflict could likely be avoided.
That is especially true because of the fact that “Germany still has a leading validity in terms of economy in Europe. And therefore, if the leaders of the German economy, contrary to what Merkel has been doing so far, were to exert their influence effectively, then Germany would actually take steps which would, in effect, prevent a military conflict...”
It is extremely important, LaRouche stressed, “that we break the attempt to use European nations for their own role in their self-destruction. And the one nation which is best suited to do that, would be certain leading figures in Germany, acting simply on the basis of defending the German economy. That would be a sufficient motive to stop what Obama is doing, if the people in the United States would pick up on the same thing.”
“If we don’t succeed in that direction, or something tantamount to that, there’s no doubt, that most of the human race would disappear, and disappear very suddenly,” LaRouche went on, because Russia “will respond to an attack mercilessly and with great efficiency,” even if it means self-destruction.
An article posted June 19 on Der Spiegel’s English language website confirms that Europeans, in particular Germans, are very worried over the prospect of the United States returning nuclear warheads to Europe, and they see the United States as the primary problem. Steinmeier is quoted warning of an “accelerating spiral of escalating words and then of actions,” which he described as “the old reflexes of the Cold War.”
U.S. plans to station additional heavy combat equipment in Europe (the bulk of which will reportedly be placed in Germany) and in Eastern Europe, Der Spiegel notes, “are only the latest step in an overall period of rearmament, a dangerous development that had already started before the outbreak of the Ukraine crisis.”
The Euro, Not the Drachma, Is Bankrupt
The Greek Parliament’s Debt Truth Commission released its preliminary findings on June 187, and they are damning : the entire Greek debt due to the Troika was found to be “illegitimate and odious”.
To quote the Debt Truth Commission: “All the evidence we present in this report shows that Greece not only does not have the ability to pay this debt, but also should not pay this debt, first and foremost because the debt emerging from the Troika’s arrangements is a direct infringement on the fundamental human rights of the residents of Greece. Hence, we came to the conclusion that Greece should not pay this debt because it is illegal, illegitimate, and odious.”
Very importantly, the Commission also states that international creditors, the Greek authorities and “corporate media” were aware from the beginning that the Greek public debt was unsustainable, but nonetheless pushed more indebtedness “to protect financial institutions.”
This report thus provides a firm foundation for the Greek government’s refusal to impose more austerity, and will undoubtedly encourage many forces in other fraudulently over-indebted EU countries such as Ireland, Spain, Italy, Portugal, to audit the debt.
Briefed on the findings, Lyndon LaRouche called attention to the overall situation of the euro. “You cannot sustain the euro system, it is intrinsically bankrupt,” he said. “If you base a ‘debt

deal’ on that system -- any ‘debt deal, that deal will fail. The fraud of what Wall Street and London banks are calling ‘their debt assets’, has to be eliminated, because populations -- not only the Greeks -- are being beaten down by worthless claims. Cancel those claims.
Once those speculative claims are eliminated, “an opening is created for internal economic development of European nations and the United States.” Then those nations should agree to implement Glass-Steagall principles.
As for the catastrophic results a GREXIT would have, LaRouche does not agree : If Greece “goes back to the drachma, the negotiated value of the drachma can be increased significantly, and problems solved. It is not correct to say that the drachma must collapse in value against the euro.” In fact, it’s the euro that is bankrupt.
“The Greek Parliament has thus done a service to the future, if we take the right actions now,” LaRouche concluded.

German and Swiss Job Market Hit by Sanctions against Russia
A new study issued by the Austrian Institute of Economic Research (WIFO), released on June 19, found that the sanctions imposed by the EU against Russia and Moscow’s counter-measures would cost Europeans up to 100 billion euros in economic development and jeopardize up to 2.5 million jobs.
“Our hypothesis, from last autumn, of a worsening decline in exports has become a reality,” said Oliver Fritz, one of the authors of the study.
The WIFO calculated that if the sanctions are continued for the next few years, Germany would suffer the greatest loss of jobs due to the drop in exports to Russia. Germany, the institute found, would lose 465,000 jobs, followed by Italy with a loss of 215,000 jobs. Next come Spain with 160,000 jobs lost, France 145,000, and the UK 110,000. As of this writing, the figures for Austria have not yet been released.
