Secretary of State Antony J. Blinken spoke with Qatari Prime Minister and Minister of Foreign Affairs Mohammed bin Abdulrahman Al Thani on November 11 about the conflict in Gaza. They discussed ongoing efforts to evacuate the critically wounded and urgently increase the flow of humanitarian aid into Gaza. Secretary Blinken and Prime Minister Al Thani also discussed efforts to ensure the safe passage of foreign nationals out of Gaza and the immediate and safe return of all hostages. Secretary Blinken reaffirmed the importance of the strategic partnership between the United States and Qatar.

Today, the U.S. Department of State, in collaboration with the Institute of International Education (IIE), released the annual Open Doors Report. According to the Open Doors data, the United States was once again the top destination for international study in the 2022-2023 academic year, and more than 1 million international students studied at U.S. colleges and universities for the first time since the start of the COVID-19 pandemic. The Open Doors data also provides insights into the American students’ participation in study abroad programs in the 2021-2022 academic year. In addition to the Open Doors Report, the Department will highlight key aspects of international education throughout the week, including: #StudyWithUS engagement efforts to recruit international students to study in the United States; the U.S. Government’s efforts to expand partnership with other countries for international education programs to help innovate and push global society forward; and alumni of international educational exchange who have gone on to be impactful both in their communities and countries.

Advancing Technology Governance to Protect Rights and Safety

The United States prioritizes working with global partners to advance rights-respecting technology governance through multistakeholder and multilateral fora.
To further these efforts, U.S. Special Envoy and Coordinator for Digital Freedom Eileen Donahoe joined French Minister for Digital Transition and Telecommunications Jean-Noël Barrot, State Secretary for Children Charlotte Caubel, and Ambassador for Digital Affairs Henri Verdier on November 9 to announce U.S. support for the Children Online Protection Laboratory. This announcement, by Special Envoy Donahoe, occurred at the inaugural high-level year in review event for the multistakeholder initiative of the same name led by the French government to improve the safety of digital services for vulnerable users. Protecting children online is a core principle of the Biden-Harris Administration’s technology platform accountability efforts, and especially critical as we work to advance safe and responsible development of new and emerging technologies, like artificial intelligence. The United States remains steadfast in our call for stronger privacy and online protections for children and young people, and committed to preventing and addressing their exploitation, harassment and abuse. Special Envoy Donahoe also announced on November 13 the United States will co-chair, along with France, the Organization for Economic Cooperation and Development (OECD)’s DIS/MIS Information Resource Hub. The Hub is a key multistakeholder platform for cooperation with OECD member states and non-member states, at which decision makers, along with representatives of civil society, academia, and the private sector will meet to discuss challenges including the role of generative AI, share best practices, and find effective and rights-respecting solutions to countering mis- and disinformation.
Promoting online safety and preventing the erosion of information integrity are central U.S. government priorities. President Biden and Secretary Blinken have made it clear that the United States should engage globally to advance solutions to these critical challenges that promote safety and accountability while protecting freedom of expression.
As Special Envoy and Coordinator for Digital Freedom, Donahoe leads the Department of State’s efforts to engage foreign partners to advance the innovative design, application, and governance of technology to advance digital freedom, anchored in international law and rights-respecting values.

Today the Department of State is officially announcing the Bureau of Arms Control, Deterrence, and Stability (ADS), the new name of the Bureau of Arms Control, Verification and Compliance. This name change reflects the full scope of this Bureau’s long-standing work and its role in addressing new challenges posed by emerging security technologies and domains. ADS leads Department of State efforts on developing, negotiating, implementing, and verifying compliance with a range of arms control and disarmament agreements and arrangements; extended deterrence; missile defense; confidence- and security-building measures (CSBMs); risk reduction; and crisis communications. Working with others in the Department, ADS has grown its capacity to respond to issues relating to artificial intelligence, biotechnology, and quantum computing. Today, the Bureau is playing a key role in establishing and promoting norms of responsible behavior in outer space, cyberspace, and with artificial intelligence and other emerging technologies. Diplomatic efforts advancing these issues contribute to integrated deterrence, global stability, and international security.
This change reflects a broader effort within the Department to address emerging 21st century national security challenges. While the core functions of ADS remain the same – to use diplomacy to reduce risks and avoid miscalculations – we recognize how we must modernize our approaches and expand our thinking to help build a more stable, peaceful world.

Under Secretary of State for Arms Control and International Security Ambassador Bonnie D. Jenkins and will travel to New York City, New York, on November 13, 2023, to roll out the Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy (“Political Declaration”) at the United Nations.
In support of the President’s priority to responsibly harness the benefits of AI while mitigating risks, the Political Declaration calls for states to commit to a collaborative, multilateral dialogue with diverse perspectives to address the full range of issues related to military uses of AI and autonomy.
Assistant Secretary for Arms Control, Verification and Compliance Mallory Stewart joins the Under Secretary to brief on implementation activities for the Political Declaration.
