The United States, the Kingdom of Saudi Arabia, and the Intergovernmental Authority for Development (IGAD) reconvened ceasefire talks between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF).  We thank the Kingdom of Saudi Arabia for hosting the talks, and welcome IGAD, which is also participating on behalf of the African Union, as a co-facilitator.

Consistent with the May 11 Jeddah Declaration of Commitment to Protect the Civilians of Sudan, the reconvened talks continue to have a narrow set of objectives – to facilitate the delivery of humanitarian assistance, establish ceasefires and other confidence building measures, and build toward a permanent cessation of hostilities.

The talks will not address broader political issues.  Sudan’s civilians must be the ones to define Sudan’s path going forward and play the leading role in defining a process to address political issues and restore Sudan’s democratic transition.

As we have repeatedly made clear, there is no acceptable military solution to this conflict.  We call upon the SAF and RSF to approach the talks constructively, with the imperative to save lives, reduce the fighting, and create a path to a negotiated exit from the conflict.  The United States continues to call on all external actors to avoid fueling the conflict.  The time has come to stop the senseless violence, resume civilian governance, and let the people of Sudan achieve their demands for freedom, peace, and justice.

Special Representative for the DPRK Sung Kim held a videoconference on October 30 with PRC Special Representative on Korean Peninsula Affairs Liu Xiaoming to discuss the DPRK’s increasingly destabilizing and escalatory behavior, DPRK military cooperation with Russia, and recent reports of the repatriation of DPRK nationals by the PRC.  He noted that the DPRK’s recent arms transfers to Russia threaten to undermine global non-proliferation and violate numerous UN Security Council resolutions that Russia, itself, supported.  Special Representative Kim emphasized the U.S. commitment to peace and stability on the Korean Peninsula and to diplomacy with the DPRK, and looked forward to continued communication on DPRK issues at all levels.

Special Representative Kim stressed the need for all UN Member States to fulfill their obligations and fully implement the UN sanctions regime.

U.S. Department of State Recognizes 46 Hispanic-Serving Institutions as 2023 Fulbright Leaders

Today at the Hispanic Association of Colleges and Universities’ annual conference in Chicago, IL, the U.S. Department of State announced 46 Hispanic-Serving Institutions (HSIs) as “Fulbright HSI Leaders,” thanks to their engagement with the Fulbright Program during the 2022-23 academic year.  Among the 46 HSIs recognized are 25 doctoral universities, 14 master’s colleges and universities, five baccalaureate and special focus colleges, and two two-year colleges for associate degrees.  The full list of this year’s Fulbright HSI Leaders is found on the Fulbright Program website.

The Fulbright Program aims to build lasting connections between Americans and people of other countries, and having strong HSI participation in the Program is critical to fully represent the diversity of the United States.  The institutional members of the Hispanic Association of Colleges and Universities (HACU) make up about two-thirds of Hispanic enrollment in American higher education.  In 2022 the Department of State renewed its Memorandum of Understanding (MOU) with HACU, including to increase awareness and participation by the Hispanic community in the United States in programs like Fulbright.

Since 1946, the Fulbright Program has provided more than 400,000 students, scholars, artists, teachers, and professionals the opportunity to study, teach, and conduct research abroad.

Secretary of State Antony J. Blinken spoke today with Qatari Prime Minister and Minister of Foreign Affairs Mohammed bin Abdulrahman Al Thani.  Secretary Blinken and Prime Minister Al Thani discussed the humanitarian situation in Gaza amid Israeli military operations following Hamas’s horrific and ongoing terrorist attacks.  The Secretary reiterated his thanks to the Qatari government for its work to secure the exit of U.S. citizens and foreign nationals from Gaza, the release of hostages held by Hamas, including two American citizens, and continued efforts to prevent the conflict from spreading.  The Secretary and the Prime Minister discussed the vital importance of protecting all civilian lives and providing sustained humanitarian assistance for the Palestinian people.

SECRETARY BLINKEN:  Good afternoon, everyone.  It’s a great pleasure to welcome to welcome the foreign minister here to the State Department, to Washington.  I was very much looking forward to this conversation.

I have to start, though, on a very difficult note, which is to share again our condolences for the 10 Nepali students who were murdered by Hamas in Israel.  We feel their loss deeply, as we feel the loss of so many who were slaughtered by Hamas.

We have 76 years of diplomatic relations between Nepal and the United States, and Nepal is today a very valued partner in the Indo-Pacific.  We’re working together to ensure that we have a free, open, secure, prosperous region.  And in so many ways, Nepal is leading, not just in the region but globally, as a very constructive actor in international organizations – of course, with so many peacekeepers who are trying to help people move from conflict to peace around the world.  And in our own bilateral relationship, we’re working to deepen it and strengthen it even more, particularly with more people-to-people ties, and as well, economic ties, investment.

So, we have a lot to talk about today, and I’m just delighted to have you here.

FOREIGN MINISTER SAUD:  Good afternoon, everybody.  First of all, I would convey my gratitude to Secretary of State Antony Blinken for providing us such a precious time in this complicated situation especially in Middle East and other preoccupied schedule.

Nepal and the United States has very long and close relations.  The United States is a development partner of Nepal.  The United States is helping us in too many sectors, especially in (inaudible) of health, education – and now in the Middle East also – we are victim of terrorism.  We – I would like to thank Mr. Secretary for giving us condolence.  We have lost our 10 students there, and one is kidnapped.

And we’ll have a triple meeting after this.  And I would thanks United – Government of the United States and American people for helping Nepal in any crisis, any problems.  Thank you.