Switzerland, although not part of the EU has dutifully gone along with Brussels on sanctions, and it would lose some 45,000 jobs, including 5,000 in the tourism sector, according to the study.
If sanctions against Russia remain in place, Germany will see a drop of 1% in its annual GDP by the end of the year, and France a drop of 0.5%. The WIFO study was commissioned by major dailies belonging to the Leading European Newspaper Alliance (LENA), including the Tribune de Genève and Tages Anzeiger, Le Figaro, El Pais, La Repubblica, Le Soir and Die Welt.
Democrats Moving against Obama...
but Not Fast Enough!
President Obama has taken a series of body blows in recent weeks, most notably the temporary defeat -- by Democrats -- of fast-track authority for his free trade bills. However, despite growing opposition to him from Democrats, there has been no knock-out punch, as they have yet to address the fundamental problem: That Obama is a continuation of the fascist Bush dynasty in American politics.
That is made completely clear in the fight over TPP (Trans-Pacific Partnership – a sister agreement to the Trans-Atlantic free trade agreement). After the overwhelming majority of the Democrats in the House of Representatives used a tactical maneuver June 12 to defeat the bill granting the President fast-track authority, Obama went behind his party members’ backs, to negotiate a deal with Republican Speaker Boehner, and Senate Majority Leader McConnell, to put the bill back on the agenda. With extra time for the President to intimidate Democrats, backed by well-funded lobbyists for the major corporatist interests, and their media shills, it is still possible that Obama will get this bill through, despite the opposition of major Democratic Party constituencies.
Some Democratic leaders are now speaking openly of how they have been lied to and betrayed by Obama, and must be prepared to “go back to the barricades” to defeat him on this bill. Yet, despite the anger, not one elected Democratic official has proposed impeaching him for his routine violations of the U.S. Constitution.
However, on issue after issue, he has come under attack :
* Democrats, led by Sen. Tim Kaine of Virginia, and Rep. Adam Schiff of California, have insisted that he abide by the Constitution, by coming to Congress for an Authorization to Use Military Force, for continuing “wars” in the Middle East;
* Democrat John Conyers successfully introduced a resolution against the administration’s military support for neo-Nazi fighters backing the Kiev regime (cf. below);
* Democrats have repeatedly challenged his expansion of Bush’s use of illegal spying on Americans, and against drone warfare;
* many Democrats have attacked his pro-Wall Street policies, which have increased the number of Americans living below the poverty level.
But, with matters of war and financial collapse facing the nation, this “issue-by-issue” opposition has utterly failed to cause the White House to shift direction. It was Democrat Lyndon LaRouche who warned that this would happen, in an April 2009 webcast, when he identified Obama as a danger to the nation, due to his pathological narcissism, which is why he was chosen by the British and their Bush League allies to become President. Only by his impeachment, which should be through a bipartisan effort, will the nation be saved.
It is also the best way to spare Americans from having imposed on them a choice between Jeb Bush and Hillary Clinton, should the nation survive until November 2016.
US. Congressmen Ban Training of Neo-Nazi Militias in Ukraine
The United States House of Representatives has unanimously adopted two amendments, which block the training of the Ukrainian neo-Nazi paramilitary militia “Azov Battalion”, and prevent the transfer of MANPADS (shoulder-fired anti-aircraft missiles) to Iraq and Ukraine. The measures passed by voice vote just before and after midnight on June 10-11, as amendments to the 2016 defense budget.
The first amendment, introduced by the Republican Ted Yoho, prohibits the use of funds under the Act’s section 9014 for “Assistance and Sustainment to the Military and National Security Forces of Ukraine,” to procure or transfer MANPADS. The second, proposed by Democrat John Conyers, prohibits use of funds to provide arms, training, or other assistance to the Azov Battalion.
Rep. Conyers wrote in his press release, that “If there’s one simple lesson we can take away from U.S. involvement in conflicts overseas, it’s this: Beware of unintended consequences. As was made vividly clear with U.S. involvement in Afghanistan during the Soviet invasion decades ago, overzealous military assistance or the hyper-weaponization of conflicts can have destabilizing consequences and ultimately undercut our own national interests.”
The release states further, that “Ukraine’s Azov Battalion is

a 1,000-man volunteer militia of the Ukrainian National Guard that Foreign Policy Magazine has characterized as ‘openly neo-Nazi,’ and ‘fascist.’ Ukraine’s Interior Minister Arsen Avakov, who oversees Ukraine’s armed militias, announced that Azov troops would be among the first units to be trained by the Pentagon in Operation Fearless Guardian, prompting significant international concern.”
Conyers provides information from several published news reports on the neo-Nazi character of the Azov Battalion, including its open use of the neo-Nazi Wolf’s Hook symbol, and its slogans on white supremacy, racial purity, and the need for authoritarian power, while noting that batallion members might hit pro-Russian targets, or even attack the Kiev government, if it pursues a diplomatic resolution to the conflict.
Schellnhuber: Mephistopheles in the Vatican
The new papal encylical Laudato si represents a drastic shift from earlier views of the Vatican. It states outrightly that “the idea of infinite or unlimited growth” is “based on the lie that there is an infinite supply of earth’s goods”. While lip service is paid to the benefits of technology, the encyclical interprets technology as a mere tool in the hands of those who wield power over the rest of mankind.
The core aspect of this Encyclical bears the handwriting of one particular individual: Hans Joachim Schellnhuber, known as the “climate guru” of Chancellor Angela Merkel since 2005. As a member of the Pontifical Academy, Schellnhuber is said to have played a key role in the drafting of the papal text, which he presented at a Rome press conference on June 18. There, with numerous charts and maps, he raved that the planet is about to go under, that average global temperatures will rise by 5 degrees and sea levels by 50 meters by the end of the century. Gloating over the defeat of the climate skeptics, Schellnhuber compared the document to the church reforms of Francis of Assisi centuries ago, claiming this new document of the Vatican will pose a serious challenge to traditional-minded Catholics around the world.
Although nominally an advisor to Merkel, Schellnhuber must be viewed as an agent of the British Empire’s campaign for Malthusianism, with claims such as the earth being unable to sustain more than one billion people. Like other such ideologues, Schellnhuber argues that the industrial age is to blame for the world’s ecological problems, the main evil being that mankind entered the “carbon era” at the end of the 18th century, and that we must now return to the “pre-industrialization” era.
While Merkel made herself the spokesperson for total “decarbonization of the global economy” at the recent G-7 Summit, the idea as such goes back to Schellnhuber, as does the decree Merkel issued in March 2011, using the Fukushima hysteria as a pretext to proclaim Germany’s radical phasing-out of nuclear technology. But it is a dangerous illusion to think that an industrial society can be sustained, and sustain its population, with only “renewable” energies, such as wind, sun and biomass. The result will be depopulation.
Consistent with the British ideological background of “John” Schellnhuber, he worked between 2001 and 2005 at the East Anglia University’s Climate Research Unit, which gained notoriety in the “Climategate” scandal, when leaked emails revealed how data had been manipulated and withheld, shortly before the Copenhagen Climate conference. “John” also served as an environmental advisor to then-Prime Minister Tony Blair in preparing the G-7 Summit in Gleneagles in 2005, shortly before which he had received the Commander of British Empire (CBE) award from the hands of Queen Elisabeth II personally, during her visit to Germany in 2004... for services rendered the Empire.
Scientists Demonstrate Fraud of Man-made Climate Change at Schiller Institute Event
Experts at the Schiller Institute international conference in Paris June 13-14 (cf. supplement) challenged the dogma of anthropogenic climate change on the very day that it was announced that Hans-Joachim Schellnhuber (cf. below) would present the new Papal Encyclical dedicated to the environment, which unfortunately carries the stamp of the “decarbonization” mafia.
Prof. François Gervais of the University of Tours and critical rapporteur to the IPCC, and Prof. Carl-Otto Weiss, advisor to the European Institute for Climate and Energy, showed the unscientific nature of the climate catastrophists’ claims, presenting evidence of the astronomic nature of climate cycles.
Prof. Gervais made it crystal clear that the IPCC report ignores contradictory reports and any data that do not fit into their ideology. That ideology is based on the assumption that the increase of CO2 in the atmosphere is the main cause of the increase in temperature. However, the main greenhouse gas in the atmosphere is water vapor and not CO2. Furthermore, CO2 concentration in the air, over an entire century, rose from only 0.03 % to 0.04 %.
The World Bank has calculated that to reduce that insignificant percentage to the level demanded by the “decarbonizers”, it would cost 89 trillion dollars (!), in other words, 16 billion dollars per day between now and 2030. And that, while the global temperature is gradually decreasing, as measured by the British Hadley Center in correlation with measurements obtained by various satellites. But the IPCC discards any data on temperature decrease, just as it ignores the fact that in the past year, sea ice in the Antarctic has increased by a surface size equal to that of France!
To sum up, there is no correlation between CO2 increase and temperature, and the temperature, moreover, is decreasing.
That conclusion was shared by Prof. Weiss, the former Director of the German National Metrology Institute, who presented his work on the temperature measurement records for climate cycles, related to central Europe. These measures encompass 250 years, starting from the earliest available data measured by man. The findings, analyzed with the Fourier analysis, show that there is only a cyclical behavior of temperature. This leads to exclusion of CO2 impact on global temperature, as CO2 increase has not been cyclical but steady.
A further analysis shows that the dominant ~200 + year cycle found in the Fourier analysis of temperature pattern might be driven by the De Vries/Suess cycle of solar activity. However, since the latter cycle is 200 years long and the temperature data only cover 250 years, more evidence was needed. That was found in the most extensive temperature “proxy” data sets ( Buentgen, Christiansen/Ljundquist ), which cover 2500 years. The result: temperature cycles are consistent with solar activity.

The Schiller Institute conference held June 13-14, 2015 in Paris, marked a crucial intervention into the current strategic situation, and beyond. The some 500 participants -- hundreds of Frenchmen and delegations from Germany, Denmark, Sweden, Spain, Italy, Australia, Poland, Romania, Russia, China, Peru, and yet others, became deeply engaged in the intense presentations and discussions on the future we need to build.
Eminent representatives from three of the five countries which make up the BRICS (Brazil, Russia, India, China and South Africa), and countries associated to them, were featured speakers of the two day conference. The principal aim was to bring the winds of progress blowing over the BRICS and their allies to France and Europe, and get them to rise up against an international order, which has nothing to offer but the return of Empires, wars of all against all, and the systematic looting of peoples and public goods.
The crisis around Greece as well as the rampant Malthusianism spread in the context of the climate change swindle, and the UN climate change conference (COP 21), scheduled for the end of the year in Paris, were among the major controversial topics taken up.
War, or peace through economic development
Helga Zepp-LaRouche, founder and chair of the Schiller Institute, keynoted the conference, outlining the perils ahead: a financial crisis that could rapidly turn into an implosion of the system, as the Greek crisis comes to a head at the end of June, and the growing threat of war, including nuclear war, against Russia and China. The source of that war drive in the Anglo-American camp is the neo-conservative ideology of the PNAC (Project for a New American Century), which proclaims that no power should be allowed to exist which could threaten the global power of the British Empire’s Anglo-American relationship.
In that light, Lyndon LaRouche addressed the conference per video, supporting the protests of three high-level German figures -- former chancellors Helmut Schmidt and Gerhard Schröder, and the acting Minister of Foreign Affairs Frank-Walter Steinmeier -- against Chancellor Merkel’s decision not to invite President Vladimir Putin to the last G7.
Zepp-LaRouche, however, was optimistic in presenting the BRICS, the New Silk Road of President Xi Jinping and the Eurasian Economic Union, as the alternative to those dangers. She also underscored that the Schiller Institute has contributed for at least 25 years to building that alternative, having proposed after the fall of the Berlin Wall, an international order of peace through mutual development for the 21st century, based on the launching of infrastructure corridors throughout Eurasia.
Russia, China and India
Representatives from Russia, China and India gave the conference a sensuous idea of the “polycentric” world, or embryo of a new, more just, international economic order that the BRICS call for, and which is coming into being at breathtaking speed. The Iranian Ambassador in France, His Excellency Ali Ahani, sent a message indicating that the Islamic Republic of Iran is “willing and ready to cooperate with the BRICS countries in order to offer its assistance and support to solve regional and worldwide problems.”
Russia became acting president of the BRICS in April, and Mr. Leonid Kadyshev, Minister Counsellor of the Russian Embassy in Paris, listed the priorities that the Russian presidency will announce at the upcoming BRICS summit in Ufa (Russia) on July 9 and 10.
Before that summit is convened, the New Development Bank and the Currency Reserve Arrangement (CRA), adopted at the Fortaleeza summit in 2014, will be launched, Mr. Kadyshev reported, since the ratification process is “going well”. A road map should then be voted which defines precise investments in infrastructure projects, as well as a new axis of cooperation in areas such as “mining, energy and communications”.
Professor Shi Ze of the China Institute for International Studies then went through the different goals of China’s New Silk Road: reducing the internal economic imbalances between its Eastern and the Western regions, and improving foreign trade with its Western neighbors (Central Asia, India and Russia), which can contribute to China’s huge need of energy for development. But the “One road, one belt” strategy, Prof. Shi stressed, is also China’s contribution to the world in the Confucian tradition, as “the development of the Eurasian continent,” will create “a new locomotive for growth in the world” and “reinforce peace and security worldwide”.
A very important contribution followed from Indian Ambassador Viswanathan, Senior Fellow of the Observer Research Foundation and coordinator of all activities related to the BRICS. In light of the fact that the BRICS represent 25% of the world’s GDP, but only 11% of the voting rights in the IMF, he denounced the “completely anachronistic character... of the IMF, the World Bank and the Security council of the UN”.
Thus, while the BRICS started as a group that aspired to a better order, they have now decided to be one that determines the agenda of the present order. That is confirmed by the creation of the NDB and the CRA, which Mr. Viswanathan pointed out were the first global institutions to be created in 200 years without the participation of the West.
The future “looks bright” for the BRICS, he said, but cautioned that the group is “a work in progress and not a finished product”.
Other speakers included Denys Pluvinage of the French-Russian Dialogue, economist Jean-Pierre Gérard, Colonel (ret.) Alain Corvez, economist Jean-François Di Meglio of Asia Centre, and two Egyptian engineers, Safieeldin Mohamed Metwally and Mohamed Ali Ibrahim.
A solution for “Greek” and “African” Debt
The problems of debt and of a productive economy, as opposed to the predatory financial system which has taken control of the trans-Atlantic economy, were a major theme of conference . Jacques Cheminade, Chairman of Solidarité & Progrès, opened the second day of the conference on the theme of “Public credit and debt cancellation, the political challenge for Europe”. He gave numerous examples of a world financial system that has gone mad and become criminal: the EU demanding that countries include prostitution and gambling in their GDP; the incestuous relationship between the banks and the GAFA (Google, Apple, Facebook and Amazon); high frequency trading with no judicial control; shadow banking and “alternative pools”; $800 trillion of derivatives claims.

stay behind, or even worse, to actively oppose them as the oligarchs propose. However, the real challenge for Europe is “to add a surplus of power and a larger horizon to the impetus of the BRICS”. Cheminade went on to outline Lyndon LaRouche’s measuring rod for a productive economy, which Russian scientist Pobisk Kuznetzov once proposed to call the “La”. That means understanding that man is not a “geopolitical animal seeking to occupy territories and control resources against other human beings”, but a creative being capable of discovering universal principles and transforming society for the better, thorough high technology applications.
Greece: a silent putsch is underway
In contrast, Greece today presents a case study in oligarchical practices. Karel Vereycken, journalist from Paris, went into the 1953 conference in London on reducing the post-war German debt, while Dean Andromidas of the Strategic Alert, who had just arrived from a visit to Greece, described the horrendous effects of the Troika policy there.
They were followed by Stelios Kouloglou, a European MP from the Greek Syriza party, who engaged the audience by showing how the Troika is using the debt issue to try and overthrow the current Greek government. �����������������������The situation is comparable to that of Chile under Salvador Allende, he said. Before Pinochet came in with the tanks, President Nixon told the CIA: “Let the economy scream”. And the banks cut off all credit to Chile. Today, the coup is “not with tanks, but with the banks”. As soon as Syriza came to power, explained Stelios Kouloglu, Mario Draghi of the ECB cut, without the slightest justification, the main source of financing of Greek banks, and replaced it with the Emergency Liquidity Assistance (ELA), a facility which must be renewed every week. This, he used “as a sword of Damocles hanging over the head the Greek government.”
Mr. Kouloglou used the occasion to express his disappointment with the lack of support from the French government, whereas the bail out money was essentially used to bail out French and German banks in Greece. “The proposal for an international debt conference like that of 1953 which freed Germany from the greater part of debt reparations, opening the road to the economic miracle, has been drowned in a sea of threats and ultimatums,” he charged. In that loaded climate, Russia’s positive answer to Greece’s request to participate in the new BRICS bank came as a “sigh of relief and optimism for Greek public opinion.”
Mr. Kouloglou received a standing ovation from the 450 participants. “We will resist,” he concluded, underscoring that time is of the essence: “Best wishes for the Greek government are no longer enough. The solidarity it deserves must be expressed by acts. Time is limited.”
Africa: the myth of African independence
Diogène Senny, Secretary General of the UMOJA Pan-African movement, then showed how the indebtedness of Africa is the result of a “cleverly orchestrated policy of new conquest by neo-colonial forces”, and should thus be declared “odious” and “illegitimate”, just as the Greek debt should be.
Several phenomena contributed to inflate African external debt: 1) private debt in the form of excess euro-dollars reoriented to Africa in the early 1960’s, and then of petrodollars after the oil shock of 1973; 2) public “tied debt”, i.e., aid tied to signing contracts with the companies of the donor country; 3) multilateral debt given by the IMF and the World Bank. Between 1970 and 1980, Africa’s foreign debt rose to $89 billion. According to UNCTAD (UN Commission on Trade and Development), between 1970 and 2002, Africa received $540 billion in loans, and reimbursed $550 billion, and yet today, the debt is still of $295 billion. Studies by the CADTM (Committee for cancellation of Third World debt) showed that in 2012, Sub-Saharan Africa returned to the world 5% of its GDP (in investment profits and debt service), while development assistance only accounted for 1% of the same GDP.
So, “who is helping whom”, Diogène Senny asked rhetorically. Debt audit and cancellation for which UMOJA is fighting are “not a request for generosity from the creditors, but a reparation and an act of justice for peoples betrayed”.
The Malthusian Climate Change Swindle
The conference featured sharp attacks on the world conference on climate change, to be held in Paris (COP21) at the end of the year, which aims at imposing massive depopulation under the pretext of “climate change”. The last panel of the conference heard presentations by two experts on climate questions: François Gervais, Professor at the François Rabelais University and critical rapporteur to the IPCC, and Professor Carl-Otto Weiss, advisor to the European Institute for Climate and Energy and former President of the National Metrology Institute of Germany.who demonstrated the fraud of man-made “global warming”, as well as by Benjamin Deniston of the LaRouche team of scientific advisors, whose work on the galactic nature of water flows has been covered here. (cf. page 4).
In opening the first panel, Helga Zepp-LaRouche extensively presented the real aim of such policies. The latest G7 summit in Germany just decided to implement decarbonization of the world economy by the year 2100, she reported. This means relying only on solar and wind power, and since Germany has abandoned nuclear power, it means implementing the program promoted by Mr. Schellnhuber of the Potsdam Institute for Climate Research and an advisor to the German government. Given the direct correlation between the energy flux density of the production process and the number of people who can be supported with that energy flux density, one can only conclude that the approximate number of people who could be sustained in a decarbonized economy is about 1 billion!
Mrs. Zepp-LaRouche also drew attention to the ominous meeting between President Barack Obama and Sir David Attenborough just prior to the G7. He is the key advisor for environmental and energy questions to the British Crown, and well known for comparing mankind to a plague. He is associated with the Optimum Population Trust, which says humanity should be reduced by half, to some 3.5 billion, before the end of the century!
The same outlook is expressed by Bertrand Russell in his book The Impact of Science on Society, where in the truest tradition of Malthus, he speaks of “a honeymoon period of industrialism”, which will not continue however, “unless the increase of population can be enormously diminished. (...).War has hitherto been disappointing in this respect, but perhaps a bacteriological war may prove more effective. If a Black Death could be spread throughout the world once in every generation, survivors could procreate freely without making the world too full. The state of affairs might be unpleasant, but what of it? Really high-minded people are indifferent to happiness, especially of other people.”!
The final panel of the Schiller Institute Paris conference demolished the man-hating world view of the depopulation, Malthusian lobby.
